HomeMy WebLinkAboutMinutes - 01/11/2011 - Board of Trustees (2)Village of Oak Brook Regular Closed Meeting Minutes Page 1 of 2 January 11, 2011 MINUTES OF THE JANUARY 11, 2011 REGULAR CLOSED MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN OR AMENDED ON 1.CALL TO ORDER The Closed Meeting of January 11, 2011 of the Village Board of Trustees was called to order by President Craig in the Upper Level Conference Room of the Butler Government Center at 8:25 p.m. 2.ROLL CALL: The Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President John Craig, Trustee Stelios Aktipis, Trustee James Carson, Trustee Mark Moy, Trustee Moin Saiyed and Trustee Gerald Wolin Trustee Zannis ABSENT: Trustee Elaine Zannis IN ATTENDANCE: Village Manager Dave Niemeyer, Assistant Village Manager Blaine Wing, Village Attorney Mark Sterk 3.TO CONSIDER THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES OF THE PUBLIC BODY OR LEGAL COUNSEL FOR THE PUBLIC BODY, INCLUDING HEARING TESTIMONY ON A COMPLAINT LODGED AGAINST AN EMPLOYEE OF THE PUBLIC BODY OR AGAINST LEGAL COUNSEL FOR THE PUBLIC BODY TO DETERMINE ITS VALIDITY (2C1). A.Early Retirement Incentive Agreement Village Manager Niemeyer stated that the deadline for receiving applications for early retirement was today and because only two applications have been received so far, he requested an extension until January 31st. He also requested that if there was an across-the-board increase, that those involved receive retroactive pay. No objections voiced. Village Manager Niemeyer referred to Deputy Chief Larson’s request for a sixty-day bonus brought up at a previous meeting. He stated that he and President Craig had discussed offering a thirty-day bonus instead. Trustee Wolin voiced concern about the current investigations within the Police Department and that it might not be a good idea to encourage him to retire early. No consensus was given to offer any type of bonus to Deputy Chief Larson. B. Police Investigation and Potential Discipline Chief Thomas Sheahan entered the meeting at approximately 8:34 p.m. Village Manager Niemeyer discussed the recent investigations regarding the Sky Bar incident. Chief Sheahan explained the investigation process and the incidents and allegations involved. Discussion ensued regarding the allegations and possible investigation by U.S. Attorney’s office. 4.TO DISCUSS COLLECTIVE NEGOTIATING MATTERS BETWEEN THE PUBLIC BODY AND ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING SALARY SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES (2C2) A.Police Department Proposed 12 Hour Shifts Assistant Village Manager Wing stated that the Union stated that nothing of value would be an exchange for compromising on the discipline issue. He stated that they were anxious to get a determination on the 12-hour shifts so that vacations, etc. could be scheduled. Chief Sheahan explained the benefits of 12-hour shifts and did not feel it should be tied to the discipline issue. Discussion ensued in relation to 12-hour shifts and negotiations and also the recent allegations. It was stated that the 12-hour shifts would be for a trial period until December 31st and then could be used as a bargaining chip for the next contract. Consensus of three trustees only. Chief Sheahan exited the meeting at approximately 9:45 p.m. Chief McEllin entered the meeting at approximately 9:45 p.m. B. Fire Union Negotiation Update Assistant Village Manager Wing explained that tomorrow is most likely the last negotiation session before going to arbitration and that he is requesting the highest possible authority from the Board. He handed out graphs regarding different proposals. He requested as the highest authority: staffing at 28, salary at the average of the comparables and same authority regarding health insurance as in the police contract. Village Attorney Sterk stated that arbitration may be starting in May or June and might not conclude until September. Discussion ensued regarding what to propose in tomorrow’s negotiations. It was suggested to go with Proposal #3. Consensus given. 5. ADJOURNMENT Motion by Trustee Aktipis, seconded by Trustee Wolin, to adjourn the Closed Meeting and Reconvene the Regular Board of Trustees Meeting. VOICE VOTE: Motion carried.
