HomeMy WebLinkAboutMinutes - 07/29/2021 - Police Pension Fund BoardMINUTES OF A REGULAR MEETING OF THE OAK BROOK POLICE PENSION FUND BOARD OF TRUSTEES JULY 29, 2021 A regular meeting of the Oak Brook Police Pension Fund Board of Trustees was held on Thursday, July 29, 2021 at 6:15 p.m. in the Upper-Level Conference Room at the Butler Government Center located at 1200 Oak Brook Road, Oak Brook, Illinois 60523, pursuant to notice. CALL TO ORDER: Trustee Torlo called the meeting to order at 6:19 p.m. ROLL CALL: PRESENT: Trustees Velia Torlo, Alan Feldman, Ed Caspers, Hitesh Patel and Reid Foltyniewicz ABSENT: None ALSO PRESENT: Finance Director Jason Paprocki, Village of Oak Brook; Phil Kosmala, Taiber Kosmala and Associates, LLC; Bruce Heniken, Fifth Third Investments (arrived at 6:34 p.m.); Molly Weslow, Lauterbach & Amen, LLP (L&A); Rose Kane and Reid Foltyniewicz, Members of the Public PUBLIC COMMENT: There was no public comment. APPROVAL OF MEETING MINUTES: April 22, 2021 Regular Meeting: The Board reviewed the April 22, 2021 regular meeting minutes. A motion was made by Trustee Caspers and seconded by Trustee Patel to approve the April 22, 2021 regular meeting minutes as written. Motion carried unanimously by voice vote. June 17, 2021 Special Meeting: The Board reviewed the June 17, 2021 special meeting minutes. A motion was made by Trustee Foltyniewicz and seconded by Trustee Caspers to approve the June 17, 2021 special meeting minutes as written. Motion carried unanimously by voice vote. Semi-Annual Review of Closed Session Meeting Minutes: The Board reviewed the closed session meeting minutes and will not release them at this time due to pending matters. INVESTMENT REPORT: Taiber Kosmala and Associates, LLC: Mr. Kosmala presented the Quarterly Investment Report for the period ending June 30, 2021. Mr. Kosmala reviewed the Overall Portfolio, Market Indexes, Bond Portfolio, Equities and Transaction Ledger. As of June 30, 2021, the quarter-to-date net return is 4.93% for an ending market value $47,523,083. The current asset allocation is: 32.48% Large Cap; 10.59% Small Cap; 16.78% Equity; 34.96% Fixed Income; 2.69% Public Real Estate; and 2.49% Cash & Equivalents. A motion was made by Trustee Caspers and seconded by Trustee Patel to accept the Quarterly Investment Report as presented. Motion carried unanimously by voice vote. Mr. Kosmala left the meeting at 6:30 p.m. ACCOUNTANT’S REPORT – LAUTERBACH & AMEN, LLP: Monthly Financial Report and Presentation and Approval of Bills: The Board reviewed the Monthly Financial Report for the six-month period ending June 30, 2021 prepared by L&A. As of June 30, 2021, the net position held in trust for pension benefits is $48,071,962.82 for a change in position of $3,234,841.22. The Board also reviewed the Cash Analysis Report, Revenue Report, Expense Report, Member Contribution Report, Payroll Journal and the Vendor Check Report for the period April 1, 2021 through June 30, 2021 for total disbursements of $163,787.34. A motion was made by Trustee Caspers and seconded by Trustee Patel to accept the Monthly Oak Brook Police Pension Fund Meeting Minutes – July 29, 2021 Page 2 of 3 Financial Report as presented and to approve the disbursements shown on the Vendor Check Report in the amount of $163,787.34. Motion carried unanimously by voice vote. Additional Bills, if any: There were no additional bills presented for approval. Mr. Heniken arrived at 6:34 p.m. INVESTMENT REPORT (CONTINUED): Fifth Third Investments: Mr. Heniken presented the Investment Review for the period ending June 30, 2021. As of June 30, 2021, the quarter-to-date net return is 2.96% with total earnings of $53,350.07 for an ending market value of $14,306,723.38. The current asset allocation is: Fixed Income at 99.94% and Cash & Equivalents at 0.06%. The asset composition for the fixed income portfolio, reconciliation and holdings summaries and quarterly market insights were reviewed with the Board. A motion was made by Trustee Caspers and seconded by Trustee Foltyniewicz to accept the Investment