A regular meeting of the Oak Brook Police Pension Fund Board of Trustees was held on Thursday, January
20,2022 at 6:15 p.m. in the Upper-Level Conference Room at the Butler Govemment Center located at
1200 Oak Brook Road, Oak Brook, Illinois 60523, pursuant to notice.
CALL TO ORDER: Trustee Torlo called the meeting to order at 6:15 p.m.

APPLICATIONS FOR RETIREMENT/DISABILITY BENEFITSz Status of Regular Retirement
Benefit - Jqmes Kruger: The Board discussed the regular retirement benefit for James Kruger. A motion
was made by Trustee Foltyniewicz and seconded by Trustee Caspers to approve James Kruger's regular
retirement benefit with an applicable salary of $ I 6 5,214 and an applicable pension percentage of 37 .5Yo on
an interim basis without prejudice and not intended to be a final decision. Motion carried by roll call vote'

APPROVAL OF MEETING MINUTES: October 21, 2021 Regular Meeting: The Board reviewed the
October 21,2027 regular meeting minutes. Trustee Feldman requested that the minutes be amended to
reflect that the wording for the Monthly Financial Report be changed to increase from change in position.
A motion was made by Trustee Caspers and seconded by Trustee Patel to approve the October 21,2021
regular meeting minutes as amended. Motion carried unanimously by voice vote.
Semi-Annual Review of Closed Session Meeting Minutes: There were no closed session meeting minutes
for review.
ACCOUNTANT,S REPORT - LAUTERBACH & AMEN, LLP: Monthly Financial Report and
Presentation and Approval of Bills; The Board reviewed the Monthly Financial Report for the twelve-
month period ending December 31 , 2021 prepared by L&A. As of December 3 I , 2021, the net position
held in trust for pension benefits is $49,846,822.87 for an increase of $5,009,701.27. The Board also
reviewed the Cash Analysis Report, Revenue Report, Expense Report, Member Contribution Report,
Payroll Journal and the Vendor Check Report for the period October 1,2021 through December 37,2021
for total disbursements of $161,135.84. A motion was made by Trustee Caspers and seconded by Trustee
Patel to accept the Monthly Financial Report as presented and to approve the disbursements shown on the
Vendor Check Report inthe amount of $161,135.84. Motion canied by roll call vote.

INVESTMENT REPORT: Taiber Kosmala and Associates, LLC: Mr. Kosmala presented the Quarterly
Investment Report for the period ending December 31 ,2021 . Mr. Kosmala reviewed the Overall Portfolio,
Market Indexes, Bond Portfolio, Equities and Transaction Ledger. As of December 31, 2021,the quarter-
to-date net retum is 4.33o/o for an ending market value $49,448,370. The current asset allocati onis:34.23%o
Large Cap; 11.05o Small Cap; 15.86% Equity; 33.44yo Fixed Income;3.06%o Public Real Estate; and
2.360/o Cash & Equivalents. A motion was made by Trustee Foltyniewicz and seconded by Trustee Patel to
accept the Quarterly Investment Report as presented. Motion carried unanimously by voice vote.
Fifth Third Investments: Mr. Heniken presented the Investment Review for the period ending December
31, 2021. As of December 31, 2021, the quarter-to-date net retum is (0.7%) with total earnings of
($84,61 1 .89) for an ending market value of $14,204,37 5. 1 3. The current asset allocation is: Fixed Income
at 91.6%o and Cash & Equivalents at 8.4Yo. The asset composition for the fixed income portfolio,
reconciliation and holdings summaries and quarterly market insights were reviewed with the Board. A
motion was made by Trustee Caspers and seconded by Trustee Torlo to accept the Investment Review as
presented. Motion carried unanimously by voice vote.
Review/Update Investment Policy: The Board discussed the Investment Policy and determined that no
changes are required at this time.
COMMUNICATIONS AND REPORTSz Affidavits of Continued Eligibility: The Board notedthat L&A
mailed Affidavits of Continued Eligibility to all pensioners with the December payroll cycle and a due date
of January 31,2022. A status update will be provided at the next regular meeting.
Statements of Economic Interest: The Board noted that the List of Filers must be submitted to the County
by the Village by February 1, 2022. Statements of Economic Interest will be sent to all registcrcd filcrs
who will need to respond bythe deadline of May 1,2022.
APPLICATIONS FOR MEMBERSHIP/WITHDRAWALS FROM FUND: Application for
Membership - Daisy Garcia: The Board reviewed the Application for Membership submitted by Daisy
Garcia. A motion was made by Trustee Foltyniewicz and seconded by Trustee Caspers to accept Daisy
Garcia into the Oak Brook Police Pension Fund effective December 20,2027, as a Tier II participant.
Motion carried unanimously by voice vote.
APPLICATIONS FOR RETIREMENT/DISABILITY BENEFITS (CONTINUED): Deceased
Pensioner -John Logue.' The Board noted that pensioner John Logue passed away September 9,2021 with
no surviving spouse and his pension benefit has ceased.
Approve Regular Retirement Benefit - Michael Hall: The Board reviewed the regular retirement benefit
calculation for Michael Hall prepared by L&A. Police Detective Hall had an entry date of September 8,
l99T,retirement date ofJanuary 3,2022, effective date ofpension ofJanuary 4,2022,54 years ofage at
date of retirement, 24 years of creditable service, applicable salary of 5113,246.41, applicable pension
percentage of 60%o, amount of originally granted monthly pension of 55,662.32 and amount of originally
granted annual pension of $67,947.84. A motion was made by Trustee Patel and seconded by Trustee

