CALL TO ORDER The Closed Meeting of September 24, 2011 of the Village Board of Trustees was called to order by President Lalmalani in the Upper Level Conference Room of the Butler Government Center at 12:12 p.m. 2. ROLL CALL: The Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: Trustee Stelios Aktipis, Trustee Mark Moy, Trustee Gerald Wolin and Trustee Yusuf ABSENT: Trustee Michael Manzo and Trustee Elaine Zannis (until 12:18 p.m.) IN ATTENDANCE: Village Manager Dave Niemeyer 3. TO CONSIDER THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES OF THE PUBLIC BODY OR LEGAL COUNSEL FOR THE PUBLIC BODY, INCLUDING HEARING TESTIMONY ON A COMPLAINT LODGED AGAINST AN EMPLOYEE OF THE PUBLIC BODY OR AGAINST LEGAL COUNSEL FOR THE PUBLIC BODY TO DETERMINE ITS VALIDITY (2C1). A. Police Chief Search President Lalmalani stated that he had requested that Trustee Yusuf oversee the process and that he also chair this meeting. Trustee Yusuf made some introductory remarks and discussion ensued regarding the amount of questions and the procedure in relation to Trustees not present rating the interviewees. It was discussed which questions could be eliminated and adding other questions. Trustee Zannis entered the meeting at approximately 12:18 p.m. Interview with Raymond E. Cordell – Deputy Chief-South Barrington Mr. Cordell entered the meeting at approximately 12:26 p.m. Mr. Cordell discussed his background and was asked questions by each of the Trustees. Mr. Cordell discussed being involved with consolidated dispatching and experience with Lexipol which provides policies for adaptation for police departments and discussed accreditation. He stated that he has developed policies for the South Barrington Police Department and also commented on the Homeowners Association Liaison Officer (HALO) where an officer is assigned to each homeowners association. Other topics were discussed such as South Barrington, a smaller community, not having a fire department and important for a chief to get know all officers. Mr. Cordell addressed dealing with resident/staff concerns and cliques within the department. He affirmed he does not have any close relationships with anyone in the community or staff. . Mr. Cordell exited the meeting at approximately 1:16 p.m. Discussion ensued regarding Mr. Cordell. Interview with James S. Bedell – Chief-Edwardsville Mr. Bedell entered the meeting at approximately 1:31 p.m. Mr. Bedell discussed at length his current police department as well as his roots in DuPage County. He talked about the DARE program and the drug issues in Edwardsville and was very Village of Oak Brook Regular Closed Meeting Minutes Page 2 of 3 September 24, 2011 involved in writing the Automated Railroad Crossing Enforcement and Automated Red-Light Enforcement laws. Mr. Bedell exited the meeting at approximately 2:16 p.m. Discussion ensued regarding Mr. Bedell. Interview with Steven Neubauer – Chief-Elmhurst Mr. Neubauer entered the meeting at approximately 2:25 p.m. Mr. Neubauer discussed the advantages of working in DuPage County similarities and dissimilarities and services shared between Oak Brook and Elmhurst and other communities. He discussed his interactions with local businesses, schools and elected officials. He stated that because he pronounces discipline on his officers, he cannot investigate an allegation, but one of his command staff handles this and Mr. Neubauer talks with the complainant. Mr. Neubauer exited the meeting at approximately 3:10 p.m. Discussion ensued regarding Mr. Neubauer. Interview with Robert P. Meiners - Lieutenant-Lincolnwood Mr. Meiners entered the meeting at approximately 3:27 p.m. Mr. Meiners discussed at length a project where he tracked a gypsy criminal group across the United States. He stated that as a new chief, it is important to talk with personnel first and then conduct an audit of evidence, etc. He talked about progressive discipline, his responsibilities as a police lieutenant and talked about his management style, bassett training and dispatching. Mr. Meiners stated that it is important to have police officers assigned to the schools and be visible presence. Mr. Meiners exited the meeting at approximately 4:07 p.m. Discussion ensued regarding Mr. Meiners. Trustee Yusuf discussed his telephone conversation with a candidate who withdrew. Interview with James R. Kruger, Jr. – Chief-Roselle Mr. Kruger entered the meeting at approximately 4:31 p.m. Mr. Kruger discussed similar issues between Oak Brook and Roselle. He discussed his responsibilities with Judson University campus security and his experience in Winfield and Roselle, including the police honor guard. He touched on the financial and staffing issues he has experienced. Mr. Kruger exited the meeting at approximately 5:16 p.m. Discussion ensued regarding rating of candidates interviewed. 4. ADJOURNMENT Motion by Trustee Wolin, seconded by Trustee Zannis, to adjourn the Closed Meeting and Reconvene the Special Board of Trustees Meeting. VOICE VOTE: Motion carried.
