MINUTES OF THE JUNE 4, 2007 CLOSED MEETING OF THE
PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE
OF OAK BROOK REVIEWED BY THE VILLAGE BOARD ON
JUNE 26, 2007.
1.CALL TO ORDER
The Closed Meeting of June 4, 2007 of the Village Board of Trustees was called to
order by President Craig in the Upper Level Conference Room of the Butler
Government Center at 6:15 p.m.
2.ROLL CALL:
The Village Clerk Charlotte Pruss called the roll with the following persons
PRESENT: President John W. Craig, Trustees James Carson, Jeffrey J. Kennedy,
Kathryn F. Manofsky, Moin Saiyed, Robert G. Sanford and Gerald Wolin
ABSENT: None.
IN ATTENDANCE: Acting Village Manager Jeffrey Moline, Acting Village Attorney
Mark Sterk and Mark Morien and Heide Voorhees from the PAR Group
3.PERSONNEL
Heide Voorhees from the PAR Group reminded the Board that they had been hired to
assist the Village of Oak Brook in the selection of a new Village Manager for the
Village of Oak Brook. She reported that they had placed advertisements on behalf of
Oak Brook, talked with several candidates, met with a number of local Village
Managers informally and formally, sent out letters of invitation to individuals they
thought might be interested or who might know of someone interested. There was a
very good response. They felt that the Village had two major advantages to offer those
with quality credentials. One was that the Village does not require residency and
another being that Oak Brook has a panache that is known throughout the area. She did
add that four candidates who they would have recommended withdrew within the last
few weeks.
She felt that there were some very excellent candidates, some with outstanding
economic development experience which was expressed as an important factor. She
indicated that they would walk through the candidates explaining what they know about
them from reference checks, media searches, etc. The Board then would determine
those that they would like to know more about and interview. They would then do
additional credit, criminal checks, etc.
Mark Morien asked how the Board would like to proceed. Trustees asked what criteria
had been used to eliminate candidates that would not be brought to the Board. Heide
Voorhees explained that they had attempted to match the profile and challenges of the

Village and whether the qualifications of the candidates would fit the profile and the
challenges. The candidates eliminated did not have qualifications that fit the needs of
Oak Brook and there were those who had no qualifications for the position at all. They
also indicated that approximately four candidates withdrew their applications expressing
concern for the turmoil in Oak Brook and other personal reasons.
Discussion ensued regarding the differences between Illinois candidates and out of state
candidates and other important aspects the Village required. In addition the cost of
moving out of state candidates was discussed. Discussion revealed that approximately
$10,000 was a figure that would be reasonable.
It was determined that the goal for the evening would be to narrow the field to
approximately five candidates and then move forward with the interview process.
Discussion of the twelve candidates recommended by the PAR group from the forty-
eight applicants ensued.
President Craig asked to review all applications and suggested that any interested
trustees review the remaining applications. He would like to change the parameters of
the timeline extending it to July 24 to provide time to review all of the remaining
applications.
Several trustees suggested that the Board continue the process by choosing five
candidates and begin the interview process indicating that it was unlikely that there
would be other candidates that they were interested in. President Craig, or any other
trustee, could bring forth another candidate for interview from the review of the
additional applications. Concern was expressed that by extending the timeline good
candidates might drop out.
Heide Voorhees explained the recommended interview process.
The group ranked the candidates that they would like to see interviewed. Consensus to
begin the interview process with David Niemeyer (6 affirmations), Marty Bourke (5
affirmations), John Coakley (5 affirmations), Larry Deetjen (4 affirmations) and Joe
Murray (4 affirmations).
