Minutes - 01/11/2022 - Board of TrusteesVILLAGE OF OAK BROOK MINUTES Page 1 of 5 REGULAR MEETING OF JANUARY 11, 2022 MINUTES OF THE JANUARY 11, 2022 REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON JANUARY 25, 2022 1.CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of Allegiance was given. 2.ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: Trustees Michael Manzo, James Nagle, Edward Tiesenga Trustee Yusuf, and President Gopal Lalmalani ABSENT: Trustee Nagle IN ATTENDACE VIA TELECONFERENCE/ZOOM: Trustees Laurence Herman and A. Suresh Reddy IN ATTENDANCE: Village Manager Greg Summers, Police Chief James Kruger, Interim Police Chief John Krull, Information Technology Director Jim Fox, Development Services Director Tony Budzikowski, Golf Manager/Superintendent Sean Creed, Finance Directo r Jason Paprocki, Public Works Director Rick Valent, Interim Fire Chief James Arie, Head Librarian Jacob Post, HR Director/Deputy Clerk Kathy Vonachen and Village Attorney Michael Castaldo Jr. Clerk Pruss stated that there is a quorum. Trustee Herman confirmed his presence and stated the reason for joining remotely. Trustee Reddy confirmed his presence, and President Lalmalani stated the reason for Trustee Reddy’s remote participation due to technical issues. 3.PRESIDENT’S OPENING COMMENTS President Lalmalani began the meeting by wishing everyone a Happy New Year. After that, he reminded everyone to stay diligent in the safety protocols against Covid-19, proceeded to speak about his experiences with the current surge, and urged the unvaccinated to consider getting the vaccine. Next, he introduced the new Village Manager Greg Summers, shared his background, and welcomed him to the Village. After Village Manager Summers finished his speech, President Lalmalani spoke about the Law Enforcement Appreciation Day and took the opportunity to thank the Oak Brook Police Department on behalf of the Board for the extraordinary work they do daily keeping the community safe. Moreover, President Lalmalani thanked the former Interim Village Manager/Police Chief Kruger for his tireless dedication to the Village over the last decade and announced his retirement. After that, he asked Clerk Pruss to read the Resolution of Appreciation for the former Interim Village Manager/Police Chief Kruger. Village Manager Summers shared his experience thus far, extended his appreciation to the Village staff for a thorough orientation, and thanked the Board on behalf of residents and business for all of their efforts and placing their faith in his abilities to carry out the work of the Board. He also took the opportunity to acknowledge and thank the former Interim Village Manager/Police Chief Kruger for his time and assistance with the transition. VILLAGE OF OAK BROOK MINUTES Page 2 of 5 REGULAR MEETING OF JANUARY 11, 2022 A.RESOLUTION 2022-AP-R-1991, A Resolution of Appreciation for Police Chief James Kruger Clerk Pruss read the Resolution of Appreciation. Motion by Trustee Yusuf seconded by Trustee Manzo to approve the RESOLUTION 2022-AP-R- 1991, A Resolution of Appreciation for Police Chief James Kruger. VOICE VOTE: Motion carried. B.First Responder Recognition for Oakbrook Center Incident President Lalmalani briefly spoke about the events of December 23, 2021, at the Oakbrook Center Mall and commended all the first responders for their swift and efficient response to the unprecedented events taking place that evening. He then asked Police Chief Kruger to present the recognition awards. After Police Chief Kruger presented the awards, President Lalmalani spoke about the actions taken by Police Chief Kruger, recognized him for navigating the media that night, and asked Interim Fire Chief Arie to present the awards to the members of the Oak Brook Fire Department. After Interim Chief Arie’s presentation, President Lalmalani once again thanked all the first responders for their dedication and heroism on the night of the unfortunate event and keeping the community safe every day. Thereafter, he recognized and thanked the Public Works Department and the IT Department for their work behind the scenes. Lastly, he introduced and briefly spoke about the newly appointed Interim Police Chief John Krull, and asked him to come up for the Swearing-In. Police Chief Kruger greeted everyone, thanked the Board for the Resolution of Appreciation, and humbly stated that his success is partly due to the extraordinary men and women of the Oak Brook Police Department. Next, he spoke of the devotion and dedication of the Police Department and presented the Exceptional Duty Awards. After that, he presented the Meritorious Service Award and the Medal of Life Award detailing the heroic actions of each recipient. Lastly, he thanked the Board for the opportunity to present all the awards as he makes his departure from the Department. Interim Fire Chief Arie briefly recapped the incident of December 23, 2021, at the Oakbrook Center Mall and proceeded to present the Exceptions Duty Citations and the Meritorious Unit Citations. After that, he personally thanked all the award recipients for stepping up and putting the needs of others above their own that night. Clerk Pruss Swore-In Interim Police Chief John A. Krull. Interim Police Chief Krull expressed his sincere thanks to the Board, Village staff, Chief Kruger, and his wife for the ongoing support. 4.PUBLIC COMMENT ON AGENDA ITEMS None 5.APPROVAL OF MINUTES A.Regular Board of Trustees Meeting of December 14, 2021 Motion by Trustee Yusuf seconded by Trustee Manzo to approve the Minutes of the Regular Board of Trustees Meeting of December 14, 2021.
