CALL TO ORDER The Special Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: Trustees Laurence Herman, Michael Manzo, Edward Tiesenga, Asif Yusuf and President Gopal Lalmalani VIA ZOOM: Trustee A. Suresh Reddy ABSENT: Trustee James Nagle arrived 7:08 p.m. IN ATTENDANCE: Village Manager Greg Summers, Assistant Village Manager Jessica Spencer, Police Chief Brian Strockis, Information Technology Director Jim Fox, and Village Attorney Michael Castaldo, Jr. 3. PRESIDENT’S OPENING COMMENTS President Lalmalani greeted everyone, announced the passing of former Village President John Craig, spoke about his life and asked for a moment of silence. After that, he announced the upcoming grand opening celebration of Spirits & Spice at Oakbrook Center, the vacancies on the Firefighter’s Pension Fund Board, and thanked President Pro Tem Larry Herman and Village Manager Summers for their contributions in his absence. Lastly, President Lalmalani informed everyone of DuPage County Judge Craig Belford’s ruling granting Oakbrook Terrace a temporary stay on IDOT’s May 3rd order to deactivate the red light cameras at Route 83 and 22nd Street and expressed his thoughts and opinions regarding the matter. Village Manager Summers reiterated comments made by President Lalmalani regarding the temporary reactivation of the red light cameras adding his thoughts on the way in which Oakbrook Terrace manipulated the safety study data. He also shared his enthusiasm for working with counsel and IDOT representatives on resolving the matter. 4. PUBLIC COMMENT ON AGENDA ITEMS NONE 5. ACTIVE BUSINESS A. Ordinances & Resolutions 1. RESOLUTION 2022-PD-IGA-SCH-SECURITY-R-2033, A Resolution Approving And Authorizing An Intergovernmental Agreement By And Between The Village Of Oak Brook And School District 53 For The School Security President Lalmalani shared a little bit of insight regarding the speedy process of coming to an agreement between all involved organizations. VILLAGE OF OAK BROOK MINUTES Page 2 of 2 SPECIAL MEETING OF AUGUST 23, 2022 Police Chief Strockis expressed his thoughts regarding the agreement ensuring the safety of students, staff and the community. Village Manager Summers also added his thoughts regarding the time spent on evaluating and constructing the agreement with satisfactory results to all involved parties. Motion by Trustee Herman, seconded by Trustee Manzo that the Village Board Approves RESOLUTION 2022-PD-IGA-SCH-SECURITY-R-2033, A Resolution Approving And Authorizing An Intergovernmental Agreement By And Between The Village Of Oak Brook And School District 53 For The School Security ROLL CALL VOTE: Ayes: 4 – Trustees Herman, Manzo, Reddy, Tiesenga Nays: 0 - None Abstain: 0 - None Absent: 2 - Trustees Nagle, Yusuf Motion carried 6.PUBLIC COMMENT ON NON- AGENDA ITEMS 7.ADJOURNMENT Motion by Trustee Manzo, seconded by Trustee Herman to adjourn the Special Meeting of the Board of Trustees at 7:14 p.m. VOICE VOTE: Motion carried.
