2021 Project Highlights
Water Ownership Transfer Support
The Village of Oak Brook provides water service to several large areas outside of the Village boundary,which
requires significant resources to maintain and would continue to draw on Village resources because of
extensive improvements needed in the coming years.The Village is in the process of selling these service
areas,and, in March, MGP provided support in the form of statistics, utility data,and reference maps.With
this support,the Village could accurately report on the details of the assets involved,which fostered a better
relationship with the agency purchasing the service areas and facilitated a smoother process in setting the
terms of the sale.When the sale is complete, it will reduce the footage of water main the Village is responsible
for maintaining by about 20%.
USIC Utility Viewer
USIC is the contractor who provides utility locates to the Village for construction,capital improvement
projects,and other types of work that require existing utilities to be marked on the ground so workers can
avoid hitting them when digging. However,there was previously no ability to restrict what utilities they could
see,and USIC would accidentally waste valuable time and resources locating non-Village-owned utilities,which
the Village is not financially responsible for locating. MGP set up a new,custom utility viewer for USIC that
shows only the features they need.This provides USIC with easier access to the right information and reduces
wasted resources due to locating non-Village-owned structures.This also allows USIC to transition away from
MapOffice without having to switch to myGIS, minimizing the amount of non-utility Village data accessible to
USIC.
FlowMSP Data Support
FlowMSP is a new software the Fire Department is implementing to provide access to critical safety
information during an emergency response.This critical safety information includes where fire hydrants are f
located, hydrant flow rates,easy access to pre-plans, and other information that can be used for mutual aid k
with other communities that use FlowMSP. MGP provided the hydrants and flow rate information in addition
to a list of commercial addresses to support pre-plan tracking.This information will ensure that the Fire
Department can provide the most effective emergency response possible.

2022 Goals
Storm System Review Project
Over the years,Oak Brook's storm system data has grown increasingly inaccurate due to incomplete initial
storm system data and missed updates following capital improvement, maintenance,and repair projects. In
addition, Public Works has identified areas with inadequate drainage during rainfall events,which can
endanger the community and cause damage to homes and businesses.The Village plans to complete a storm
study to resolve these drainage issues, but the storm system data in GIS is currently insufficient to support this.
In 2019, MGP began a partnership with Public Works to complete a comprehensive review,field verification,
and update of the storm system data in GIS.This stage is now around 67%complete.The goal in 2022 is to
complete all field verification updates. By completing this stage internally,the number of updates that must be
handled by the storm study contractor is minimized,saving the Village time and money and ultimately
supporting a safer and healthier community.
Data Update Workflows
Public Works crew members and supervisors are the experts in the Village's utility systems because they spend
the most time interacting directly with the assets the GIS data represents. In the field,crew members are the
most likely to notice an error in the GIS data and be able to provide an update to correct it. In Oak Brook,a
small group of users have access to edit the GIS data directly, but there is still untapped potential,especially
for utility systems that don't currently have anyone making edits or updates. In 2022, MGP will partner with
Public Works and IT to identify any utility assets that could be improved through direct field edits and provide
the correct crew members with the necessary resources and training to do so.This improved workflow will
provide crews with an efficient way to take ownership of the utility data so the data can better support Public
Works planning, improvement,and maintenance work while allowing more time for MGP to focus on other
community priorities.
Maintenance Process Improvements
Many Public Works maintenance processes are still tracked on paper or in spreadsheets.There may be
inconsistencies between multiple ways of tracking this information and it may be difficult to share between
staff.This prevents Public Works leadership from fully harnessing these resources to support data-driven
decision-making—for example, using main break information to plan improvement projects. In the coming
year, MGP and Public Works will continue to work to identify maintenance processes with innovation potential
and determine solutions that will best meet Public Works' needs, including the GIS Consortium's Asset
Management Solution or PubWorks.Once these maintenance records are stored digitally in a consistent,
centralized location, many new opportunities to associate these records with GIS arise, allowing these
maintenance records to be analyzed,visualized,and queried in order to provide Public Works leadership with
the data they need to make informed decisions that benefit the community.

myGIS Implementation
All GIS Consortium members and their staff have switched to myGIS where they view and analyze their
community's data to make informed decisions.This effort included soliciting feedback from users and
developing new tools and layers that will enable local government employees to provide better service to the
public.
Local Government Data Model Committee
The Local Government Data Model is how all community data is standardized and organized, providing the
foundation for all the solutions staff use. The Local Government Data Model Committee, comprised of staff
from various member communities,was formally involved into the update process to ensure local government
expertise impacts the data model for the better.
Asset Management Enhancements
High quality assets are critical to capital planning and decision making about how to best invest public dollars.
This standard solution allows every member to view, edit and track maintenance on community assets like
utilities. Based on member feedback the solution was enhanced to include the release of four(4) new
applications for data collection and editing, and thirteen (13) new dashboards which staff can use to analyze
data to inform decision making.
Address Data Quality
Address is one of the most critical datasets for local government.Community Leaders rely on the quality of this
data to make decisions that are in the best interest of their customers. To make that possible,connections to
over eighty(80) member address databases were made,and the quality of addresses scored. An Address
Quality Infographic was produced for each member communicating the strengths of and opportunities for
improving this data.
Sharing Members Success Stories
Sharing and collaboration is a guiding principle of the GIS Consortium to ensure efficient outcomes. This year
the Board of Directors targeted telling their stories better internally as well as externally. As a result, a new
communication structure was established to cascade success stories to members as well as on Linkedln.

Police Solutions
Police Departments are in the spotlight nationally, and GIS is one valuable tool that member departments
could be garnering more regularly. Next year, additional standard solutions will be developed and released to
benefit member Police Departments.
Community-Essentials
The GIS Consortium has been in existence for 22 years and has a lot to offer. Next year,we will release
Community-Essentials to simplify the discovery and access of GIS Consortium solutions so that all members
garner even more value from their membership.
Real-Time Data
Accountability, using data to drive decisions,and understanding what is happening real time is increasingly
important to the customers local government serves. Next year,we will establish a GIS Consortium approach
for integrating real-time data into member services.
