CALL TO ORDER The Regular Closed Meeting of March 22, 2011 of the Village Board of Trustees was called to order by President Craig in the Upper Level Conference Room of the Butler Government Center at 9:47 p.m. 2. ROLL CALL: The Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President John Craig, Trustee Stelios Aktipis, Trustee James Carson, Trustee Mark Moy, Trustee Moin Saiyed and Trustee Gerald Wolin ABSENT: Trustee Zannis IN ATTENDANCE: Village Manager Dave Niemeyer, Assistant Village Manager Blaine Wing, and Village Attorney Mark Sterk 3. TO CONSIDER THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES OF THE PUBLIC BODY OR LEGAL COUNSEL FOR THE PUBLIC BODY, INCLUDING HEARING TESTIMONY ON A COMPLAINT LODGED AGAINST AN EMPLOYEE OF THE PUBLIC BODY OR AGAINST LEGAL COUNSEL FOR THE PUBLIC BODY TO DETERMINE ITS VALIDITY (2C1). A. Police Personnel Issue Village Manager Niemeyer discussed consultants to review the ‘No Confidence’ vote and the confidential comments made by police personnel and recommended interviewing three consultants, including Charles Gruber Consulting. He stated that the International Chief’s Association recommended an out-of-state individual who stated that it would not be good idea to have two consultants working together. Village Manager Niemeyer stated that he contacted several firms who had responded to the Police Staffing Study bid package about possibly handling this separate issue, namely Voorhees Associates, Management Consulting and Chuck Hale and Associates. He stated that Voorhees had provided a proposal and he had also just heard from a group called REM Management Services and explained that this latter group conducts sensitive investigations. He discussed his relationship with one of the principals of this group. He also discussed his conversation with Attorney Patrick Collins and was told that it is really a human resources matter rather than a criminal matter. Discussion ensued regarding the history of the police department and current issues. Consensus to interview the three companies and also Attorney Patrick Collins at a special meeting on April 19th. 4. TO DISCUSS COLLECTIVE NEGOTIATING MATTERS BETWEEN THE PUBLIC BODY AND ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING SALARY SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES (2C2) A. Fire Union Negotiations Update Assistant Village Manager Wing stated that the negotiations’ team met for about eight hours yesterday and gave the union the Village’s proposal, but have not received a written response yet and stated the next negotiations’ date is on April 5th. 5. TO CONSIDER LITIGATION, WHEN AN ACTION AGAINST, AFFECTING OR ON BEHALF OF THE VILLAGE HAS BEEN FILED AND IS PENDING BEFORE A COURT OR ADMINISTRATIVE TRIBUNAL, OR WHEN THE PUBLIC BODY FINDS THAT AN ACTION IS PROBABLE OR IMMINENT (2C11)
