THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF
OAK BROOK APPROVED AS WRITTEN OR AMENDED ON JULY 24,
2012.
1. CALL TO ORDER
The Closed Meeting of June 12, 2012 of the Village Board of Trustees was called to order by
President Gopal G. Lalmalani in the Upper Level Conference Room of the Butler Government
Center at 9:19 p.m.
2. ROLL CALL:
The Village Clerk Charlotte Pruss called the roll with the following persons

3. TO CONSIDER THE FOLLOWING PENDING, PROBABLE, OR IMMINENT LITIGATION
MATTERS PURSUANT TO SECTION 2C(11) OF THE ILLINOIS OPEN MEETINGS ACT,
RESPECTIVELY
A. Paul Jacobs Settlement Discussion
Assistant Village Manager Wing stated that they are very close to reaching a settlement
agreement and handed out a draft settlement agreement in relation to medical insurance
benefits covering Jacobs only and reimbursement for all past medical expenses ($15,789.29),
as well as attorneys fees ($12,000.00). Assistant Village Manager Wing outlined three options:
1) 100% PPO insurance for twenty-five years until Jacobs would go on Medicare with the overall
premiums’ cost estimated at $321,156; 2) including his spouse in the health insurance
coverage, estimated at $750,000; and 3) including also his children – which could run up to $4
million. Mr. Wing stated that going to trial could result in an award equal to Option 3.
Discussion ensued regarding risks if the State discontinues coverage of the children. Mr. Wing
affirmed that the settlement options would include payment of the past medical expenses and
attorney’s fees. Consensus to offer Settlement Option 1.
B. Workers’ Compensation Authority Request
Assistant Village Manager Wing discussed a firefighter who had
and who has rejected the settlement offer of $25,000. Mr. Wing stated that
he is seeking authority for up to $38,119.26 (through IRMA), which basically represents the
Village’s maximum exposure before going to trial. Discussion ensued regarding number of
firefighter claims. Mr. Wing explained that the settlement amount represents 15% of
Fitness requirements for the fire department personnel were discussed.
Assistant Village Manager Wing discussed workers’ compensation claims involving a police
officer who had three separate injuries, originating in 2006 and stated that he would like to reach
a settlement to avoid paying for more injections and therapy. Mr. Wing stated that the Board
had previously authorized up to $65,873 and that he is now asking for $72,234.83, about 5%
man-as-a-whole; the individual is asking for 10% man-as-a-whole.

Motion by Trustee Wolin, seconded by Trustee Yusuf , to adjourn the Closed Meeting and
Reconvene the Special Board of Trustees Meeting. VOICE VOTE: Motion carried.
The meeting adjourned at 9:49 p.m.
