HomeMy WebLinkAboutMinutes - 11/16/2010 - Board of Trustees (2)Village of Oak Brook SPECIAL Closed Meeting Minutes Page 1 of 2 November 16, 2010 MINUTES OF THE NOVEMBER 16, 2010 SPECIAL CLOSED MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK REVIEWED BY VILLAGE BOARD ON 1.CALL TO ORDER The Closed Meeting of November 16, 2010 of the Village Board of Trustees was called to order by President Craig in the Upper Level Conference Room of the Butler Government Center at 9:32 p.m. 2.ROLL CALL: The Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President John Craig, Trustee Stelios Aktipis, Trustee James Carson, Trustee Mark Moy, Trustee Gerald Wolin and Trustee Zannis ABSENT: Trustee Moin Saiyed IN ATTENDANCE: Village Manager Dave Niemeyer, Assistant Village Manager Blaine Wing and Village Attorney Mark Sterk 3.TO DISCUSS COLLECTIVE NEGOTIATING MATTERS BETWEEN THE PUBLIC BODY AND ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING SALARY SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES (2C2) A.Union Updates: PUBLIC WORKS – Assistant Village Manager Wing stated that he met with the Public Works Union this afternoon. He asked for confirmation of authority to propose the same language contained in the personnel manual. Consensus regarding this. Village Attorney Sterk stated that the Union has provided a full contract for the Village to review. FIRE UNION RETROACTIVE PAY – Village Manager Niemeyer explained that there is an increase in personnel costs in the general fund, partially due to being in the fourth year of accumulating retroactive pay for the Fire Union. Finance Director Sharon Dangles entered the meeting at approximately 9:57 p.m. Village Manager Niemeyer stated that these are similar assumptions as with the Police Union and if the contract is settled next year, the total amount of retroactive pay could be about $610,000. He stated that $387,500 was budgeted for this and might have to dip into the reserves if the retroactive amount ends up being what is predicted. Discussion ensued regarding same, current union contract, outsourcing, fire protection districts and contract with PSI. POLICE: Village Attorney Sterk stated that interest arbitration is set for December 7th. He discussed arguments the FOP might make and reasons for moving discipline to arbitration. 4.ADJOURNMENT Motion by Trustee Wolin, seconded by Trustee Zannis, to adjourn the Closed Meeting and Reconvene the Regular Board of Trustees Meeting. VOICE VOTE: Motion carried.
