HomeMy WebLinkAboutMinutes - 12/18/2017 - Sports Core Advisory CommitteeSCAC 12-18-17 Mtg Minutes MINUTES OF THE DECEMBER 18, 2017 MEETING OF THE OAK BROOK SPORTS CORE ADVISORY COMMITTEE OF THE VILLAGE OF OAK BROOK APPROVED AS AMENDED ON JANUARY 11, 2018 CALL TO ORDER The Meeting of the Sports Core Advisory Committee of the Village of Oak Brook was held in the Upper Level Conference Room at the Butler Government Center and called to order by Chairwomen Angie Lopez at 7:00 p.m. PRESENT: Angie Lopez, Lara Barber, Erin Converse, Kathy Miller, Frank Scarpiniti, Lynna Smith, Mike Stevens ABSENT: John Anos, Melissa Martin IN ATTENDANCE: Village Manager Rick Ginex, Village President Gopal Lalmalani, Village Trustees John Baar, Phil Cuevas, Mike Manzo, Moin Saiyed and Asif Yusuf, Executive Assistant Donna Bettin, Golf Club Manager Sean Creed APPROVAL OF MINUTES Chairwoman Angie Lopez motioned to approve the minutes from the November 30, 2017 Sports Core Advisory Committee meeting. Seconded by Member Lynna smith. Voice vote. Motion carried. Chairwoman Lopez mentioned a change in the sequence of agenda items for this meeting. Park District representatives are present for the discussion regarding the Park District’s proposal for running the pool operations at the Bath and Tennis Club. Since they are under time constraints, Chairwoman Lopez has moved up agenda item 4.A-Oak Brook Park District Proposal to now. She then introduced Executive Director Laure Kosey. Manager Ginex introduced Park Board President Sharon Knitter and Executive Director, Laure Kosey as well as recreation/aquatic staff members, Karen Spandikow and Jessica Gray. He thanked the Park District for coming tonight and taking the time to meeting with him and Committee representatives and for putting together the draft proposal. Manager Ginex explained that the draft proposal was sent to the Village Board members as well as the Sports Core Advisory Committee. Questions regarding the proposal and discussion ensued. Director Kosey explained that the Park District is submitting this proposal for the betterment of the Oak Brook Community. They do not know if they will be successful therefore they are only making this proposal one year to get a feel of what it is like as they are not exactly sure what condition the pool is in. There are a lot of question marks, so they are willing to take some risk to try to make it succeed. However, until the pool is open, filled with water and life guards in place, they are not sure what to expect. She did inform the Committee that it is a well-known fact that outdoor pools do not make money, especially since they are weather dependent. Outdoor pools need to have a lot of programming to make it successful. Discussion ensued regarding the proposed hours of operation and days opened/closed. Per Director Kosey all dates and times are negotiable. Opening and closing of pool operations coincide with when the student’s/life guards are done with school for the summer or go back to high school/college. Swim team scheduled discussed. Timing is of the essence. The holiday break is coming up and that is when the Park District does most of the hiring for summertime pool life guards. SCAC 12-18-17 Mtg Minutes Manager Ginex also broached the subject about the Sports Core brochure (which can be discussed at a later time) and pricing. Brochure will need to be submitted by the end of February and membership fees should be discussed moving forward with the draft proposal. Director Kosey mentioned that the Park District would make some changes. Since this is a one-year agreement, they would possibly keep the membership fees the same, there would be more restrictions on some things and they would like to offer some perks such as allowing bath and tennis club members the use of the park district pool. They have a camps and aquatics guide they would like to add this information to their brochure to help market the pool. Discussion ensued regarding the programming of the pool and programming times. Discussion ensued regarding last year’s pool experience and expectations for this year. Director Kosey explained that the Park District will be stricter in certain areas of the pool. Director Kosey went on to clarify some operating expenses. Golf Course will handle the concession operations and cosmetic upgrades. The proposal philosophy is, the Village will pay the Park District approximately $255,000 to run and operate for the pool for this summer. The Park District would take in all of the revenue and at the end of the season, they would pay the Village all revenues