MINUTES OF THE JANUARY 28, 2025 REGULAR
MEETING OF THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF OAK BROOK
APPROVED AS WRITTEN ON
FEBRUARY 11, 2025
1. CALL TO ORDER
The Regular Meeting of the Village Board of Trustees was called to order by President Laurence E.
Herman in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of
Allegiance was recited.
2. ROLL CALL
Clerk Netasha Scarpiniti called the roll:
PRESENT: Trustee Michael Manzo, Melissa Martin, James Nagle, A. Suresh Reddy, Edward Tiesenga
and President Laurence E. Herman

3. PRESIDENT’S OPENING COMMENTS
President Herman commended the Public Works Department for working tirelessly to keep the streets
safe, water running and repair numerous water breaks in treacherous conditions. He recognized the nine
restaurants in Oak Brook participating in Chicago Restaurant Week. President Herman announced that the
Village will host Oak Brook International Festival on September 7th, 2025, and encouraged anyone
interested in volunteering for the event to visit the Village website or contact Clerk Scarpiniti. He stated
that the latest edition of My Oak Brook Newsletter will be arriving in everyone's mailboxes. President
Herman pointed out a correction on the statistic chart showing debt per capita, comparing financial
statistics among communities. The six million number per resident should read six thousand instead. He
apologized for the misstatement and declared that the Village would send an announcement through the
Village Communications Portal.

1. RESOLUTION R-2267, A Resolution Authorizing and Approving the Second Amendment to
the 2023 Janitorial Services Agreement with SW Cleaning Service, of Rolling Meadows, Illinois
for Janitorial Services.
Public Works Director O'Malley presented the Resolution summarizing the proposed agreement
for Village-wide cleaning services.
Trustee Martin asked the Directors about their satisfaction with this company's services. A brief
discussion followed.

2. RESOLUTION R-2270, A Resolution Approving and Authorizing the Execution of an
Agreement By and Between the Village of Oak Brook and Hinsdale Magazine Group, Inc.
Village Manager Summers stated that Assistant Village Manager Mitchell was heavily involved
in this project; however, he is out sick. The renewal of the annual contract with Hinsdale
Magazine Group for Oak Brook Magazine includes the following: the same number of ads as in
the past, additional article concessions, and the relinquishment of the restaurants.com website to
the Village.
Trustee Tiesenga acknowledged the substantive report presented by Village Manager Summers.

3. RESOLUTION R-2268, A Resolution Approving the Waiver of Competitive Bidding and
Authorizing the Purchase of Golf Course Maintenance Equipment from Turfwerks
Sports Core Director Segura explained the bidding process conducted by the Omnia Partners and
highlighted the time-saving measures purchasing the new mower will have on staff.
A brief conversation followed about the price of the item, staff time, and the utilization of the
new OpenGov software.

4. RESOLUTION R-2269, A Resolution Approving the Second Amendment to the Professional
Services Agreement for the Taste of Oak Brook Event Management Services Dated April 27,
2023
Village Manager Summers disclosed that the presented annual Agreement with Duff
Entertainment has increased by seven hundred seventy-five dollars from the previous year,
equating to an inflationary increase.
Trustee Manzo spoke in support of the measure and satisfaction with the company.

5. ORDINANCE G-1269, An Ordinance Amending Title 8 (Public Works) of the Village of Oak
Brook Code of Ordinances
Development Services Director Von Drasek reported that the Public Works Department sent the
application to Tree City USA last year, and after a review, the Village received feedback to add
the presented provision to the Ordinance. She noted that the construction standards have been in
place for the Village, just not adopted within the Village Code Ordinance.
Trustee Martin asked for clarification regarding the references made within the Ordinance
regarding tree maintenance.
Trustee Tiesenga asked that a copy of the signed Ordinance be sent to the DuPage County Forest
Preserve District.

9. BOARD UPDATES
Trustee Tiesenga praised the Oak Brook Police Department for their quick response in apprehending the
Venezuelan prison gang members responsible for stealing from a sunglass store at the mall. He expressed
his gratitude to the Police Department for taking the lead and collaborating with the State's Attorney on
the matter.
Trustee Manzo echoed Trustee Tiesenga's comments, adding that he received positive feedback regarding
the transmitter site and extended thanks to the Board on behalf of the Saddle Brook subdivision President
for protecting our borders.
Trustee Martin thanked the Public Works Department for their hard work, especially during the frigid
temperatures we endured in the past week.
Trustee Reddy reminded everyone to stay indoors, especially during the treacherous cold nights. He
thanked the Public Works Department for keeping the roads safe and spoke about his presence at the
inauguration ceremony of the new President in Washington, D.C.
Trustee Nagle echoed Trustee Martin's comments and expressed gratitude to the public works department
for working in harsh conditions.
