DEAN BOARD ROOM • BUTLER GOVERNMENT CENTER 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 630-368-5000 AGENDA ITEM Regular Board of Trustees Meeting of March 22, 2022 SUBJECT: Adoption of the 2022 Official Zoning Map and CARP Discussion FROM: Tony Budzikowski,AICP, Development Services Director 77 BUDGET SOURCE/BUDGET IMPACT: N/A RECOMMENDED MOTION: I move that the Village Board concur with the recommendations from the Plan Commission (PC) and Zoning Board of Appeals (ZBA) to approve the 2022 Official Zoning Map and adopt the necessary resolution. Backeround/History: The Village of Oak Brook's GIS Consultant has prepared the 2022 Official Zoning Map for review and recommendation by the Plan Commission (PC) and Zoning Board of Appeals (ZBA) and for adoption by the Corporate Authorities. The Illinois Municipal Code 65 ILCS 5/11-13-19 requires that a municipality adopt and publish a new zoning map on an annual basis and by March 3lst of each year. The published zoning map should include and acknowledge existing zoning, boundary changes (i.e. annexations), zoning map amendments and subdivisions that have been approved the preceding year. For clarification purposes, any changes being incorporated into the official zoning map have already received PC and ZBA recommendations and have also been authorized and adopted by the Corporate Authorities. There is no express legal requirement that the PC and ZBA review the zoning map, but it is nevertheless prudent, particularly considering the role that the advisory commissions/boards play in the zoning amendment process. Recommendation: The Board reviewed the 2022 Official Zoning Map at their meeting on February 22, 2022 and determined that it was necessary and appropriate to revisit the Commercial Areas Revitalization Plan (CARP) to better understand the Plan and its relationship to future mixed-use development projects within the overlay district and the village. In order to proceed in this direction, staff has REG BOT 032222 Agenda Item 9.A.1-2022 Official Zoning Map Page 1 G-S. provided the March 26, 2019 Village Board agenda item that summarizes the hearing/approval process when adopting the 2019 CARP. This information will give the Board an overview of next steps in the event that they would like to proceed in updating the CARP. This material also includes meeting minutes, staff reports and stakeholder commentary to provide a comprehensive overview of the CARP process. In addition to the Board agenda item mentioned above, a September 23, 2016 Scope of Work has been provided that outlined the various steps involved in the 2019 CARP update. This project was coordinated by the Consultant Team of Houseal Lavigne Associates and a determination will need to be made as to whether a Consultant Team will again be utilized to guide the village in this amendment process. Background/History: At the February 8, 2022 meeting, Village staff was directed to prepare the necessary resolution granting approval of the 2022 Official Zoning Map. The resolution and zoning map are provided for review, approval and adoption. The attached map reflects all of the zoning changes that occurred during the 2021 calendar year.