Review as presented. Motion carried unanimously by voice vote. Mr. Heniken left the meeting at 6:42 p.m. Review/Update Investment Policy: The Board discussed the Investment Policy and determined that no changes are required at this time. COMMUNICATIONS AND REPORTS: Active Member File Maintenance: The Board noted that L&A will prepare Active Member File Maintenance letters for distribution to all active members requesting any additional pension file documents. APPLICATIONS FOR MEMBERSHIP/WITHDRAWALS FROM FUND: There were no applications for membership or withdrawals from the Fund. APPLICATIONS FOR RETIREMENT/DISABILITY BENEFITS: There were no applications for retirement or disability benefits. OLD BUSINESS: IDOI Annual Statement: The Board noted that the finalized report was submitted to the IDOI prior to the June 30, 2021 deadline. NEW BUSINESS: Review/Approve – Actuarial Valuation and Tax Levy Request: The Board reviewed the finalized Actuarial Valuation as prepared by L&A. Based on data and assumptions, the recommended contribution amount is $2,652,043 which is a $241,466 increase from the prior year contribution. The statutory minimum contribution requirement is $2,242,708. A motion was made by Trustee Foltyniewicz and seconded by Trustee Caspers to accept the Actuarial Valuation as prepared and to request a tax levy in the amount of $2,652,043 from the Village of Oak Brook, based on the recommended amount stated in the Actuarial Valuation prepared by L&A. Motion carried unanimously by voice vote. Review/Adopt – Municipal Compliance Report: The Board noted that the Municipal Compliance Report will be ready for review at the next regular meeting. Board Officer Elections – President, Vice President, Secretary & Assistant Secretary: The Board discussed Board Officer Elections and nominated the slate of Officers as follows: Trustee Torlo as President, Trustee Feldman as Vice President, Trustee Caspers as Secretary and Trustee Foltyniewicz as Assistant Secretary. A motion was made by Trustee Caspers and seconded by Trustee Patel to elect the slate of Officers as stated. Motion carried unanimously by voice vote. Oak Brook Police Pension Fund Meeting Minutes – July 29, 2021 Page 3 of 3 FOIA Officer & OMA Designee: The Board discussed designating Sylwia Slodyczka and the Village Clerk Office as the FOIA Officer and OMA Designee. A motion was made by Trustee Foltyniewicz and seconded by Trustee Caspers to designate the FOIA Officer and OMA Designee as stated. Motion carried unanimously by voice vote. Portability Update – Donald Krenner: The Board noted that L&A mailed correspondence to Donald Krenner regarding his request to calculate the amount of money due to the Crete Police Pension Fund to combine service under portability, but no response has been received to date. Further discussion will be held at the next regular meeting. Review/Approve – Fiduciary Liability Insurance Renewal: The Board reviewed the fiduciary liability insurance renewal provided by Mesirow Insurance Services, Inc. through Ullico Casualty Group, LLC. A motion was made by Trustee Caspers and seconded by Trustee Patel to approve payment of the fiduciary liability insurance renewal effective August 1, 2021 through August 1, 2022 in the amount of $4,175. Motion carried unanimously by voice vote. TRUSTEE TRAINING UPDATES: The Board discussed upcoming training opportunities. Trustees were reminded to submit any certificates of completion to L&A for recordkeeping. Approval of Trustee Training Registration Fees and Reimbursable Expenses: There were no Trustee training registration fees or reimbursable expenses presented for approval. ATTORNEY’S REPORT – REIMER DOBROVOLNY & LABARDI PC: Legal Updates: The Board was provided with the Reimer Dobrovolny & LaBardi PC Legal and Legislative Update newsletter for their review. CLOSED SESSION, IF NEEDED: There was no need for closed session. ADJOURNMENT: A motion was made by Trustee Torlo and seconded by Trustee Foltyniewicz to adjourn the meeting at 7:11 p.m. Motion carried unanimously by voice vote.
