CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President Laurence E. Herman in the Samuel E. Dean Board Room at 7:00 p.m. The Pledge of Allegiance was recited. 2. ROLL CALL Clerk Netasha Scarpiniti called the roll: PRESENT: Trustee Naveen Jain, Michael Manzo, James Nagle, Edward Tiesenga and President Laurence E. Herman VIA ZOOM: Trustee A. Suresh Reddy ABSENT: Trustee Melissa Martin IN ATTENDANCE: Village Manager Greg Summers (via Zoom), Information Technology Director Tom Gilbert, Police Chief Brian Strockis, Public Works Director Tim O'Malley, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Development Services Director Rebecca Von Drasek, Sports Core Director Art Segura, and Village Attorney Michael Castaldo III. 3. PRESIDENT’S OPENING COMMENTS President Herman announced that Village Manager Summers was present via Zoom. He recapped some of the events from the past week, including that the Village of Oak Brook has been named as one of the top 10 safest suburbs in the United States. He spoke about Village Board's commitment to public safety, National Night Out, India Independence Day, Chicago Tribune’s article regarding the Emergency Services Disaster Agency (ESDA) initiative, and the ribbon cutting ceremony at Millennium Bank. President Herman thanked Assistant Village Manager Mitchell and Sports Core Director Segura for their continued commitment resulting in operational and financial progress at the Oak Brook Golf Club. He also reported an increase in resident memberships at the Bath & Tennis Club and welcomed all feedback 4. PUBLIC COMMENTS Attorney Mark Daniel, representing owners of 401 & 405 Canterberry Lane, Agenda Item 8.A, introduced himself, thanked staff for their detailed review of the matter, stated that the home on the eastern side of the property will need to be demolished within the next 12 months, and that the owner is present tonight and available to answer and address any questions or concerns. 5. Final Plat of Consolidation – 401 & 405 Canterberry Lane Development Services Director Von Drasek explained that the owner of 405 Canterberry Lane purchased the property known as 401 Canterberry Lane to consolidate the two parcels, demolish the existing home on the property, and build a new home. Trustee Tiesenga expressed his thoughts and opinions on the matter, adding his appreciation for the thoughtful letter of recommendation. ACTIVE BUSINESS A. Ordinances & Resolutions 1. RESOLUTION R-2225, A Resolution Authorizing the Award of an Agreement to Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, for Geographical Information System (GIS) Services, in the amount of $93,000.00 Information Technology Director Gilbert explained that to address the Trustee concerns raised during the last renewal at the beginning of this year, the Village went out for an RFP for GIS Services. A letter from the current vendor explaining the reasons for the lack of participation was received also. Trustee Tiesenga explained in detail his understanding, past involvement, and costs associated with the GIS Project. Trustee Manzo reiterated Trustee Tiesenga’ s comments. Trustee Jane spoke about the usefulness and availability of the data to the public. ORDINANCE S-1705, An Ordinance Approving and Authorizing a Cable Television Franchise Agreement By and Between the Village of Oak Brook, Illinois and Comcast of Illinois VI, LLC Information Technology Director Gilbert stated that when the franchise agreement renewal with Comcast was initiated in January of 2024. the Board voiced concerns regarding the proposed length of the contract and the item was tabled during that meeting and not brought back up to the Board. All issues and concerns have been addressed since then and the length of the contract has been changed from ten years to five years. President Herman clarified that the Franchise Agreement is for Comcast video services only and do not relate to the internet services. A meeting with Comcast representatives was held where concerns were discussed. Board of Trustees Minutes Page 5 of 7 Regular Meeting of August 13, 2024 Trustee Tiesenga summarized the meeting with the Comcast representatives, including alternate cabling options. ORDINANCE S-1704, An Ordinance Authorizing the Sale or Donation or Recycling or Disposal of Certain Items of Personal Property Owned by the Village of Oak Brook Finance Director Fumero deferred the presentation of the Ordinance to Police Chief Strockis who explained that the Motorola squad car cameras reached the end of their life cycle. He stated that the Police Department upgraded our systems to newer technology. Chief Strockis spoke about donating the cameras to the Burbank Police Department. ORDINANCE G-1257, An Ordinance Regulating Public Camping within Corporate Boundaries and Other Actions in Connection There With for the Village of Oak Brook, DuPage and Cook Counties, Illinois Village Manager Summers explained that on June 28th of this year, the Supreme Court issued an opinion that notes that the Eighth Amendment does not authorize federal authorities to dictate the nation's homelessness policy, thereby returning the responsibility to local government. He noted that the presented Ordinance is modeled after the Illinois Municipal League's framework, and intends to minimize challenges by balancing the risks and needs of homeless individuals with the Village's responsibility to maintain public health and safety. A brief discussion regarding the same took place. BOARD UPDATES Trustee Manzo spoke about the DuPage County wide referendum which includes a tax increase; his plans to bring the issue up with the DuPage County Board asking to have the DuPage County Forest Preserve District revert to control by the DuPage County Board consistent with other Illinois Counties . Trustee Tiesenga echoed Trustee Manzo's comments, adding that we need to support the volunteers who took care of the Graue Mill for over 20 years. The DuPage County Forest Preserve sued the volunteers while labeling them swindlers and thieves and had the volunteers account for every $2 donation they received to run the cornmeal grinder wheel. Trustee Jain spoke about the enormous progress the Village has made within the last couple of years and encouraged open dialog and discussion to come up with a strategic plan for the future of the Village of Oak Brook. Trustee Nagle discussed the Village as a brand and encouraged conversations with past Board members regarding the future plans of the Village as they were the ones involved in shaping the Village. Trustee Reddy spoke about India's Independence Day celebrations and the honor and sacrifice of those who fought for freedom from Colonial British Rule. . 11.
