CALL TO ORDER The Special Meeting of the Village Board of Trustees was called to order by President Laurence E. Herman in the Samuel Dean Board Room at 7:00 p.m. The Pledge of Allegiance was recited. 2. ROLL CALL Clerk Netasha Scarpiniti called the roll: PRESENT: Trustee Naveen Jain, Michael Manzo, Melissa Martin, Edward Tiesenga and President Laurence E. Herman VIA ZOOM: None ABSENT: Trustee James Nagle, A. Suresh Reddy IN ATTENDANCE: Village Manager Greg Summers, Assistant Village Manager Joseph Mitchell, Information Technology Director Tom Gilbert, Police Chief Brian Strockis, Public Works Director Tim O'Malley, Head Librarian Jacob Post, Finance Director Marilyn Fumero, Fire Chief Kevin Fleege, Development Services Director Rebecca Von Drasek, Sports Core Director Art Segura 3. PRESIDENT’S OPENING COMMENTS 4. PUBLIC COMMENTS 5. 2025 BUDGET WORKSHOP A. Overview of Budget Finance Director Fumero shared a summary of the 2025 Budget. Finance Director Fumero summarized the Water Fund Revenue. Statements regarding the City of Chicago increased water rates and DuPage Water Commission were made. Sports Core Director Segura presented an overview of anticipated revenues for the Sports Core. He highlighted changes such as the Polo Agreement, Bath & Tennis Club Operational changes, significant software updates, and increased number of memberships for swim, tennis, and golf operations. He mentioned a slight decrease specifically in golf memberships due to the pricing differential providing discounts to residents. He explained that the change would be offset by increased earnings from public tee times. Questions and answers regarding the following topics were discussed: • Bath & Tennis Club and Poolside food and beverage operational variables • Memberships • Software upgrades allowing members to preload funds • Expenses • Sales commissions B. Review of Program Goals, Objectives, and Budget Requests in the Following Departments Board of Trustees Minutes Page 2 of 3 Special Meeting of October 29, 2024 1. Public Works (Operations) Public Works Director O'Malley presented the proposed Public Works Operational Budget. The costs included in the budget focus on maintaining safe and efficient infrastructure, including completing multi-year projects and enhancing services for residents, businesses, and visitors. He also presented the Capital Improvement/Infrastructure Fund and the Water Fund. He explained the Department's goals and objectives included safety training and equipment maintenance, evaluation and enhancement of right-of-way, forestry, landscaping maintenance programs, development of a multi-year master plan for streets, signage, lighting, storm sewers, and ADA compliance. He also spoke about the implementation of the asset management and procurement software for improved water and public works operations monitoring, mosquito abatement contract, in-house building maintenance, and added staffing for plumbing and electrical work, training dues, engineering services, reduction in snow removal costs and the introduction of a new outdoor warning system. Public Works Director O'Malley detailed various Infrastructure projects throughout the Village, the watermain projects including engineering services and paving, vehicle maintenance, capital purchases, and leases. The presentation resulted in a discussion regarding the allocation of funds to cover Public Works salaries, fund appropriation for capital projects, operational expenses, streets and traffic maintenance infrastructure, watermain projects, overall cash flow, and bond issuance. General Fund, reallocation of funds in various scenarios, water system and disinfection modernization were discussed in detail. 2. Capital Improvement/Infrastructure Fund 3. Water Fund 4. Sports Core Fund Sports Core Director Segura focused on improvements and operational changes at the Sports Core related to the golf course and pool operations, revenue increases due to a new ball machine and membership increases. He detailed goals such as driving range enhancement, website upgrades for golf, focus on marketing for the restaurant, and adding an Assistant Golf Superintendent. Sports Core Director Segura mentioned administrative and overhead cost allocation within the Sports Core Fund, the need to replace aging pool chains, grounds maintenance, and various facility enhancements to ensure a better user experience. Discussion regarding these topics occurred after the presentation. 5. Hotel/Motel Fund Assistant Village Manager Mitchell presented the Hotel/Motel Fund and shared goals and objectives. He explained how the salary for the in-house Marketing Manager was funded, the progression of the market analysis, rebranding, and tourism marketing. Assistant Village Manager Mitchell further explained that the marketing strategies are being formed based on industry trends and noted the organizational chart. The board discussed third-party advertising, prior experiences with marketing firms, the General Fund, projects presented throughout the two Budget meetings and pensions. 6.
