1.CALL TO ORDER
The Regular Meeting of the Village Board of Trustees was called to order by President Laurence E.
Herman in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of
Allegiance was recited.

3.PRESIDENT’S OPENING COMMENTS
President Herman announced that this would be the last regular meeting of the year and wished everyone
a joyful holiday season filled with much happiness in the coming new year. He sincerely thanked the
Board members and the Village of Oak Brook staff for their tireless commitment to making the
community a better place to live and work. He shared the sad news of the passing of another long-time
village resident and former president of the Art League, Mr. Ray Allen.
Trustees Tiesenga and Nagle spoke about Mr. Allen's surviving family, his fascinating past, his art
collection and how he contributed to the Oak Brook Art League. The Trustees reflected on Mr. Allen’s
generosity, including his response as Santa Clause to letters written by children to Santa.
President Herman welcomed Police Chief Strockis from his recent training at the FBI National Academy,
congratulated him for completing the program, and asked him to say a few words about his experience.
Police Chief Strockis shared his experience, including a picture of the FBI director handing him the
diploma. He thanked President Herman, Village Manager Summers, and the entire Board for allowing
him to have the opportunity to go away for several weeks. He also thanked and shared his appreciation to
the Deputy Chief for filling his role in his absence. Police Chief Strockis clarified that the experience gave
him 197 new contacts. The other 197 graduates (contacts) are throughout the United States and other
countries which will be beneficial to the Village of Oak Brook.
President Herman congratulated Deputy Chief Foltyniewicz for receiving the NUCPS Executive
Leadership Award. President Herman thanked Mr. Dan Wagner and Inland Real Estate for their generous

donation to the first responders, the Village of Oak Brook Police and Fire Departments. He shared his
appreciation for their dedication to the community and ongoing partnership with the Village. Finance
Director Fumero provided a brief overview of the proposed 2024 budget.
4. PUBLIC HEARING – PROPOSED 2024 BUDGET
The Village President and Board of Trustees conducted a public hearing on the proposed budget for the
Village of Oak Brook for the twelve-month calendar year commencing January 1, 2024, and ending
December 31, 2024. The Village welcomed comments at the December 12, 2023, meeting on the
Proposed 2024 Municipal Budget.
Hearing called to order at 7:07 p.m.
Finance Director Fumero shared a brief summary of the 2024 annual budget. She explained the budget
process, which began in July and lasted through September. She reminded everyone of the budget
workshop meetings, the Public Hearing Notice dates printed in the newspaper, explained the surplus
budget, the changes due to outsourcing of the food and beverage operations and increasing sales tax
revenue.
President Herman noted that the change in revenue comes mostly from the Sports Core Fund, introduced
the new Sports Core Director Arturo Segura, and recognized Assistant Village Manager Mitchell and
Finance Director Fumero for their hard work resulting in this revenue increase. He also recognized the
Village Staff and Department Heads for participation in the grueling process associated with the zero-
based budgeting.

Resident Kathy Marek complimented the Development Services Department for their amazing
representation of the Village by showing respect, dignity, and knowledge regarding building, permitting,
and variance processes to residents in need of assistance with inquiries.

Trustee Tiesenga described the long-term contract between the DuPage Water Commission and the City
of Chicago and the price increases dictated by the City of Chicago. He spoke about the recently formed
Committee by the DuPage Water Commission to negotiate new contracts on behalf of the 28 towns
involved in the original agreement with the City of Chicago and the water supply.

Trustee Martin presented this Ordinance. This Ordinance is very similar to the one just discussed in terms
of the bid process; however, it is for a separate licensing agreement in terms of operations and events at
the Bath & Tennis Club. There was much discussion on the subjects of catering, sales tax revenues, and
equipment. Concerns and opinions were voiced, questions were asked and addressed.

11.BOARD UPDATES
Trustee Manzo wished everyone a Merry Christmas and a Happy New Year; he expressed his
appreciation for Village staff and everyone who took the time to show their support and appreciation.
Trustee Tiesenga thanked the Board for the policy continuity establishing the adoption of a budget that
has a surplus. He thanked the Police and Fire Departments for their actions in keeping the community

Trustee Jain welcomed back Police Chief Strockis, shared his appreciation for everyone’s along
contributions and wished everyone Happy Holidays.
Trustee Nagle wished everyone a Merry Christmas, thanked the Board and Staff for their tireless work
throughout the year and spoke of change and improvements across all areas of the Village.
Trustee Reddy congratulated Police Chief Strockis for graduating from a grueling and rigorous FBI
training program held at the FBI National Academy, and congratulated Deputy Chief Foltyniewicz for his
award. He thanked the Village Staff and bid everyone a Merry Christmas and a Happy New Year.
Trustee Martin expressed her gratitude for being part of the Village leadership, her excitement for the
ability to represent the Village residents over the next year and thanked the staff for all of their support
and training. She also announced the new Library Commission youth liaison, encouraged everyone to
visit the Village Website, welcomed Sports Core Director Seguro, and spoke highly of the Fire
Department. She wished everyone Happy Hanukkah, Happy Holidays, Merry Christmas and a peaceful,
prosperous, and healthy New Year.
President Herman echoed holiday wishes, reminded everyone that this was the last meeting of the year
and wished everyone a Happy New Year.
