Village of Oak Brook Appoints New Village Manager
Oak Brook, Illinois (August 26, 2014) – Village of Oak Brook President Gopal G. Lalmalani is pleased to
announce that Mr. Riccardo “Rick” F. Ginex been offered the position of Village Manager beginning October 6,
2014.
Mr. Ginex has over 28 years of professional local government executive experience. He served the
Village of Downers Grove first as a police officer moving up the ranks to become Police Chief, then 2001 to
2005 as Village Manager. Mr. Ginex will be coming to Oak Brook from the Village of Brookfield where he has
served as the Village Manager since 2005. He has a Master of Science – Management from National Louis
University as well as a Bachelor of Criminal Justice from Lewis University and is an active member in a
number of professional organizations. He is a graduate of the FBI National Academy, 176th Session, and a
graduate of the School of Police Staff and Command, 28th Class, from the Northwestern Traffic Institute. He
was also instrumental in the establishment of the Suburban Law Enforcement Academy at the College of
DuPage and currently serves on their Advisory Council. He is a Credentialed Manager through the
International City/County Management Association.

Lalmalani, “Mr. Ginex will bring professionalism, knowledge and strong leadership skills as he leads the Village
of Oak Brook into the future”, said President Lalmalani.
We would also like to thank Mr. Art Osten, Jr. who stepped up as Interim Village Manager and worked
diligently with us over the past few months to keep the Village on task as we worked our way through the
search process.
Village President Lalmalani will request the approval of the appointment of Mr. Ginex at the next Oak
Brook Village Board meeting on September 9, 2014.

About the Village of Oak Brook:
Founded in 1958, the Village of Oak Brook is located 15 miles west of downtown Chicago and is in
proximity to the junction of Interstates 88, 294, and 290. The Village consists mostly of residential
subdivisions, with the exception of the Oakbrook Center shopping mall, other retail and office
properties along 22nd Street and Interstate 88. Oak Brook is the home of many corporate offices,
most notably, the world headquarters of McDonald’s Corporation and the service club organization
Lions Clubs International. Oak Brook is also known for being one of the few municipalities in the
