Minutes - 03/14/2023 - Board of TrusteesVILLAGE OF OAK BROOK MINUTES Page 1 of 6 REGULAR MEETING OF MARCH 14, 2023 MINUTES OF THE MARCH 14, 2023 REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON MARCH 28, 2023 1.CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of Allegiance was given. 2.ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: Trustees Laurence Herman, Michael Manzo, A. Suresh Reddy, Edward Tiesenga, Asif Yusuf and President Gopal Lalmalani VIA ZOOM: None ABSENT: Trustee Nagle IN ATTENDANCE: Village Manager Greg Summers, Assistant Village Manager Jessica Spencer, Information Technology Director Jim Fox, Police Chief Brian Strockis, Public Works Director Rick Valent, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Golf Club Manager/Superintendent Sean Creed, and Village Attorney Michael Castaldo Jr. 3.PRESIDENT’S OPENING COMMENTS President Lalmalani greeted everyone and spoke about various March 8th celebrations, including International Women’s Day and Holi celebrations, also known as the Festival of Colors, Love, and Spring. He wished everyone celebrating peace, prosperity, and love. He also spoke about the upcoming month of Ramadan and wished all those celebrating "Ramadan Mubarak." After that, President Lalmalani thanked everyone who was involved in the Polar Plunge hosted by the Oak Brook Police Department. He then announced the modification to the proposal brought forth by The Drake Hotel regarding the Dover Drive Curb Cut access. Furthermore, he explained that Trustee Nagle’s absence is the result of the second neighborhood meeting presently being held with the public regarding the Drake proposal. From there, President Lalmalani reminded everyone that early voting begins on Monday, March 20th, at the Village Hall, explaining the hours of operation, and that the HOA President Candidate Forum recording can be found on the Village website. Trustee Yusuf extended President Lalmalani’s greetings to everyone celebrating the mentioned holidays. Village Manager Summers thanked Trustee Nagle and his wife for listening and hearing the concerns brought up during the publicly held neighborhood meetings. Moreover, he added that the amendment to the original proposal has been confirmed in writing, as distributed on the dais. Trustee Manzo thanked President Lalmalani and Village Manager Greg Summers for their work on the matter of the Dover Drive Curb Cut. He then made comments regarding the PUD process, which requires that the matter be presented to the residents, and expressed his thoughts and opinions further on the subject. VOICE VOTE: Motion carried. 6.CONSENT AGENDA All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda. Ordinances & Resolutions 1.RESOLUTION R-2075, A Resolution Approving and Authorizing the Execution of an Agreement By and Between the Village of Oak Brook and DSLR PROS for the Purchase of Drones for Shared Use by the Police, Fire, and Other Village Departments Trustee Herman shared his thoughts and opinions regarding the item and commended Police Chief Strockis for securing a grant for the purchase of the drones. Trustee Yusuf made the motion and after the vote commented on the drones, stating that this tool was used during COVID for many building inspections. Motion by Trustee Yusuf, seconded by Trustee Herman to approve RESOLUTION R-2075, A Resolution Approving and Authorizing the Execution of an Agreement By and Between the Village of Oak Brook and DSLR PROS for the Purchase of Drones for Shared Use by the Police, Fire, and Other Village Departments ROLL CALL VOTE: Ayes: 5 – Trustees Herman, Manzo, Reddy, Tiesenga, Yusuf Nays: 0 - None Abstain: 0 - None Absent: 1 - Trustee Nagle Motion carried B. Ordinances & Resolutions 3.RESOLUTION R-2077, A Resolution Approving and Authorizing the Execution of an Agreement By and Between the Village of Oak Brook and Chicagoland Pool Management, LLC for the 2023 Pool Management Services Trustee Herman made the motion and shared some background history on the item. He thanked the Sports Core Advisory Committee for their input and collaboration to bring in a new company in addition to renewing a contract with Chicagoland Pool Management with some variations. He also gave a brief introduction to the next Agenda Item, describing the additional programming that Premier Aquatics, Inc. will offer during this season. After that, he explained the various financial responsibilities and anticipated returns associated with the presented contract. Sports Core Advisory Committee Member Melissa Martin spoke on behalf of the Sports Core Advisory Committee, expressing satisfaction with the agreements while pointing out enhanced programming and pool safety. Village Manager Summers clarified that the contract discussed herein does not exceed the budgeted financial obligations based on the fact that the next Agenda Item has two different options to choose from relative to the hours of operation that will be explained and approved. Motion by Trustee Herman, seconded by Trustee Manzo to approve RESOLUTION R-2077, A Resolution Approving and Authorizing the Execution of an Agreement By and Between the Village of Oak Brook and Chicagoland Pool Management, LLC for the 2023 Pool Management Services ROLL CALL VOTE: Ayes: 5 – Trustees Herman, Manzo, Reddy, Tiesenga, Yusuf Nays: 0 - None Abstain: 0 - None Absent: 1 - Trustee Nagle Motion carried B. Ordinances & Resolutions 4.RESOLUTION R-2078, A Resolution Approving and Authorizing the Execution of an Agreement By and Between the Village of Oak Brook and Premier Aquatics, Inc. for the 2023 Pool Programing Services Trustee Herman presented the motion with two options, explaining their differences. Trustee Yusuf clarified and confirmed that option one seems more feasible and