TRUSTEES OF THE VILLAGE OF OAK BROOK

1. CALL TO ORDER
The Regular Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani
in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of
Allegiance was given.
2. ROLL CALL
Village Clerk Charlotte Pruss called the roll with the following persons:
PRESENT: Trustees Michael Manzo, James Nagle, A. Suresh Reddy, and President Gopal Lalmalani
VIA ZOOM: Trustee Laurence Herman

IN ATTENDANCE: Village Manager Greg Summers, Assistant Village Manager Jessica Spencer,
Information Technology Director Jim Fox, Police Chief Brian Strockis, Public Works Director Rick
Valent, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Interim Fire Chief Kevin
Fleege, Development Services Director Rebecca Von Drasek, and Village Attorney Michael Castaldo

3. PRESIDENT’S OPENING COMMENTS
President Lalmalani began by speaking about the recognition received by the Police Department for their
exemplary techniques and professionalism through the Illinois Law Enforcement Accreditation Program
(ILEAP). He then asked Police Chief Strockis to speak on the subject. After presentations, he reminded
everyone that October is Breast Cancer Awareness Month, and that the Leaf Pick Up Program is
beginning soon.
A. ILEAP Plaque – Presentation
Police Chief Strockis stated that the receipt of the ILEAP award is truly an honor and introduced Downers
Grove Police Chief Shanon Gillete as the presenter of the award. He also recognized Deputy Chief
Foltyniewicz and Officer Katie Yager for their accomplishments and asked Deputy Chief Foltyniewicz to
make comments on the matter.
Deputy Chief Foltyniewicz thanked the Board, Village Manager Summers, and Police Chief Strockis for
their support and guidance, as without it the agency couldn’t be one of the few in the State to get dual
accreditation and recognition by the ILEAP and the Commission on Accreditation for Law Enforcement
Agencies (CLEA).
Downers Grove Police Chief Gillete greeted the Board, introduced himself, and proceeded with the
presentation of the re-accreditation of the 2022 ILEAP award. He also shared the Oak Brook Police
Department’s history of award receipt and accreditation dating back to 2018, along with the requirements
needed to qualify for such an honor. He presented the award on behalf of the Illinois Association of
Chiefs of Police.
B. Kyle Matousek – Award Presentation

President Lalmalani introduced Firefighter Kyle Matousek whose essay entitled “Introspection” won a
second place in the W.S. Darley “Leadership Essay Competition” discovered by Trustee Tiesenga. The
essay was chosen from nearly 100 entries submitted by Fire Service personnel throughout the United
States. He further spoke about the essay’s content and expressed his opinions in relation to the leadership
qualities exhibited by the Village leaders. He also shared Trustee Tiesenga’s opinion on the subject.
Firefighter Kyle Matousek expressed his thoughts on the meaning of effective leadership, ways that action
and inaction can establish effective leadership, and encouraged everyone to read the article.

A representative from Kura Sushi spoke about the restaurant, its success all over the United States, and
the need for a liquor license.
President Lalmalani asked about the menu options and the opening date.

Agreement By and Between the Village of Oak Brook and Minuteman Security
Technologies; (Mobile Video and License Plate Recognition System)
Trustee Yusuf shared a brief introduction to the item, including cost sharing, and presented the motion.
Police Chief Strockis further elaborated on the LPR System and the need for one in several areas
throughout the Village to help combat crime. He also addressed Trustee Manzo’s question related to the
expenses associated with the program and the reasoning behind the installation of the mobile units versus
stationary ones.
Trustee Manzo asked about the expense related to the purchase of the presented LPR System and the
reasoning behind the installation of the mobile units versus a few stationary ones.
Village Manager Summers reiterated statements made by Police Chief Strockis and elaborated on the
costs associated with trailers, the upgrades associated with technological advancements, maintenance, and
reinstallation of new equipment in the future.

Trustee Reddy shared background history, explaining the need for a new undercover vehicle, and
presented the motion.
Police Chief Strockis explained the visual aspects of the unmarked vehicle, the secured grant from the
Secretary of State, and the imitation of an additional response team officer in 2023. He also addressed
Trustee Nagle’s question.
Trustee Nagle asked if the grant funds could be used to purchase another undercover vehicle and
congratulated Police Chief Strockis on receiving the grant.

10. BOARD UPDATES
President Lalmalani laid out a set of rules and regulations to abide by during this portion of the meeting.
He also congratulated Trustee Nagle and the Drake on being voted No. 2 in the Midwest, No. 11 in the
United States, and No. 47 in the world in the Conde Nast Traveler 2022 Readers’ Choice Awards. After

that, President Lalmalani shared a few words about Trustee Reddy’s Indian New Year Event hosted in his
home, and wished Trustee Manzo a Happy Columbus Day.
Trustee Yusuf thanked President Lalmalani for bringing back the Board Updates section and proceeded to
urge caution, asking residents to wear either visible clothing or a flashlight as it is getting dark quickly.
He also asked everyone to put all the picked up leaves onto the grass and not the street to avoid future
flooding issues.
Trustee Nagle thanked President Lalmalani for acknowledging the enormous accomplishment of
receiving the recognition and the Conde Nast Traveler 2022 Readers’ Choice Award. He also spoke
about the significance of promoting within and how such practice at The Drake helped earn this
prestigious award.
Trustee Reddy referenced President Lalmalani’s dancing during the new year celebrations, reminded
everyone to stay safe, healthy, and vigilant during the upcoming holiday season. He also urged everyone
to say something if they see something and wished everyone who celebrates Happy Diwali.
Trustee Manzo congratulated The Drake on the award, shared The Drake’s history, his time working with
President Lalmalani, and made comments regarding the Columbus Day celebration and its history and
significance.
Clerk Pruss shared news about upcoming voting opportunities, including early voting that will be held at
the Village.
