CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President Laurence Herman in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of Allegiance was recited. 2. ROLL CALL Village Clerk Netasha Scarpiniti called the roll: PRESENT: Trustees Naveen Jain, Michael Manzo, Melissa Martin, Edward Tiesenga and President Laurence Herman VIA ZOOM: None ABSENT: Trustees James Nagle and A. Suresh Reddy IN ATTENDANCE: Assistant Village Manager Joseph Mitchell, Information Technology Director Tom Gilbert, Police Chief Brian Strockis, Interim Public Works Director Tim O’Malley, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Development Services Director Rebecca Von Drasek, Sports Core Director Art Segura, and Village Attorney Michael Castaldo Jr. 3. PRESIDENT’S OPENING COMMENTS President Herman wished everyone a Happy and Healthy New Year. He announced that Sony Wonderverse was open and described the new entertainment destination. He spoke about performing a special wedding ceremony in the Samuel E. Dean Board Room for a 3rd generation Oak Brook Resident who is the son of President Herman’s lifelong friend. President Herman discussed the consequences of the newly adopted City of Chicago Migrant Bus Ordinance and addressed the redirected bus drop-offs. The full written statement surrounding the matter is available on the Village website. President Herman shared recent activity by the Police Department which resulted in the apprehension of several suspects. The Oak Brook Fire Department aided the Village of Addison by providing divers to clear a submerged vehicle and extracting it from the water. President Herman expressed gratitude to the Public Works snowplow drivers for keeping the streets clear during inclement weather. He also expressed his appreciation to all public safety personnel who put themselves at risk every day to protect others. President Herman reminded everyone that the Village will be hosting its quarterly blood drive in the West Wing Conference Room on January 24th and encouraged everyone to visit the Village website for additional information. 4. True Group - 1211 22nd Street - Zoning Variation for Wall Sign Motioned to Concur: Trustee Martin Seconded By: Trustee Manzo Trustee Tiesenga presented the item, explaining the request for an illuminated sign to be installed on the building facing the Oak Brook Mall. There was no opposition from neighbors and the Planning and Zoning Commission recommended its approval. Trustee Manzo provided a brief historical overview of the Sign Ordinance and suggested the possibility of review and amendment. RESOLUTION R-2167, A Resolution Approving the Waiver of Competitive Bidding and Authorizing the Purchase of Library Books from Authorized Distributors Motioned to Approve: Trustee Martin Seconded By: Trustee Manzo Trustee Tiesenga discussed the annual sale at the library and the need for new books. He also spoke about the suppliers and possible suggestions regarding the types of books to purchase. Trustee Jain asked about the acquisition of physical books and digital media. However, during the pandemic, there was a large surge in requests for electronic resources, so the library is updating and monitoring those statistics. B. Ordinances & Resolutions 2. RESOLUTION R-2168, A Resolution Approving and Authorizing the Execution of an Agreement By and Between the Village of Oak Brook and Chicagoland Pool Management, Inc. Motioned to Approve: Trustee Martin Seconded By: Trustee Manzo Trustee Martin explained that the Village entered into a contract with the Chicagoland Pool Management Company in 2022 and addressed various changes to the contract. Trustee Manzo added that the amendments reflected in the contract were recommended by the Sports Core Committee. President Herman expressed his contentment with the proposed contract and stated that he is looking forward to seeing the utilization of the Sports Core Director Segura’s expertise throughout the summer. He thanked the Chicagoland Pool Management member for their presence and attentiveness throughout the season. ORDINANCE G-1247, An Ordinance Repealing and Replacing Title 1 (Administration) Chapter 15 (Code Hearing Department) of the Village of Oak Brook Code of Ordinances Motioned to Approve: Trustee Jain Seconded By: Trustee Manzo Trustee Manzo questioned the penalty amount listed and the fact that this attempt was made in the past with unsuccessful results. President Herman asked Development Services Director Von Drasek for clarification on the adjudication process addressing the building code violations. VILLAGE OF OAK BROOK MINUTES Video Footage Available on the Village Website Page 5 of 6 REGULAR MEETING OF JANUARY 09, 2024 Development Services Director Von Drasek explained that the most recent State Legislature allows non- home rule communities the same rights as home rule communities by taking actions to a hearing officer rather than bringing them to a court. A short discussion regarding past attempts to implement this program took place. Implementation of this ordinance will be more efficient for the village and its residents. ORDINANCE G-1246, An Ordinance Amending Title 4, Chapter 1, Herman Section 8A of the Village Code of the Village of Oak Brook, Illinois by Increasing by One to Forty-Four the Number of Authorized Class A-1 Liquor Licenses and Increasing by One to Five the Number of Authorized Class D Liquor Licenses Motioned to Approve: Trustee Seconded By: Trustee President Herman explained the requests that came in from each of the restaurants reiterating proper measures taken by the restaurants and staff to ensure compliance with the Village Code. BOARD UPDATES Trustee Tiesenga wished everyone a Happy New Year and complimented the Police Department on their professionalism and service. Trustee Jane wished everyone a Happy New Year, commended the Police Department, Fire Department, the Public Works Department, and Sports Core for all their hard work. He expressed his excitement and gratitude for the new season under new leadership with great opportunities. Trustee Martin spoke about her personal experiences at the Oak Brook Mall over the holiday season and gave credit to the Police Department for their efforts in keeping the Mall safe. She also reminded everyone about the upcoming meeting at the library regarding the renovation of the library and encouraged public comment and feedback on the renovation process. She shared her thoughts on the recently removed Graue Mill Dam. He elaborated on the financial aspects, public safety including proactive policing and holding criminals accountable. Trustee Manzo’s new cause will be to bring accountability to the DuPage County Forest Preserve. 10.
