Village Reaches Contract Agreement with Police Union
Oak Brook, Illinois (June 15, 2012) – The Oak Brook Village Board approved a three-year contract with the
Fraternal Order of Police during the Board meeting on Tuesday, June 12th. The execution of the successor
collective bargaining agreement (CBA) concludes six months of negotiations without the use of attorneys,
which clearly demonstrates the collaborative environment and mutual respect shown by both the union
negotiation team members and management staff.
Prior to ratification and approval, the contract was reviewed by attorneys on both sides, Assistant Village
Manager Blaine Wing said.
Starting on June 24, 2012 the Officers’ schedule will change from an 8-hour shift to a 12-shift. “This is a change
that union members were seeking prior to my appointment and after an initial trial in 2011, the Village worked
with the union to formalize the process and now look forward to a revised schedule that will be beneficial to
both Officers and the Village,” said Oak Brook Police Chief Jim Kruger.
In addition to the schedule change, the agreement includes a 2 percent retroactive salary increase effective
January 1, 2012 as well as a 0.5 percent increase on July 1. Wages will again increase 2 percent on January 1,
2013 and an additional 0.5 percent on July 1, 2013. Finally, in the agreement’s last year, wages will increase 2
percent on January 1, 2014 and 0.5 percent on July 1, 2014.
In recognition of some of the changes, the union agreed to changes in insurance. Starting in 2014 the
employee PPO share will increase from 17.5 percent to 20 percent, the HMO will go from 12.5 percent to 15
percent and the High Deductible PPO will increase from 10 percent to 12.5 percent. Deductibles will increase
in 2014 from $350 (single), $700 (employee+1) and $1,050 (family) to $400 (single), $800 (employee+1) and
$1,200 (family). Additionally, starting in 2013 the agreement starts a new special high cost prescription drug
fourth tier as well as prescription drug costs adjusting in 2014.
The agreement will bring the police union employee portion of insurance cost sharing up to 20 percent in 2014
as well as in increase the prescription drug costs, saving the Village an estimated $20,000 annually.
“With the assistance and guidance of Trustee Aktipis, Trustee Yusuf, Assistant Manager Wing and Police Chief
Kruger, the Village was able to reach a practical agreement,” said Oak Brook Village President Gopal Lalmalani.
