CALL TO ORDER The Closed Meeting of July 27, 2010 of the Village Board of Trustees was called to order by President Craig in the Upper Level Conference Room of the Butler Government Center at 8:24 p.m. 2. ROLL CALL: The Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President John Craig, Trustee Stelios Aktipis, Trustee James Carson, Trustee Mark Moy, and Trustee Gerald Wolin ABSENT: Trustee Moin Saiyed and Trustee Elaine Zannis IN ATTENDANCE: Village Manager David Niemeyer, Assistant Village Manager Blaine Wing, Fire Chief Thomas McEllin. and Police Chief Thomas Sheahan. 3. TO DISCUSS COLLECTIVE NEGOTIATING MATTERS BETWEEN THE PUBLIC BODY AND ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING SALARY SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES (2C2) A) Police Union Negotiation Update Police Chief Thomas Sheahan entered the room at 8:50 p.m. Assistant Village Manager Wing discussed his conference with the Federal mediator regarding what positions the union and management were at now to avoid full arbitration. Assistant Village Manager Wing stated that the union is proposing to accept an increase in their health insurance contribution from 7.5% to 17.5% as of October 1, 2010, which would bring them on par with non-union employees. He further stated that the union is requesting a one-time insurance offset payment of $750.00 in addition to a one-time increase of two personal days to be used between August, 2010 and the end of 2011. He stated that the offset payment would not increase pensions and would be taxable and the Village would realize $50,000 in the health insurance increases. He stated that the extra personal days if scheduled without using overtime could have minimum financial impact, but even with the cost of $500.00 per person, the total would be several thousand dollars less than the $50,000 in the health insurance increases. Assistant Village Manager Wing stated that an important issue is to move forward in the interest arbitration process regarding the discipline issue. Discussion ensued regarding the offset payment and extra personal days requested. Village Manager Niemeyer discussed that this particular proposal is economically better for the Village. It was suggested that options could be given where the offset payment could be higher without the personal days. Assistant Village Manager Wing stated that an offset payment proposal of $1000.00 was offered to the union without personal days, but there was no agreement among the union members. He stated that the union negotiators believe that with the $750.00 offset payment and two personal days, they could get a majority of their membership to agree. A poll was taken with three votes in favor and one vote against the above proposal, but that the two absent trustees should be polled. B) Fire Union Negotiation Update Assistant Village Manager Wing brought the Board up to date on the progress of the fire negotiations. He stated that they are now discussing economic issues, health insurance, staffing levels. He stated that the current Board authority regarding salary levels is: 2.5% for 2008, 2% for 2009, 0% for 2010 and 2.5% for 2011. He presented a worksheet showing Village of Oak Brook Closed Meeting Minutes Page 2 of 2 July 27, 2010 comparables for salaries and merit. He stated that the union would like the fire protection districts removed from the comparables. He explained the differences between the Village's ranking in minimum and maximum salary levels and also provided a comparision with the police salaries and merit. Discussion ensued regarding police having higher salaries and also regarding contracts of other communities having been negotiated in better economic times relating to the Village's lower ranking in the maximum salary levels. Chief McEllin compared the data with and without using the fire protection districts and also the effect of using other communities for comparables. Village Manager Niemeyer reiterated that the goal of the Village has been to reduced the minimum staffing complement. Chief McEllin discussed the expense of hiring part-time firefighters who are not fully trained in relation to using contract personnel. Discussion ensued regarding economic situation and surrounding communities in relation to fire negotiations. Chief McEllin exited the meeting at approximately 8:45 p.m. 4.ADJOURNMENT Motion by Trustee Wolin, seconded by Trustee Carson, to adjourn the Closed Meeting and Reconvene the Regular Board of Trustees Meeting.