that it is the one that the Board is voting on at this time. President Lalmalani thanked all the Sports Core Committee Members, Trustee Liaisons, and other Board members for their hard work, dedication, and being outcome-driven, which resulted in all the positive outcomes presented during the Board meetings. Motion by Trustee Herman, seconded by Manzo to approve RESOLUTION R-2078, A Resolution Approving and Authorizing the Execution of an Agreement By and Between the Village of Oak Brook and Premier Aquatics, Inc. for the 2023 Pool Programing Services ROLL CALL VOTE: Ayes: 5 – Trustees Herman, Manzo, Reddy, Tiesenga, Yusuf Nays: 0 - None Abstain: 0 - None Absent: 1 - Trustee Nagle Motion carried 9.PUBLIC COMMENT ON NON-AGENDA ITEMS Resident Ray Cesca spoke about the negative effects of the 5G antennas, explaining issues neighboring communities are facing, including litigation, and warned everyone of the potential health implications the additional radiation from the antennas poses. VILLAGE OF OAK BROOK MINUTES Page 5 of 6 REGULAR MEETING OF MARCH 14, 2023 Resident Al Knuth spoke regarding the Candidate Forum, early voting, and the Drake Hotel Project, expressing concerns and urging everyone to vote. 10.INFORMATION & UPDATES Trustee Reddy thanked, recognized, and congratulated the High School students for being present and part of the Advanced Placement (AP) program for the government. Wished all women Happy International Women’s Day, and all celebrating, Happy Ramadan. He then went on to share thoughts regarding The Drake Project, thanking residents for their attendance and participation. Lastly, he reminded everyone that early voting begins on Monday at the Village Hall and encouraged everyone to vote. Trustee Herman wished everyone Happy Holi and Ramadan Mubarak. Trustee Manzo thanked resident Cesca for coming out to speak about the 5G antennas and Resident Knuth for speaking about The Drake Project. He addressed the mentioned comments about the School Board, and proceeded to explain that every project needs to go through an adequate process, and that process has proven to be effective. He also spoke about the public meetings on The Drake Project, thanked Village Manager Summers for proposing a solution, mentioned the HOA debate, and urged everyone to go out and vote. Trustee Tiesenga shared his thoughts and opinions about the approved policies, recommendations, and budgeting decisions made by the current Board over the course of the last two years, resulting in significant improvements, including an increase in funding. Trustee Yusuf encouraged everyone to vote and reminded everyone that decisions made are a group effort and that the Board works for the residents. He also encouraged everyone who has an opinion to come out and speak regarding The Drake Project. Lastly, he shared Holiday Greetings, reminded everyone to stay vigilant and safe while enjoying the warmer weather. Police Chief Strockis thanked the Board for their support of the items presented on the Agenda, spoke about the grant funding received, how the funds are allocated, and partnering with businesses. He also shared news about the upcoming option for residents to share their cameras, the incident communication platform, and the virtual crime center. He also addressed President Lalmalani’s question about a Homeowner’s Association Liaison Officer (HALO). President Lalmalani asked about a HALO officer at the Oakbrook Club, which were addressed by Chief Strockis. Public Works Director Valent briefly updated everyone about the upcoming larger projects scheduled for the year 2023 and their impact on traffic, including road closures. Golf Club Manager/Superintendent Creed informed everyone that the membership renewals went out for the permanent tee time and shared his hopes for the Golf Club opening near the end of March, weather permitting. Head Librarian Post reminded everyone that the library is a polling location beginning April 4th, announced two big concerts, one of which is on April 30th, and invited everyone to come out and enjoy the concerts. He also encouraged everyone to come out and get a book. Assistant Village Manager Spencer spoke about the approved pool contracts and reminded everyone interested in working as a lifeguard to apply on the Chicagoland Pool Management website, as the position is no longer offered by or through the Village. VILLAGE OF OAK BROOK MINUTES Page 6 of 6 REGULAR MEETING OF MARCH 14, 2023 Fire Chief Fleege reminded everyone that with the clock change it is time to change the batteries in the smoke and carbon dioxide detectors. Village Manager Summers acknowledged Police Chief Strockis for all his efforts in bringing forward all the grant funding, the partnership with the Attorney General, and progress in reducing retail theft. He went on to speak about the political signage placement, information available on the Village’s social media pages, and briefly highlighted the main rules to follow. Additionally, he thanked the owners of The Drake for considering driveway amendments to the original proposal, for hosting two neighborhood meetings, and he then announced the Planned Development Commission Meeting next Thursday as an additional opportunity for the members of the public to voice their thoughts and concerns. President Lalmalani addressed complaints made by candidates regarding the political signage placement and asked if the Village has plans to be more lenient during the last few weeks leading up to the election. Village Manager Summers stated that the regulations are the approved rules and that they will be enforced. 11.ADJOURNMENT Motion by Trustee Tiesenga, seconded by Trustee Manzo to adjourn the Regular Meeting of the Board of Trustees at 8:02 p.m. VOICE VOTE: Motion carried.
