JOB SUMMARY
The purpose of this position is to perform a wide variety of administrative and analytical support duties for the
Village Manager; to participate in assigned administrative processes, procedures and programs; and to provide
information and assistance to the public regarding assigned programs and services.
ESSENTIAL FUNCTIONS INCLUDING,BUT ARE NOT LIMITED TO:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other
duties may be required and assigned.
■ Participate in assigned administrative support functions; participate in various specialized Village
programs; direct the work activities of assigned departments and personnel; prioritize and coordinate work
assignments;review work for accuracy.
■ Collect,compile and analyze information from various sources on a variety of specialized topics related to
assigned programs; prepare reports that present and interpret data and identify alternatives; make and
justify recommendations.
■ Assist in the drafting and implementation of Village policies and procedures.
■ Receive and respond to complaints and questions from the general public relating to assigned area of
responsibility;review problems and recommend corrective actions;prepare summary reports as required.
■ Prepare comprehensive reports pertaining to assigned area of responsibility; conduct research and
comprehensive data collection efforts to support analysis.
■ Serves as liaison to the Sports Core Committee as well as the Hotel, Convention and Visitors Committee
providing advice and support, and ensures the proper expenditure of hotel tax revenue pursuant to
State law.Assists with and monitors the implementation of the annual marketing campaign.Provide staff
support to other boards and commissions,as assigned.
■ Provides assistance and advice to department heads on matters involving personnel, goals and objectives,
safety,etc.Filters issues and problems prior to reaching the Village Manager.
■ Serves in a backup capacity as the Village Manager or Director of Finance,in their absence.
■ Act as liaison for the Village to outside organizations and agencies,as assigned.
■ Participate in special projects including research of new programs and services, budget analyses, and
preparation and feasibility analyses; prepare and present reports; participate in a variety of Village
operations.
■ Assist in the development and administration of the budget, five year financial plan, and audit as needed,
and the preparation of other financial reports.
■ Reviews various ordinances; conducts surveys of other municipalities regarding practices and procedures
addressing a range of municipal issues.

■ Explain, justify and defend all Department programs, policies, and activities; negotiate and resolve
sensitive and controversial issues.
■ Provide staff assistance to the Village Manager and other Village officials; participate on a variety of
boards, commissions, and committees; prepare and present staff reports and other necessary correspon-
dence.
■ Attend and participate in professional group meetings; stay abreast of new trends and innovations in the
field of public administration.
■ Respond to and resolve difficult and sensitive citizen inquiries and complaints.
■ Thorough knowledge of Village government's organization,functions and problems.
• Considerable knowledge of the principles and practices of effective public administration and management
[e.g., personnel management, labor contract administration, finance, risk management, personnel
administration,city planning,public works and engineering,economic development,etc.]
■ Good knowledge of community resources and of the resources of other governmental units(County, State,
Federal).
■ Thorough knowledge of intergovernmental relations and of the theories governing the political structure of
municipal governments(especially of the Village Manager form of government).
■ A good knowledge of the basic principles and methods of local government financing in Illinois.
■ Considerable ability to establish and maintain effective relationships with other personnel, citizens and
civic groups,State and Federal legislators,lobbyists,the press,and the general public.
■ Demonstrated ability to conduct in-depth analysis of administrative and/or recommendations.
■ Considerable ability to speak and write effectively and to produce persuasive arguments putting forward
proposed public policies.
■ Performs other duties as required or assigned.

Works under the general supervision of the Village Manager
Supervision Exercised:
The Assistant Village Manager supervises departments and staff, as assigned by the Village Manager; potentially
including some combination of the following departments: Administration, Finance, Development Services, Public
Works,Sports Core,Human Resources,Police,Fire,as well as Legal and/or Village Board operations.
Minimum Education,Training,and Experience Required to Perform Essential Job Functions
Graduation from an accredited four-year college or university with a degree in accounting or finance and possession
of a Master's Degree in Finance,Public Administration or related field from an accredited college or university,
supplemented by three to five years of progressively responsible experience in municipal government
administration.
Ability to be able to communicate effectively orally and in writing.
Possesses strong analytical and problem-solving skills
Makes sound decisions and works independently

Ability to analyze and categorize data and information in order to determine the relationship of the data with
reference to established criteria/standards. Ability to compare,count,differentiate,measure,assemble,copy and
record and transcribe data and information. Ability to classify,compute and tabulate data.
Ability to persuade,convince,and/or train others,including the ability to act in a lead worker capacity. Ability to
advise and interpret how to apply policies,procedures,and standards to specific situations.
Ability to utilize a variety of advisory data and information such as invoices,billing statements,advertisements,
time/material reports,salary schedules,personnel policies,budget,computer software operating manuals,city code,
statutes,procedures,guidelines,and non-routine correspondence.
Ability to communicate orally and in writing with department personnel,the general public,consultants,contractors,
vendor representatives,and other city employees.
Mathematical Ability
Ability to add and subtract,multiply and divide,and calculate percentages,fractions,and decimals.
Judgment and Situational Reasoning Ability
Ability to use functional reasoning and apply rational judgment in performing diversified work activities.
Ability to exercise the judgment,decisiveness,and creativity required in situations involving the evaluation of
information against measurable criteria.

Ability to operate a variety of office equipment including a computer terminal,telephone,fax machine,calculator,
and photocopier.
Ability to coordinate eyes,hands,feet,and limbs in performing movements requiring skill and training,such as data
entry.
Ability to exert light physical effort in sedentary to light work,but which may involve some kneeling,stooping,
crouching,lifting,carrying,pushing,and pulling.
Ability to recognize and identify similarities or differences between characteristics of colors,shapes and sounds
associated with job-related objects,materials and tasks.Ability to sustain prolonged visual concentration.
Environmental Adaptability
Ability to work under often safe and comfortable conditions where exposure to environmental factors such as
repetitive computer keyboard use and irate individuals poses a very limited risk of injury.
