Herman in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of Allegiance was recited. 2.ROLL CALL Village Clerk Netasha Scarpiniti called the roll: PRESENT: Trustees Michael Manzo, Melissa Martin, James Nagle, A. Suresh Reddy, and President Laurence E. Herman VIA ZOOM: Trustee Edward Tiesenga ABSENT: Trustee Naveen Jain IN ATTENDANCE: Village Manager Greg Summers, Assistant Village Manager Joseph Mitchell, Information Technology Director Tom Gilbert, Information Technology Assistant Ejaz Khan, Deputy Police Chief Reid Foltyniewicz, Public Works Director Rick Valent, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Development Services Director Rebecca Von Drasek, Golf Course Grounds Superintendent Sean Creed and Village Attorney Michael Castaldo Jr. 3.PRESIDENT’S OPENING COMMENTS President Herman commended the Police Department for their recent apprehension of an individual who had committed an armed robbery in a neighboring community. Through the use of newly implemented technology and assistance from neighboring Police Departments, the individual was arrested and held in jail, preventing a similar crime in Oak Brook. President Herman spoke about the recent fundraiser held at the Bath & Tennis Clubhouse for Firefighter/Paramedic Tommy Sinclair. He extended a special acknowledgment to all involved Staff, sponsors, and donors. He spoke about the Oak Brook Historical Society hosting their annual Veteran’s Day Celebration, named the speakers included in the event, shared information about their careers, and recognized the significance of the event. President Herman shared his experience joining former President Lalmalani at the Diwali celebration held at the Woodfield Mall in late October. He also wished the Oak Brook Indian diaspora, who celebrated a Happy Diwali much joy and prosperity. President Herman announced that the Village received a last-minute notice from the Illinois Tollway Authority regarding tree clearing in preparation for the street widening project. Trustee Reddy explained the meaning behind the Diwali holiday and celebrations. A.Hines, 1101 Commerce Drive – Preliminary Board Review of Planned Development for Oak Brook Commons Revision President Herman invited Development Services Director Von Drasek to introduce the preliminary Board Review of the Planned Development for the Oak Brook Commons revision. He clarified that the item is merely a presentation followed by an opportunity to discuss the project. Development Services Director Von Drasek explained the basic steps of the Plan Development Process, and confirmed that the Heinz Team was in attendance and ready to present the project. ITEM 7.B VILLAGE OF OAK BROOK MINUTES Video Footage available on the Village Website Page 2 of 7 REGULAR MEETING OF NOVEMBER 14, 2023 Attorney Peter Friedman, representing the project, explained the proposed amendment to the previously approved Planned Development Project to consider the completion of the originally approved residential use of pad K on the site. He introduced members of the team, including the architect and the property manager. They expanded on descriptions regarding portions of the project. Upon the conclusion of the presentation, President Herman made a few comments of his own regarding the complex on 22nd Street and the property it stands on. With that, he also provided background information and opened the discussion to the Trustees. A lengthy discussion began regarding the Board’s position on the matter, marketing, targeted audience, along with the impact on the Village. Questions and comments regarding the building size, floor area ratio (FAR), terms of ownership versus rental, parking ratio, and sustainability in the future were discussed. Village Manager Summers commented on the statistics of 911 calls made to the building throughout the year. 4. PUBLIC COMMENTS Resident Lal expressed his thoughts and opinions on the matter of public comments and expressed his opposition to the committee consolidation. 5. APPROVAL OF MINUTES A. Attorney Scott Day, representing Franklin Partners and Jupiter LLC, reiterated Trustee Manzo’s comments, adding that there is no change to the originally approved plan. Discussion ensued. Questions and concerns regarding the architectural dispute, financing, and walking path were addressed. President Herman clarified and acknowledged an issue surrounding the presented variance stressing sensitivity to the matter. Trustee Martin made comments regarding the consolidation, expressing her views and opinions on the subject. Village Manager Summers addressed comments made by President Herman and Trustee Martin clarifying the decision to consolidate the various Boards and Commissions while sharing his experience with such matters in other communities. BOARD UPDATES Trustee Reddy wished all who celebrated Diwali a Happy New Year, elaborating on the significance of the Holiday within the Indian community. He also saluted the Veterans in honor of Veterans Day and proceeded to inform everyone about the newly formed Community Engagement Committee and the International Day of Cultures. Lastly, he provided contact information for those who are interested in volunteering. She proceeded to express her excitement towards the Community Engagement Committee and new ways of bringing the community together. Trustee Manzo made comments addressing honored campaign promises, especially those surrounding public safety. He also commended the Police Chief and the Police Department for their efforts, proactive approach, and recent evasion of a serious threat. He spoke about promotions within and thanked the Police Department for all that they do to keep everyone safe. Trustee Nagle also made comments on promotions within and wished Public Works Director Valent the best of luck in his new endeavor. He also addressed the PUD presentation and discussion, expressing his gratitude towards all involved in the project and the professionalism displayed the entire time.
