Minutes - 09/29/2021 - Intergovernmental Joint Review BoardCall to Order Finance Director Jason Paprocki, called the meeting of the Intergovernmental Joint Review Board Meeting of the Village’s TIF redevelopment Project Area #1 to order at 1:03pm. Introductions were made. Present: Jason Paprocki, Finance Director, Iryna Dziuk of Kane, McKenna and Associates, Connie Reid, Village Executive Secretary, Sonali Patil, Downers Grove School District 58, Bonnie Gibellina, Oak Brook Park District, Mark Staehlin, High School District 99, Director of Community Development, Tony Budzikowski, Village Trustee, Larry Herman Absent: College of DuPage 502, York Township, and County of DuPage Duties and Purpose of Joint Review Board Meeting Finance Director Paprocki, explained that the Duties and Purpose of the Joint Review Board is to review annually the effectiveness of the TIF and to go over the Annual Report that is filed with the State Comptroller. Election/Confirmation of Public Member Trustee Larry Herman is confirmed as the Public Member Election/Confirmation of Chairperson Sonil Patil made a motion to elect Jason Paprocki as Chairperson, Bonnie Gibellina seconded Approval of Meeting Minutes from September 16, 2020 Meeting Bonnie Gibellina made a motion to approve the Minutes from the September 16, 2020 meeting Mark Staehlin seconded. Review of Annual TIF Report Iryna Dziuk begins her summary and review of the annual report. She explains that the format of the report is dictated by the State of Illinois Comptroller’s office, as well as the preprinted forms and attachments. The Village of Oak Brook prepares responses to that material. The period of time is question coincides with the Village’s fiscal year which is January 1, 2020 to December 31, 2020. She further goes on to say that the report is broken down into three main components, the first is a series of Certifications, signed by Village of Oak Brook Finance Director, Jason Paprocki, where he indicates that information contained in the report is accurate. The next certification is signed by the Mayor, Village Attorney and the Village Auditor stating that the Village has complied with the requirements of the TIFF act. Section two identifies redevelopment activity that has occurred in that 12 month period. The third section summarizes the independent auditor’s report, regarding expenditures and revenues. She finishes by saying that the main property is the Promenade Shopping Mall and that no additional property has been acquired. MINUTES OF THE SEPTEMBER 29, 2021 INTERGOVERNMENTAL JOINT REVIEW BOARD MEETING OF THE VILLAGE’S TIF REDEVELOPMENT PROJECT AREA OF THE VILLAGE OF OAK BROOK HELD IN THE UPPER LEVEL CONFERENCE ROOM OF BUTLER GOVERNMENT CENTER, APPROVED AS WRIT TEN ON MARCH 16, 2023 Questions Jason Paprocki starts by saying that this TIF is from 2005, and is for 23 years so it’s over in 2028, but the 15 year note started in 2008 is over in 2023. There’s a period from 2023 to 2028 where the Village isn’t making payments but the TIF is still active. The question is what to do with the incremental taxes. Iryna Dziuk asks if there is a possibility for further development. Finance Director Paprocki explains that there is not. Ms. Dziuk explains that the money can just accumulate and then make surplus distributions or use it for other public improvements. Conversation ensues about what improvements can be made and possible development and how to reinvigorate the area. Discussion shifts to who would be first in line to be paid and pay back responsibilities for the limited obligation note. Talk continues with ideas to recharge the retail in the TIF district, the issues with parking and underground parking safety.
