Minutes - 05/09/2023 - Board of TrusteesVILLAGE OF OAK BROOK MINUTES Page 1 of 4 REGULAR MEETING OF MAY 09, 2023 MINUTES OF THE MAY 09, 2023, REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON MAY 23, 2023 1.CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President Gopal Lalmalani at the Oak Brook Bath & Tennis Club at 7:03 p.m. The Pledge of Allegiance was given. A.Welcome B.Colors Posted by Honor Guard C.Pledge of Allegiance D.Invocation – Rick Glyman 2.ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons: PRESENT: Trustees Laurence Herman, Michael Manzo, James Nagle, A. Suresh Reddy, Edward Tiesenga, Asif Yusuf and President Gopal Lalmalani VIA ZOOM: None ABSENT: None IN ATTENDANCE: Village Manager Greg Summers, Information Technology Director Jim Fox, Police Chief Brian Strockis, Public Works Director Rick Valent, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Development Services Director Rebecca Von Drasek, and Village Attorney Michael Castaldo Jr. 3.PRESIDENT’S OPENING COMMENTS President Lalmalani thanked Reverend Glyman for the invocation, spoke about bringing in new leadership and ideas during his tenure as President, and recognized Finance Director Fumero for receiving the Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting. Next, he addressed the incoming Board members by thanking them for committing their time to advance the community and reminding them to exercise humility in their service throughout their tenure. 4.RESOLUTION OF APPRECIATION A.RESOLUTION 2023-AP-R-2092, A Resolution of Appreciation Asif Yusuf President Lalmalani asked Village Clerk Pruss to read the Resolution of Appreciation Asif Yusuf. Clerk Pruss read the Resolution of Appreciation Asif Yusuf. Motion by Trustee Herman, seconded by Trustee Tiesenga to approve RESOLUTION 2023-AP-R- 2092, A Resolution of Appreciation Asif Yusuf Voice VOTE. Motion carried. ITEM 5.B VILLAGE OF OAK BROOK MINUTES Page 2 of 4 REGULAR MEETING OF MAY 09, 2023 Trustee Yusuf stated that it was an honor and privilege to serve the Village in various capacities over the last 16 years, thanked everyone for that opportunity, and shared his hopes for a bright future for the Village. 4.RESOLUTION OF APPRECIATION B.RESOLUTION 2023-AP-R-2093, A Resolution of Appreciation Charlotte K. Pruss President Lalmalani read the Resolution of Appreciation Charlotte K. Pruss Motion by Trustee Nagle, seconded by Trustee Reddy to approve RESOLUTION 2023-AP-R-2093, A Resolution of Appreciation Charlotte K. Pruss VOICE VOTE. Motion carried. Clerk Pruss thanked everyone for the opportunity and the experiences she had serving on the Board during her tenure working with the people and for the people. 4.RESOLUTION OF APPRECIATION C.RESOLUTION 2023-AP-R-2091, A Resolution of Appreciation Gopal Lalmalani Trustee/President-Elect Herman read the Resolution of Appreciation Gopal Lalmalani. Motion by Trustee Reddy, seconded by Trustee Manzo to approve RESOLUTION 2023-AP-R- 2091, A Resolution of Appreciation Gopal Lalmalani VOICE VOTE. Motion carried. President Lalmalani gave a speech outlining his accomplishments and kept promises throughout his tenure as the Village President. He also acknowledged, recognized, and thanked various family members, the Village Staff and numerous community leaders who played a tremendous role in his career as Village President. Lastly, he expressed gratitude to all the Residents and everyone in attendance, reassuring everybody that the Village has a bright future ahead with the incoming Board. Trustee/President-Elect Herman thanked President Lalmalani for his many years of service and dedication to the Village by presenting him with a few tokens of appreciation on behalf of the Village. 5.PUBLIC COMMENT ON AGENDA Various members of the Public, including colleagues, political leaders, Residents, and non-Residents alike, shared the opportunity to speak about their working and personal relationships with the departing Board members and bid them all farewell and best of luck on their future endeavors. 