Minutes - 10/24/2023 - Board of Trustees (2)VILLAGE OF OAK BROOK MINUTES Video Footage Available on the Village Website Page 1 of 2 SPECIAL MEETING OF OCTOBER 24, 2023 MINUTES OF THE OCTOBER 24, 2023 SPECIAL BOARD OF TRUSTEES BUDGET WORKSHOP MEETING OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON NOVEMBER 14, 2023 1.CALL TO ORDER The Special Budget Workshop Meeting of the Village Board of Trustees was called to order by President Laurence E. Herman in the Samuel E. Dean Board Room of the Butler Government Center at 6:00 p.m. The Pledge of Allegiance was recited. 2.ROLL CALL Village Clerk Netasha Scarpiniti called the roll with the following persons: PRESENT: Trustees Michael Manzo, A. Suresh Reddy, Edward Tiesenga VIA Zoom: Trustee Naveen Jain ABSENT: Trustee Melissa Martin arrived 6:54 p.m., Trustee James Nagle arrived 6:17 p.m. IN ATTENDANCE: Village Manager Greg Summers, Information Technology Director Tom Gilbert, Information Technology Assistant Ejaz Khan, Development Services Director Rick Valent, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Development Services and Director Rebecca Von Drasek 3.PUBLIC COMMENTS – None presented 4.2024 BUDGET WORKSHOP A.Overview of Budget Village Manager Summers provided a brief overview explaining that this is one of two Budget Workshops, the terminology used throughout the slides and expectations. He requested that questions be held until the end of all presentations. Village Manager Summers discussed the significant revenue changes, including the conservative revenue forecast, conservative expenditure forecast, and inflation. He also explained sales tax collections, utility/telecommunications tax, PPRT, other intergovernmental revenues, licenses and permits and interest revenues. He also discussed expenditure increases outside the Village’s control, and personnel expense increases. B.Review of Program Goals, Objectives, and Budget Request in the Following Departments 1)Legislative & General Management (Including Board of Trustees, Human Resources, Risk Management, Information Technology Services) Village Manager Summers presented the Legislative & General Management Budget detailing the promotion of economic development, financial stability and promotion and enhancement of the Village’s image. He explained the organizational chart, expenditures and amendments chart, and the budgeted items for the Village Clerk’s office. He also presented details for the legal division, general management, customer service division and their structure and budgeting changes. Village Manager Summers discussed Human Resources Department’s goals and organizational chart, Risk Management, and explained the significant change in the budget. Information Technology Director Gilbert explained the technology infrastructure, security and availability, governance, organizational chart. Information Technology Assistant Khan elaborated on the significant budgetary changes, and software maintenance costs. Fire Chief Fleege presented the Emergency Management organizational chart and significant budgetary changes. She presented details regarding financial services management, the new position, changes in the payroll process, purchasing and other changes. 3)Development Services Development Services Director Von Drasek explained the purpose of the department, the organizational chart, changes in administration, and contractual engineering costs. 4)Library Head Librarian Post explained the Library’s objectives, goals, organizational chart, significant changes, technical services, and public services. 5)Police Deputy Police Chief Foltyniewicz explained details of the Department’s goals, significant changes to the organizational chart, field services, Auxiliary Support Unit, general support services, support services detectives’ division, and the support services records division. 6)Fire Fire Chief Fleege presented the Department’s goals, organizational chart, significant budgetary changes, Fire, Rescue and EMS Operations, Rescue & Fire Service Management Services, Special Teams Operations & Rescue and Fire Training, Emergency Medical Services, and the Fire Prevention & Public Safety Education Services. At the conclusion of the presentations, Village Manager Summers reiterated and summarized the most significant changes to the budget pointing out that this is the second year in the row that the Village has reduced the budget from prior years. President Herman extended his approval to all department heads and Village Manager Summers for the excellent work done on the budget. He explained that savings arise from scrutinizing every line item and provided several examples of specific situations that contributed to the savings. Discussion regarding IRMA, sales taxes, technology, budget cycles, municipal tax levy, the real estate tax levy, and dispatch centers followed. 5.ADJOURNMENT Motion by Trustee Reddy, seconded by Trustee Manzo, to adjourn the Special Budget Workshop Meeting of the Board of Trustees at 6:54 p.m. VOICE VOTE: Motion carried. /s/ Netasha Scarpiniti
