MINUTES OF THE OCTOBER 12, 2010 SPECIAL CLOSED MEETING
OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE
OF OAK BROOK REVIEWED BY VILLAGE BOARD ON
1.CALL TO ORDER
The Closed Meeting of October 12, 2010 of the Village Board of Trustees was called to order by
President Craig in the Upper Level Conference Room of the Butler Government Center at 6:35
p.m. Temporary Chairman – Trustee James Carson
2.ROLL CALL:
The Village Clerk Charlotte Pruss called the roll with the following persons
PRESENT: Temporary Chairman-Trustee James Carson, Trustee Stelios Aktipis, Trustee
Moin Saiyed, Trustee Gerald Wolin and Trustee Zannis
ABSENT: President John Craig and Trustee Mark Moy
IN ATTENDANCE: Village Manager David Niemeyer, Village Attorney Mark Sterk, Police
Chief Thomas Sheahan, Deputy Police Chief Steve Larson, Lieutenant Jason Cates and
Lieutenant Tamie Shuey
3.SECURITY PROCEDURES AND THE USE OF PERSONNEL AND EQUIPMENT TO
RESPOND TO AN ACTUAL, A THREATENED, OR A REASONABLY POTENTIAL DANGER
TO THE SAFETY OF EMPLOYEES, STUDENTS, STAFF, THE PUBLIC OR PUBLIC
PROPERTY (2c8).
A)Safety Measures
Village Manager Niemeyer stated that the Police Department is reviewing safety measures in
the Board Room in regard to a threatening letter received. Chief Sheahan referred to threats
sent via mail and also e-mails. Lieutenant Shuey stated that in response to this the threatening
letter was taken into custody, patrols were increased in the Board Members' neighborhoods,
those handling it were fingerprinted and then the letter was packaged and sent to the federal
lab. She stated that staff met with the postal inspector. She referred to incidents at the Oak
Brook Club and also that a special detail was organized where an individual from each shift
would be watching Board Members' houses at differing times. Lieutenant Shuey stated that the
FBI declined involvement because receipt of one letter did not constitute the level of threat in
which the FBI usually becomes involved. She cautioned that the lab is approximately eight to
ten weeks behind and the report of the analysis of the fingerprints, handwriting, etc. will take
some time. In relation to an e-mail received by Trustee Wolin, she stated that it originated from
an IP address from a Federal Express/Kinko's in Texas. She stated that the DuPage County
State's Attorney will not investigate IP addresses unless there is a barrage of e-mails. Trustee
Zannis requested that officers patrolling her house not park in front of her house, but stay at the
end of the cul-de-sac. Trustee Carson stated he had received a similar e-mail and agreed to
forward it to Trustee Shuey. Two Trustees living in gated communities expressed that extra
patrols might not be as necessary.
Lieutenant Cates discussed security measures in the Board Room and what will be expected in
terms of responses in the event of a security threat. He referred to an incident involving
fatalities at council meeting in Missouri. He stated that most likely an individual threatening
with a weapon will take out any police personnel in the room first. Lieutenant Cates stated that
this type of incident does not usually result from someone who just walked in off the street, but
by individuals who have previously had negative interactions with a government entity. He
stated that it is unlikely that the Communications Center could hear gunfire in the Board Room
and that there are seven officers on duty during a Board Meeting. He stated that under the
current conditions the police department will insure additional security during Board Meetings.
He gave the Board the police department's emergency phone number – 990-2130. Lt. Cates

stated that it is important to determine whether the emergency is fire or police-generated and
talked about the alarm triggers previously installed and explained how they work. He also
discussed the access doors and that there is one plain-closed police individual attending the
Board meetings. He stated that there are four response options for the Board: 1. Get out; 2.
Hide out, but stated there is really no real place to hide in the Board Room; 3. Strike out, attack,
hold off; and 4. Call out to the Communications Center. He discussed a video, "Shots Fired",
which is important to view. Discussion ensued regarding possible scenarios.
4. ADJOURNMENT
Motion by Trustee Moy, seconded by Trustee Carson, to adjourn the Closed Meeting and
Reconvene the Regular Board of Trustees Meeting. VOICE VOTE: Motion carried.
The meeting adjourned at 7:10 p.m.
