CALL TO ORDER The Regular Meeting of the Village Board of Trustees was called to order by President Laurence E. Herman in the Samuel E. Dean Board Room at 7:00 p.m. The Pledge of Allegiance was recited. 2. ROLL CALL Clerk Netasha Scarpiniti called the roll: PRESENT: Trustee Naveen Jain, Michael Manzo, Melissa Martin, James Nagle, A. Suresh Reddy, and President Laurence E. Herman VIA ZOOM: None ABSENT: Trustee Tiesenga arrived at 7:03 p.m. IN ATTENDANCE: Village Manager Greg Summers, Assistant Village Manager Joseph Mitchell, Information Technology Director Tom Gilbert, Police Chief Brian Strockis, Public Works Superintendent John Temes, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Development Services Director Rebecca Von Drasek, Sports Core Director Art Segura, and Village Attorney Stephen DiNolfo 3. PRESIDENT’S OPENING COMMENTS President Herman recognized Breast Cancer Awareness Month and announced two upcoming events hosted by the Community Engagement Committee: Neighbors’ Night Out on October 17th and Oak Brook Play Date in the Park on October 18th. He reminded residents that early voting at Village Hall begins on October 21st and Halloween trick-or-treat hours are scheduled from 3:30 PM to 7:00 PM on October 31st. A. Preliminary Plan Review Presentation - Pad "G" of the Oak Brook Commons Trustee Manzo recused himself. Development Services Director Von Drasek provided a brief historical overview of the plan, reminding the Board that this was the preliminary presentation regarding the alternative use of Pad "G" at the Oak Brook Commons. He introduced the attorney representing the development group. The attorney explained that the company is requesting an amendment to modify Pad "G" from a two-story hotel to three freestanding buildings. Discussion points included: • Exterior utility placement • Landscaping • Trash enclosures • Sprinkler setup • Setbacks from the main road • Patio dining arrangements • Rooftop screening for dining areas • Parking concerns 4. PUBLIC COMMENTS Resident Natalie Cappetta addressed the Board regarding State stop sign regulations. Resident Mustaffa Ali discussed the possibility of a need for an ordinance related to solar energy Board of Trustees Minutes Page 2 of 6 Regular Meeting of October 8, 2024 systems. He echoed Ms. Cappetta’s comments regarding the potential installation of ten stop signs in Brook Forest. He discussed additional Rivian charging stations at the Oakbrook Mall. 5. APPROVAL OF MINUTES A. RESOLUTION R-2237, A Resolution Approving the Final Plat of Consolidation for the Properties Commonly Known as 601 & 605 Harger Road, Oak Brook, Illinois MOTION: To Approve the Consent Agenda and Authorize the expenditures as Presented. ORDINANCE G-1259, An Ordinance Amending Title 7 (Motor Vehicles and Traffic) Chapter 2 (Traffic Schedules) of the Village of Oak Brook Code of Ordinances and RESOLUTION R-2238, A Resolution Approving an Agreement with Brook Forest Subdivision Homeowners Association as it Relates to the Installation of Certain Traffic Control Devices Police Chief Strockis explained the purpose of the proposed number of stop signs and addressed public comments made earlier. Discussion regarding child safety in a particular school zone, the installation of strategically placed stop signs, and speed bumps vs. stop signs occurred. BOARD UPDATES Trustee Jain shared positive feedback from Oak Brook residents regarding safety in the Village of Oak Brook, while also noting areas for improvement. Trustee Reddy highlighted October as Breast Cancer Awareness Month and encouraged yearly mammograms. He emphasized the importance of public safety and community involvement from HOAs and residents. Trustee Martin echoed the importance of breast cancer screening. She urged residents to report any suspicious activities or incidents out of the ordinary. She reminded everyone to check out the used book sale at the Oak Brook Library. Police Chief Strockis confirmed that 9-1-1 should be called even for non- emergencies. He discussed having a proactive approach to preventing crime. The Oak Brook Police employed additional unmarked patrols and the real time crime center over the weekend. Trustee Manzo thanked the Police Department and Public Works for their prompt action in addressing a covered stop sign in his subdivision. Trustee Manzo commented on a flyer he received in the Oak Brook Civic Association Newsletter regarding the upcoming referendum to increase taxes to the Forest Preserve District of DuPage County. Trustee Manzo encouraged everyone to vote NO on the tax increase referendum. Trustee Tiesenga mentioned that he received a flyer that encouraged him to vote NO on the Forest Preserve District of DuPage County tax referendum. He wished the Jewish Community a Happy New Year and provided statistics on 9-1-1 calls reported by the Fire Department. 10. ADJOURN TO CLOSED SESSION For the Purpose of Discussing (1) litigation probable or imminent or pending against, affecting, or on behalf of the Village, (2) To Discuss the purchase or lease of real property for the use of the public body (3)To Consider the employment/discipline of a specific employee or employees of the Village (4)To Consider Collective Negotiating Matters Between the Village and its Employees or Their Representatives Pursuant to, 2(C)(11), 2(C)5, 2(C)(1) and 2(C)(2) Of the Illinois Open Meetings Act Respectively MOTION: Motion to adjourn the Regular Board of Trustees to Closed Session at 7:52 pm, President Herman announced that the Regular Board of Trustees Meeting will reconvene after the Closed Session and excused any staff member not directly involved in the matters discussed or voted on.
