MINUTES OF THE OCTOBER 13, 2009 CLOSED MEETING OF THE
PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK
BROOK REVIEWED BY VILLAGE BOARD ON
1. CALL TO ORDER
The Closed Meeting of October 13, 2009 of the Village Board of Trustees was called to order by
President Craig in the Upper Level Conference Room of the Butler Government Center at
10:12 p.m.
2. ROLL CALL:
The Village Clerk Charlotte Pruss called the roll with the following persons
PRESENT: President John Craig, Trustee Stelios Aktipis, Trustee James Carson, Trustee
Mark Moy, Trustee Moin Saiyed, Trustee Gerald Wolin and Trustee Elaine
Zannis
ABSENT: None
IN ATTENDANCE: Village Manager David Niemeyer, Village Attorney Mark Sterk and
Assistant Village Manager Blaine Wing
3. TO DISCUSS COLLECTIVE NEGOTIATING MATTERS BETWEEN THE PUBLIC BODY AND
ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING
SALARY SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES (2C2)
Fire Union: Attorney Sterk discussed that regarding the cost-saving measure of previously
moving the building/fire inspections from the building department to the fire department, the Fire
Union wants to bargain; he stated that they would be willing to do the inspections on-shift, but
want to be compensated for it. He suggested that starting a business licensing program would
cover the costs of the inspections and that they should be moved back to the building
department and utilize outside part-time firefighters to perform the inspections. Discussion
regarding business registration programs in other municipalities.
Attorney Sterk discussed the lay-off/recall section of the collective bargaining contract and
COBRA coverage for laid-off individuals. He discussed that the issues of paid sick time if laid
off and also severance pay based on how many years served. Assistant Village Manager Wing
discussed that the personnel policy covers these issues, but would not recommend including
this in the contract. Village Manager Niemeyer discussed that if concessions are not
forthcoming from the unions, then personnel cuts may have to occur in those departments.
Discussion regarding the terms of current fire union contract in relation to personnel, such as
replacing full-time personnel with part-time personnel. Attorney Sterk explained that the
Teamsters' Contract is expired, but that the union representatives want to negotiate issues in
the IAFF Contract in relation to benefits.
Police Union: Assistant Village Manager Wing requested the authority regarding the possibility
of lay-offs if the contract is not settled. Discussion regarding early buy-outs, retirement of police
officers and effect on pensions. Discussion regarding retired police officers serving as part-time
community service officers, but able to carry a gun. Discussion regarding relying more on
community service officers for parking and business issues.
Library Union: Attorney Sterk reported that the Library Union had filed for certification with the
Illinois Labor Relations Board (ILRB) and that the Village had filed a response, but have not
heard back from the ILRB; he stated that he expected certification. He affirmed that the
potential outsourcing of library services could become a collective bargaining issue once they
are certified.
Public Works Union: Attorney Sterk stated that the union has been certified and that they want

the department secretary to be certified, which will probably happen. He stated that he met with
the union attorney who wanted to address the furlough days which were already settled when
the union was certified and that copies of the current police and fire contracts were requested.
Police Sergeant's Union: Attorney Sterk stated that the administrative law judge recommended
that the union be certified and the Village filed exceptions to that; he stated that it is before the
ILRB now and when a decision is made certifying the union, the Village will file with the
Appellate Court.
4.ADJOURNMENT
Motion by Trustee Aktipis, seconded by Trustee Zannis, to adjourn the Closed Meeting and
Reconvene the Regular Board of Trustees Meeting. VOICE VOTE: Motion carried.
The meeting adjourned at 10:45 p.m.
