RECOMMENDED MOTION: I move that the Village Board award a Professional Services Agreement to the company with the best overall value,T.P.I. Building Code Consultants, Inc., South Elgin, Illinois, Consulting, Inc., for Development Services Support Plan Review and Inspection Services. Additionally, I move that the Village Board approve Resolution R-2022-DS-AG-CNSLT-R-2017 Background/History: The Development Services Department manages the building permit process including the review of building permits and the associated inspections to ensure compliance with the approved plans and the Village's building codes. The department's goal is to perform these functions at a high-level and in a timely manner to accommodate all of our residential and commercial customers. When plan review and inspection demands are high or if full-time and part-time staff are temporarily out of the office, the village requires third party plan review and inspection services to meet our goal of providing high quality and timely customer services. Analysis: We requested and received qualification/proposals from four(4) building code consultants for as-needed plan review and inspection services. Four(4) sealed proposals were received and opened on May 27, 2021: • Lakeside Consultants; • SAFEbuilt Illinois, LLC; • T.P.I. Building Code Consultants, Inc.; and • Willdan Engineering. Cost Comparison: Staff has prepared a cost comparison with five (5) recent development projects based upon the fees/rates identified in each of the four(4) consultant proposals. These projects include two (2) commercial remodels, a new furniture showroom/restaurant, new hotel and new apartment building. The analysis and proposed fee structure are attached for review and reference purposes. In three (3) of the five (5) plan review fee comparisons, TPI's fees were the most cost effective compared to the other three(3) consultants. Our 3rd party consultant's scope of work will include ancillary plan review and inspection services when demand is high or if full-time and part-time staff are temporarily out of the office. This service is necessary to meet our goal of providing high quality and timely customer services. Again, these services are of a primarily back-up nature but still important to ensure that qualified and certified support services are available to supplement our building plan reviewer(s) and building inspector(s) whatever the circumstances. Building plan review and inspection services could include the disciplines of building, plumbing, electrical, mechanical, and energy for residential or commercial projects. In conclusion, the proposal from TPI best fits the needs of the Development Services Department as the most qualified plan review and inspection service for this type of work. This determination is based upon the code consultant's related experience, qualifications, fee structure and the Village's past positive experience in working with the consultant and their company. TPI has been working with the Village of Oak Brook since 2006 and is able to provide the Village with the same staff person, Steve Tisiani, a Master Code Professional. He is very knowledgeable of all Village standards, specifications and requirements and industry practices. No training or guidance will be necessary to have him continue working on Village plan reviews and there will be no delay/loss of services because of a transition to another code consultant service. Recommendation: That the Village Board awards a Professional Service Agreement to the proposer with the best overall value, experience and institutional knowledge, T.P.I. Building Code Consultants, Inc., South Elgin, Illinois for building code plan review and inspection services and approves Resolution R-2022-DS-AGCNSLT-R-2017. For this type of service, the contract would initially be for one year with four (4) additional one-year options to renew since this is the first time that we are requesting proposals for this type of service. The source of funding would be budget account #921-77000 and associated building permit fee reimbursements.
