PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE
OF OAK BROOK REVIEWED BY VILLAGE BOARD ON
FEBRUARY 24, 2009.
1.CALL TO ORDER
The Closed Meeting of June 3, 2008 of the Village Board of Trustees was called to
order by President Craig in the Upper Level Conference Room of the Butler
Government Center at 6:10 p.m.
2.ROLL CALL:
The Village Clerk Charlotte Pruss called the roll with the following persons
PRESENT: President John Craig, Trustees James Carson, Jeffrey J. Kennedy, Kathryn
F.Manofsky, Moin Saiyed, Robe1t G. Sanford and Gerald Wolin
ABSENT: None
IN ATTENDANCE: David Niemeyer, Village Manager; Blaine Wing, Assistant Village
Manager and Darrell Langlois, Finance Director
3.TO DISCUSS COLLECTIVE NEGOTIATING MATTERS BETWEEN THE PUBLIC
BODY AND ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR
DELIBERATIONS CONCERNING SALARY SCHEDULES FOR ONE OR MORE
CLASSES OF EMPLOYEES. 2C2
A.Union Negotiati01: Update
President Craig asked Assistant Manager Blaine Wing to update the Board on the
negotiations ·.vith the nevi Oak Brook Fire Fighters Union, IAFF Local #4646.
Assistant Manager Wing felt that the meeting was productive. At the meeting
ground rules were agreed upon, discussed an FLSA issue as well as setting ne>ct
meeting dates. He laid out the parameters of the ground rules, the make up of the
negotiation team and '.vhere updated information would be available to the Board.
He reminded the Board that members of the team were the only ones to enter into
any conversation regarding the negotiations, He also highlighted severnl key items
and the overaU Village negotiation process and strategy.
He added that since the firefighters sv,1itched their union affiliations from the
Teamsters to the International Association of Fire Fighters it would probably mean
that an entirely new document would be requested. Discussion ensued regarding
the use of an attorney as part of the negotiation team. Trustees Carson and Wolin
both felt that an experie nced attorney should be part of the team. Assistant
Manager Blaine indicated that the ground rules included an agreement that they
w'ould meet without attorneys, and if one of the prnties wanted to include an

attorney they v,ould give the other party notice. It was felt that until the actual
proposal from the union was received an attorney 'Nould not be required.
In addition, he spoke on a key item that the Village was seeking regarding health
insurance plan changes. GeneraUy health insurance plan changes start with union
groups and then the Village would pass on to the general employees the same
changes. However, cunently the :Board is considering making changes for the non
represented employees and would like to inc:lude the same changes in the union
negotiations. He felt that the strategy, if it came to arbitration, vwuld give the
-Village an advantage in that the changes would bring the union members into parit)'
vt'ith the non represented employees.
Trustee Wolin suggested the Board make recommendations that the percentage of
the employee contribution for insurance be upgraded annually. Those
recommendations should also be a part of the union nego tiations since their
contracts bind the Village over a longer period of time. Manager Niemeyer agreed,
because he did not want non represented employee to feel that they \¥ere bearing
the brunt of increases for union employees which might encourage other groups to
seek union affiliationsl
President Craig left the meeting at 6:35 p.m.
4.TO CONSIDER THE APPOINTMENT, EMPLOYMENT, COMPENSATION,
DISCIPLINE, PERFORMANCE, OR DISMISSAL OF SPECIFIC EMPLOYEES OF
THE PUBLIC BODY OR LE GAL COUNSEL FOR THE PUBLIC BODY,
INCLUDING HEARING TESTIMONY ON A COMPLAINT LODGED AGAINST
AN EMPLOYEE OF THE PUBLIC BODY OR AGAINST LEGAL COUNSEL FOR
THE PUBLIC BODY TO DETERMINE ITS VALIDITY (2Cl).
i\. Health Insurance Update PSEBA
l\ssistant Manager \Ving summarized that state lav, mandates that the Village must
provide "basic" health insurance for those individuals who qualify for this benefit.
He indicated that by adding an HMO segment to the Village's plan it would qualify
as the basic plan and if the individual vAshed to carry a higher le,1el of coverage
he/she would have to pay the difference. He felt that this v,rould save the Village
money.
