CALL TO ORDER The Special Closed Meeting of November 21, 2011 of the Village Board of Trustees was called to order by President Gopal G. Lalmalani in the Upper Level Conference Room of the Butler Government Center at 9:51 p.m. 2. ROLL CALL: The Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President Gopal G. Lalmalani, Trustee Stelios Aktipis, Trustee Michael Manzo, Trustee Mark Moy, Trustee Gerald Wolin, Trustee Asif Yusuf, and Trustee Elaine Zannis ABSENT: None IN ATTENDANCE: Village Manager Dave Niemeyer, Assistant Village Manager Blaine Wing, Village Attorneys Peter Friedman 3. TO DISCUSS COLLECTIVE NEGOTIATING MATTERS, PURSUANT TO SECTION 2C(2) OF THE ILLINOIS OPEN MEETINGS ACT, RESPECTIVELY A. Police Contract Negotiations Assistant Village Manager Wing handed out an updated confidential comparables’ worksheet and stated that the Village is about in the middle in regard to the salary ranges. He discussed what other communities have done recently. He stated that the union previously informed him that they are seeking a 3.5% or greater salary increase and that he is requesting authority for a 2.5% increase with a one-time $500.00 signing bonus and explained the advantages and reasons for this in addition to health insurance employee contribution increases. He also explained the disadvantages of having all union contracts expire at the same time and the different options he was presenting and that the other two unions received 2.5% salary increases for 2012. Discussion ensued regarding the salary increase and signing bonus proposal in addition to twelve- hour shifts. 4. TO CONSIDER THE FOLLOWING PENDING, PROBABLE, OR IMMINENT LITIGATION MATTERS PURSUANT TO SECTION 2C(11) OF THE ILLINOIS OPEN MEETINGS ACT, RESPECTIVELY A. Peterson Case Village Attorney Friedman stated the Village’s brief response is due tomorrow in regarding to the FOP’s motion and that Attorney Hervas will be filing a separate brief response. Village Attorney Friedman informed the Board that a FOIA had been filed by a member of the press for all the Peterson discipline records with the BFPC. Village Attorney Friedman discussed settlement options, risks of subsequent litigation, morale issues and that he would be interviewing the former Deputy Chief. 5. ADJOURNMENT Motion by Trustee Aktipis, seconded by Trustee Manzo, to adjourn the Closed Meeting and Reconvene the Regular Board of Trustees Meeting. VOICE VOTE: Motion carried.
