MINUTES OF THE APRIL 27, 2010 CLOSED MEETING OF THE
PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK
BROOK REVIEWED BY VILLAGE BOARD ON
1.CALL TO ORDER
The Closed Meeting of April 27, 2010 of the Village Board of Trustees was called to order by
President Craig in the Upper Level Conference Room of the Butler Government Center at 8:03
p.m.
2.ROLL CALL:
The Village Clerk Charlotte Pruss called the roll with the following persons
PRESENT: President John Craig, Trustee Stelios Aktipis, Trustee Mark Moy, Trustee Moin
Saiyed, Trustee Gerald Wolin and Trustee Elaine Zannis
ABSENT: Trustee James Carson
IN ATTENDANCE: Village Manager David Niemeyer, Village Attorney Mark Sterk and
Assistant Village Manager Blaine Wing
3.TO DISCUSS COLLECTIVE NEGOTIATING MATTERS BETWEEN THE PUBLIC BODY AND
ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING
SALARY SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES (2C2)
A.Police Union Negotiations
Assistant Village Manager Wing updated the Board on the Police union negotiations; he stated
that the union members voted and the result was a tie vote. He stated that he talked with the
Fraternal Order of Police representative, Kevin Krug, and Mr. Krug requested a meeting next to
determine if a new vote can be successful. Assistant Village Manager Wing requested authority
for extending the no lay-off period in 2011. Consensus to give authority to offer, if necessary,
an additional three months for no lay-offs in 2011.
B. Fire Union Negotiations
Chief Thomas McEllin entered the room at 8:14 p.m.
Assistant Village Manager Wing updated the Board on the Fire union negotiations. He
explained the history of the minimum staffing component of the current and past contracts.
Chief McEllin stated that potentially using contract personnel is more economical and more
efficient than using part-time personnel. Assistant Village Manager Wing stated that with
attrition through retirements and utilizing contract personnel and reducing the full-time staff to
24, it would result in a major savings over time with the decrease in pension costs. He
discussed the benefits of negotiating a shorter contract with the Fire union. He also stated that
a contract individual results in a savings over time of $30,000 in relation to full-time pension
personnel. Discussion regarding salary proposal, comparable departments, the recent
resignation of a firefighter/paramedic and minimum staffing. Assistant Village Manager Wing
requested authority to offer no lay-offs for the term of the contract and offer 2.5%, 2%, 0% and
2.5% salary increases if there is agreement from union representatives to reduce minimum
staffing from 28 to 21 or 24. Consensus to direct Assistant Village Manager Wing to negotiate
per the above.
Village Manager Niemeyer requested authority from the Board to fill the vacancy created by the
resignation of the firefighter/paramedic. Discussion regarding approaching the union
representatives with the option of not filling this vacancy as a move to reducing the minimum

staffing requirement.
Chief Thomas McEllin exited the room at 8:57 p.m.
4. TO CONSIDER LITIGATION, WHEN AN ACTION AGAINST, AFFECTING OR ON BEHALF OF
THE VILLAGE HAS BEEN FILED AND IS PENDING BEFORE A COURT OR
ADMINISTRATIVE TRIBUNAL, OR WHEN THE PUBLIC BODY FINDS THAT AN ACTION IS
PROBABLE OR IMMINENT (2C11)
A. Risk Management Discussion
Assistant Village Manager Wing updated the Board on the current claims and levels, also asking
for authority from the Board to settle two claims, one from 2006 and one from 2008. He stated
that with the 2006 claim the employee has reached maximum medical improvement and could
settle for 15% of an arm, $20,562.45, which would stop the Village's costs of therapy; he
affirmed that IRMA would pay these claims. Consensus to settle the 2006 claim. He stated that
the 2008 claim pertained to a rotator cuff injury during defensive tactics' training and it could be
settled for 1% as-a-whole, 3% to the left arm and 20% of the right arm or $42,000. Consensus
to settle this claim also.
5. ADJOURNMENT
Motion by Trustee Wolin, seconded by Trustee Saiyed, to adjourn the Closed Meeting and
Reconvene the Regular Board of Trustees Meeting. VOICE VOTE: Motion carried.
The meeting adjourned at 9:13 p.m.