6.ANNOUNCEMENT OF OFFICIAL RESULTS President Lalmalani asked Clerk Pruss to read the Official Election Results. Clerk Pruss read the following Election Results: For Village President Laurence Herman 1,461 votes Asif Yusuf 1,103 votes Suresh Reddy 376 votes For Village Trustee Edward Tiesenga 1,541 votes VILLAGE OF OAK BROOK MINUTES Page 3 of 4 REGULAR MEETING OF MAY 09, 2023 Michael Manzo 1,362 votes Naveen Jain 1,349 votes Henry Haff 1,297 votes Melissa Martin 1,276 votes John Anos 1,015 votes For Village Clerk Netasha Scarpiniti 1,402 votes Charlotte Pruss 1,328 votes 7.ADJOURNMENT SINE DIE Motion by Trustee Herman, seconded by Trustee Manzo to adjourn the Regular Meeting of the Board of Trustees Sine Die at 8:02 p.m. VOICE VOTE: Motion carried. 8.SWEARING IN President Lalmalani introduced Honorable Judge Neal Cerne, announced that he will deliver the Oath of Office to the re-elected and newly elected Village Officials and thanked him for being an integral part of the ceremony. Motion by Trustee Manzo, seconded by Trustee Nagle to reconvene the Regular Meeting of the Board of Trustees at 8:10 p.m. VOICE VOTE: Motion carried. 10.ROLL CALL OF NEW VILLAGE BOARD Village Clerk Netasha Scarpiniti called the roll with the following persons: PRESENT: Trustees Naveen Jain, Michael Manzo, James Nagle, A. Suresh Reddy, Edward Tiesenga and President Laurence Herman VIA ZOOM: None ABSENT: None IN ATTENDANCE: Village Manager Greg Summers, Information Technology Director Jim Fox, Police Chief Brian Strockis, Public Works Director Rick Valent, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Development Services Director Rebecca Von Drasek, and Village Attorney Castaldo Jr. VILLAGE OF OAK BROOK MINUTES Page 4 of 4 REGULAR MEETING OF MAY 09, 2023 11.PRESIDENT COMMENTS President Herman thanked everyone for attending the installation ceremony, all opponents for their enthusiastic run, and departing Board members for their many years of service to the Village. He also thanked all the Residents for voting and entrusting those votes to him and his family for their support throughout the process. Moreover, President Herman shared his excitement towards the opportunity and resolving the challenges ahead with a very well balanced and uniquely curated Board. 12.BOARD COMMENTS Trustee Jain thanked his family, everyone who voted for their support, and former Village President Lalmalani for his tireless work and dedication to the Village. He also shared his experience with Politics and his enthusiasm for the new opportunity. Trustee Nagle thanked the former Board members for their time and support during the beginning stages of his career as a Trustee. He also thanked his family for their continuous support and recognized the Police Department for their latest apprehension of a fleeing offender, resulting in a high-speed car chase. Trustee Reddy shared his gratitude toward the former Board members, congratulated the new and re- elected Board members, and thanked his friends, family, and volunteers for their support throughout the campaign process. Additionally, he made comments about the privilege and ability to vote. Trustee Manzo thanked everyone for coming out to vote, thanked the former Board members for their services, congratulated the new Board members on their wins, and thanked and recognized his family. Thereafter, he explained his reasons for getting into politics and expressed his excitement for the opportunity to work with President Herman. Trustee Tiesenga summarized all previously made comments, quoted a liberal Republican professor at Northwestern University, Gary Wills, while making statements about leadership, the significance of voters, and inspirations. Clerk Scarpiniti congratulated President Herman on his win, spoke about former President Lamalani’s tenure, stated that she will serve the Village in his spirit, and thanked everyone for their support. 13.ADJOURNMENT Motion by Trustee Tiesenga, seconded by Trustee Reddy to adjourn the Regular Meeting of the Board of Trustees at 8:33 p.m. VOICE VOTE: Motion carried.
