Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of Allegiance was recited. 2.ROLL CALL Village Clerk Netasha Scarpiniti called the roll: PRESENT: Trustees Naveen Jain, Michael Manzo, A. Suresh Reddy, Edward Tiesenga, and President Laurence Herman VIA ZOOM: None ABSENT: Trustees Melissa Martin, and James Nagle IN ATTENDANCE: Village Manager Greg Summers, Assistant Village Manager Joseph Mitchell, Information Technology Director Tom Gilbert and Information Technology Assistant Director Ejaz Khan, Police Chief Brian Strockis, Public Works Director Rick Valent, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Development Services Director Rebecca Von Drasek, and Village Attorney Michael Castaldo Jr. 3.PRESIDENT’S OPENING COMMENTS President Herman welcomed everyone to the new season with a regular schedule of two meetings a month. September is Suicide Prevention Month. The main goals of the Suicide Prevention Campaign is to reduce the stigma surrounding mental health issues, provide resources and support for people in crisis, and to promote suicide prevention efforts. The National Suicide Prevention Lifeline phone number is 800-273-TALK. The Village of Oak Brook will be sponsoring a blood donation drive to honor Firefighter/Paramedic Tommy Sinclair on September 28th. President Herman spoke about his attendance at the Village’s annual 9/11 ceremony, thanked Fire Chief Fleege, Police Chief Strockis and staff for organizing the memorable ceremony. He thanked staff and contract partners for another great season at the Oak Brook Bath and Tennis Club. President Herman addressed misinformation surrounding changes at the Oak Brook Golf Club. President Herman acknowledged the two day Jewish Holiday of Rosh Hashanah marking the beginning of the Jewish year and wished everyone celebrating, Shana Tova. 4.PUBLIC COMMENTS Oak Brook Golf Club members Lou Smeja, Tim Creighton, Ajay Singh, and Scott Wright expressed their thoughts, opinions, and disappointment with the Village of Oak Brook’s handling of the situation at the Golf Course. 5.APPROVAL OF MINUTES A.Regular Board of Trustees Meeting of August 08, 2023 MOTION: To approve the Minutes of the Regular Board of Trustees Meeting of August 08, 2023 ITEM 5.A VILLAGE OF OAK BROOK MINUTES Video Footage available on the Village Website Page 2 of 9 REGULAR MEETING OF SEPTEMBER 12, 2023 Motioned to Approve: Trustee Reddy Seconded By: Trustee Manzo VOICE VOTE: Motion carried 5. The estimated amount of $88,515.00 is subject to final Attorney review and approval. ORDINANCE S-1675, An Ordinance Granting Variations From Provisions of Sections 13- 11-10.G.4 of Title 13 (“Zoning Regulations”) of the Village Code of the Village of Oak Brook to Allow a Logo to Exceed the Lettering of a Wall Sign for the Property Located At 903 Commerce Drive, Oak Brook, Illinois Motioned to Approve: Trustee Manzo Seconded By: Trustee Reddy Trustee Manzo presented the motion to concur with the recommendation from the Zoning Board of Appeals approving the requested variation to Section 13-11-10.G.4 of the Code for the property located at 903 Commerce Drive to allow a wall sign subject to the following: 1. The design and placement of the proposed signs shall be in substantial conformance with the plans as submitted and approved. ; 2. Add the condition “Notwithstanding the attached exhibits, the applicant shall meet all Village Ordinance requirements at the time of building permit application except as specifically varied or waived”; and 3. Adoption of attached Ordinance S-1675. Liquor Control Ordinance Amendments Village Manager Summers discussed the classification of liquor licenses per direction provided by the Board at the Regular Board of Trustees Meeting Agenda on June 13, 2023. Discussion ensued. 9. BOARD UPDATES Trustee Manzo spoke about his attendance at the Saddlebrook picnic and shared positive feedback received by the residents. Trustee Tiesenga spoke about the 09/11 Ceremony, Suicide Prevention Week, resident response to proactive Law Enforcement and thanked the Police Department for their service. Trustee Jain spoke about his connection and interaction with the community. He also encouraged anyone wishing to speak with him to contact him. Trustee Reddy acknowledged the presence of a high school student in attendance, wished all the residents who celebrated their Independence from British Colonialism. He also wished all residents celebrating Rosh Hashanah, spoke about staying safe during flu season, and the organization of the International Day Festival which will be held in the Autumn of 2024. Residents who are interested in joining a committee for working on the International Day Festival should contact Trustee Reddy or Clerk Scarpiniti. 10.