Caspers to approve Michael Hall's regular retirement benefit calculated by L&A. Motion caried by voice
vote.
OLD BUSINESS: Portability Update - Donald Krenner: The Board noted that L&A mailed
correspondence to Donald Krenner regarding his request to calculate the amount of money due to the Oak
Brook Police Pension Fund to combine service under portability, but no response has been received to date.
The Board noted that the request is now void and will be taken off the next regular meeting agenda.
Transfer of Creditable Servicefrom IMRF Pursuant to HB-126 - James Kruger: The Board noted that
James Kruger has elected not to pursue a transfer of creditable service from IMRF pursuant to HB- 126.
NEW BUSINESS: IPOPIF Status Update and Discussion/Possible Action to be Taken on All IPOPIF
Requests Pertaining to Consolidation: The Board noted that documents were received from IPOPIF noting
that the transfer of investment assets from the Oak Brook Police Pension Fund to State Street Financial
Services is scheduled for May 2,2022. Further discussion will be held at the next regular meeting.
Discussion/Adoption of Cash Management Policy: The Board noted that this item has been tabled for
discussion at the next regular meeting.
Gtft for Rose Kane: The Board discussed purchasing a gift for former administrative assistant Rose Kane
for her years of service with the Oak Brook Police Pension Fund Board of Trustees.
Portability Update - Daisy Garcia: The Board noted that Daisy Garcia submitted a request to calculate the
cost to transfer her prior creditable service from the Bloomington Police Pension Fund to the Oak Brook
Police Pension Fund and the request is in process. Updates will be provided to the Board as they become
available.
Post-meeting note: It was determined that Daisy Garcia is not eligiblefor a transfer of creditable service.
The Board noted that the active member terms currently held by Trustee Torlo and Trustee Foltyniewicz
and the retired member term curuently held by Trustee Caspers are expiring in May 2022. Trustees Torlo,
Foltyniewicz and Caspers wish to remain on the Board if nominated. L&A will conduct an election on
behalf of the Pension Fund for both of the active member Trustee positions and the retired member Trustee
position.
The Board reviewed the2022 Cost of Living Adjustments (see attached) calculated by L&A. A motion was
made by Trustee Caspers and seconded by Trustee Foltyniewicz to approve the 2022 Cost of Living
Adjustments as required by statute and calculated by L&A. Motion carried unanimously by voice vote.
TRUSTEE TRAINING UPDATES: The Board discussed upcomingtraining opportunities. Trustees were
reminded to submit any certificates of completion to L&A for recordkeeping.
Approval of Trustee Training Registration Fees and Reimbursable Expenses: There were no Trustee
training registration fees or reimbursable expenses presented for approval.

was provided with the Reimer Dobrovolny & LaBardi PC Legal and Legislative Update newsletter for their
review.
