SUBJECT: Award of Contract—Construction Management Contract for Designer-Led
Design-Build Project for Resurfacing Improvements to Brook Forest,
Regent Drive Bridge,Trinity Lakes Bike Path,and Spring Road Water Main
Break Restoration.

Safety Pathway Maintenance and 461-90700,Roadway Improvements.
RECOMMENDED MOTION: I move that the Village Board award a Construction
Management Contract for Designer-Led Design-Build Project for the Resurfacing
Improvements to Brook Forest, Regent Drive Bridge, Trinity Lakes Bike Path and Spring
Road Water Main Break Restoration to Burke, LLC, Rosemont, Illinois, in the amount of
$5,123,225. Additionally, I move that the Village Board approve Resolution R-1990.
Background/History:
In 2019, the water main replacement in Brook Forest was approved with a four-year
phased approach with the final phase scheduled to be completed in 2022. In addition to
the water main replacement was a fifth phase in 2023 for street improvements which
would include a significant amount of curb replacement, storm sewer structure repairs
and replacement, and asphalt resurfacing.
Fast forward to 2021 and all four phases of the water main replacement were completed
a year early due to the designer-led design-build process and the awarded contractor
providing favorable pricing that brought a generous savings to the Village. The overall
savings,both engineering and construction costs, was nearly$2.7M lower than the
projected costs identified in the 2018 Water Plan.
In addition to street improvements in Brook Forest, the Five-Year Capital Plan identifies

asphalt improvements to the Trinity Lakes bike path and Regent Drive Bridge. These
projects, as well as the asphalt restoration of a water main break on Spring Road,
included with Brook Forest increase the quantities and provide better pricing all around.
As part of the competitive bidding process associated with this Project,Burke, LLC
received sixteen(16)bids from reliable contractors to ensure favorable pricing. In fact,
the engineering design build process and its competitive pricing have offered a savings
of nearly$1.2M to what is in the Five-Year Capital Plan. Please note,the budget figures
were developed from costs estimates generated by in-house engineering staff dating back
to 2016.
Staff is requesting the approval of the designer-led design-build process for a few
reasons. The State of Illinois will be letting one of its largest project lists in the coming
weeks,which will have a large impact on the pricing of material and the availability of
contractors. By approving this process,the Village can avoid those issues and better
secure the timely completion and savings of its projects. Staff also recognizes that the
residents of Brook Forest have endured ongoing construction for multiple years in a row
and are confident that the contractors that are awarded this project will complete the
work in a professional and expedient manner.
Recommendation
That the Village Board award a Construction Management Contract for Designer-Led
Design-Build Project for the Resurfacing Improvements to Brook Forest, Regent Drive
Bridge,Trinity Lakes Bike Path and Spring Road Water Main Break Restoration to Burke,
LLC,Rosemont,Illinois,in the amount of$5,123,225. Additionally,that the Village Board
approve Resolution R-1990.
