HomeMy WebLinkAboutMinutes - 08/27/2013 - Board of Trustees (2) MINUTES OF THE AUGUST 27, 2013 REGULAR CLOSED MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN OR AMENDED OCTOBER 8, 2013. 1. CALL TO ORDER The Closed Meeting of August 27, 2013 of the Village Board of Trustees was called to order by President Gopal G. Lalmalani in the Upper Level Conference Room of the Butler Government Center at 9:46 p.m. 2. ROLL CALL: Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President Gopal G. Lalmalani, Trustee Donald Adler, Trustee John Baar, Trustee Michael Manzo, Trustee Mark Moy, Trustee Gerald Wolin, Trustee Asif Yusuf ABSENT: None IN ATTENDANCE: Village Manager Dave Niemeyer, Assistant Village Manager Blaine Wing, Village Attorney Peter Friedman, Assistant Village Attorney Ben Schuster, Police Chief Jim Kruger 3. TO CONSIDER THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OR SPECIFIC EMPLOYEES OF THE PUBLIC BODY PURSUANT TO SECTION 2C(1) OF THE ILLINOIS OPEN MEETINGS ACT, RESPECTIVELY A. Personnel Issues 1. Police Sergeant Resignation Village Manager Niemeyer informed the Board that a police sergeant retirement is anticipated and Chief Kruger explained the past and present makeup of the police department command staff and the need for replacing this position and the police officer who is promoted. He added that the timing is critical because the next police academy is September 30th. Village Manager Niemeyer explained the reason for consensus of the Board to replace this police officer. Consensus to allow the Village Manager to inform the Board by an informational memo for replacing budgeted employment positions. Police Chief Kruger exited the meeting at approximately 9:53 p.m. 2. Various Issues Village Manager Niemeyer informed the Board about his exit interview with the HR Generalist, Eileen Donahue, and discussion ensued regarding same. Assistant Village Manager Wing explained the need to fill this position quickly and that he is recommending hiring a former intern. Discussion ensued regarding recruitment, internal posting of the position, and selection of the former intern for the position. Assistant Village Manager discussed the position and potentially upgrading the position to Assistant HR Director. Majority consensus to post the job internally for a few days to give any qualified employees the chance to apply. Village Manager Niemeyer discussed the Engineering/Public Works Director’s performance issues and management skills. He then explained the evaluation rating system as it relates to the Engineering/Public Works Director’s performance . Discussion ensued regarding this individual’s performance and Assistant Village Manager Wing discussed his concerns. Discussion ensued regarding progressive discipline. It was suggested that the Village Not Released – 05-13-14 Village of Oak Brook Regular Closed Meeting Minutes Page 1 of 2 August 27, 2013 Manager go back to the individual in question and inquire regarding whether he agrees with the Village Manager’s review and to inform this individual that the Board is very concerned. It was also suggested that authority should be given to the Village Manager to proceed with discipline for this individual so that the Village Manager’s authority is recognized. 4. TO CONSIDER LITIGATION, WHEN AN ACTION AGAINST, AFFECTING OR ON BEHALF OF THE VILLAGE HAS BEEN FILED AND IS PENDING BEFORE A COURT OR ADMINSTRATIVE TRIBUNAL, OR WHEN THE PUBLIC BODY FINDS THAT AN ACTION IS PROBABLE, OR IMMINENT PURSUANT TO SECTION 2C(11) OF THE ILLINOIS OPEN MEETINGS ACT, RESPECTIVELY A. Kelleher Termination Village Manager Niemeyer explained that a letter had gone out to Kevin Kelleher, but no response had been received yet and discussion ensued regarding Mr. Kelleher’s management of an upcoming wedding reception and the accounting of the monies owed and damage deposit for wedding. It was recommended that Village Attorney Friedman prepare a letter regarding this discussion and that three weeks be given for his response to the original letter. 5. ADJOURNMENT Motion by Trustee Wolin, seconded by Trustee Baar, to adjourn the Closed Meeting and Reconvene the Regular Board of Trustees Meeting. VOICE VOTE: Motion carried.