received. They have one stipulation; that all revenue returned, needs to go back into the pool. The pool needs to be taken care and really needs a lot of work. Trustee Baar thanked the Park District staff and Park Board for being supportive and willing to work with the Village on this endeavor. Discussion ensued. Park District staff left the meeting. PUBLIC COMMENTS – Mr. Bill Lindeman spoke about resident rates and that the Park District boundaries are different than the actual Village boundaries, just to caution everyone on that issue. DIRECTION OF POOL A. Oak Brook Park District Proposal – Manager Ginex discussed the breakdown of fees that was handed out. Trustee Manzo pointed out a couple of hurdles that may occur along the way. Discussion ensued. Chairwomen Lopez stated that we need to inform the Pool and Tennis members/public regarding the upcoming changes. A need for a member code of conduct will have to be communicated as well. Discussion ensued regarding member’s versus non- members coming to the pool, education of the public, gaining more memberships and the option of closing the pool for one season to update and renew the pool. Chairwomen Lopez made a motion to have the Committee make a recommendation to the Village Board to accept the Park District proposal, with language changes and clarifications made, and to sign an agreement with the Park District for pool operations for the 2018 season. Seconded by Kathy Miller. Voice vote. Motion carried. Manager Ginex asked the consensus of the Village Board members present to begin the process with the Oak Brook Park District. Trustees Manzo, Yusuf, Baar and Cuevas were all in consensus. B. Swim Coaches and Swim Program – Member Lara Barber explained that they are currently in the process of putting everything in place. She is not ready to disclose anything yet, until they can get the hiring process complete and then she will report back to the Committee. Kirby is SCAC 12-18-17 Mtg Minutes coming back this year, and they are courting another Coach, which will split the Head Coach responsibilities as done last year. The person she is talking to will have junior coaches that will come as well. Hoping to have the team numbers rise this year. She thinks the program will be run well and the Coaches will do a good job. The Coaching will fall under the employment of the Village. The pool guards would be with the Park District. DIRECTION OF TENNIS PROGRAM A. Information on Tennis Pros – Member Erin Converse and Member Mike Stevens met with 2 individuals for the position of Tennis Pro. They both provided an update on the interviews and their thoughts on who they feel would make a good fit for the tennis program. Manager Ginex asked for the Committee’s assistance in determining how the compensate process is for the pros as they would be set up as a Village employee. Several options were discussed. It was determined that we first hire a tennis pro and then work with the pro and see what they feel they need to earn to make this work. This can be discussed at the January meeting. SIGNAGE A. Oak Brook Bath & Tennis B. Library There is signage at the Library and the Bath and Tennis Club entrances. The Village Board initially approved a new sign for the Swim and Tennis Club but halted the process when there was protest on the name change of the Bath and Tennis Club. The previous committee liked the more expensive sign. It has not moved forward as a definite decision has not been received. The Library sign has recently been updated. Chairwomen Lopez asked if the Committee can revisit the proposals that were previously submitted at the next meeting. Trustee Baar stated that the previous Sports Core Committee was looking for more of a high- class sign that is aesthetically pleasing and draws people in. GOLF CLUB UPDATES – Golf Club Manager, Sean Creed explained that they are diving head first in to the updates at the Golf Club. New flooring, painting, outside patio improvements, cart path updates, replacing the cart fleet, outdoor cosmetic updates, new Golf Club sign. It will not be the same as the other signs. The Committee expressed their thoughts on keeping all Village signage the same for the Sports Core facilities. OTHER BUSINESS – Member Barber expressed her concerns regarding the safety and security of the lone staff member at the Bath and Tennis clubhouse being there by herself and showing the building to strangers. Manager Ginex reported that a new camera system was installed and explained that she is also welcome to come here to Village Hall and work from these offices.
