CALL TO ORDER The Closed Meeting of February 22, 2011 of the Village Board of Trustees was called to order by President Craig in the Upper Level Conference Room of the Butler Government Center at 9:58 p.m. 2. ROLL CALL: The Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President John Craig, Trustee Stelios Aktipis, Trustee James Carson, Trustee Mark Moy, Trustee Gerald Wolin and Trustee Zannis ABSENT: Trustee Moin Saiyed IN ATTENDANCE: Village Manager Dave Niemeyer, Assistant Village Manager Blaine Wing, Village Attorney Mark Sterk and Human Resources Coordinator Eileen Donahue 3. TO CONSIDER THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES OF THE PUBLIC BODY OR LEGAL COUNSEL FOR THE PUBLIC BODY, INCLUDING HEARING TESTIMONY ON A COMPLAINT LODGED AGAINST AN EMPLOYEE OF THE PUBLIC BODY OR AGAINST LEGAL COUNSEL FOR THE PUBLIC BODY TO DETERMINE ITS VALIDITY (2C1). A. Police Personnel Issue Village Manager Niemeyer explained the process of the interviews conducted by him and Human Resources Coordinator Donahue with top management of the Police Department and also other Police Department/Communications Center personnel to get a different mix of people to answer questions about morale, communication and employee treatment. He stated that all non- command personnel interviewed were promised anonymity. He explained the nature of the comments made by those interviewed and discussion ensued. It was suggested that an independent investigation be conducted to address the allegations, but first interview Police Chief Sheahan to hear his side of the story. Village Attorney Sterk explained the process for disciplining and/or terminating a Police Chief. It was suggested that a code of conduct be established for all employees. Human Resources Coordinator Donahue exited the meeting at 11:19 p.m. 4. TO DISCUSS COLLECTIVE NEGOTIATING MATTERS BETWEEN THE PUBLIC BODY AND ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING SALARY SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES (2C2) PUBLIC WORKS: Assistant Village Manager Wing informed the Board that he had met twice in negotiations and reached consensus on all the major issues except for wages and health insurance. He stated that the union is requesting the following salary increases: 0% in 2010, 2% in 2011 and 3% in 2012, with merit increases going on top of the salary increases. Discussion ensued regarding merit ratings and other unions’ salary and merit increases. Assistant Village Manager Wing requested authority for up to 2% in 2011 and up to 2.5% in 2012 and 0% to 4% for merit for 2011 and 2012; he stated he would like to keep 0% for 2009, so there would be no retroactive pay. Village Attorney Sterk stated that in this contract, staffing level decisions are made by management and the Village has the option of sub-contracting out services. Consensus to agree to the requested authority regarding wages. Assistant Village Manager Wing explained the health insurance proposal including increasing to 20% as of July, 2011. He stated it would be Village of Oak Brook Regular Closed Meeting Minutes Page 2 of 2 February 22, 2011 better to defer the update on Fire negotiations until the next meeting due to the lateness of the hour. 5. ADJOURNMENT Motion by Trustee Wolin, seconded by Trustee Zannis, to adjourn the Closed Meeting and Reconvene the Regular Board of Trustees Meeting. VOICE VOTE: Motion carried.
