TRUSTEES OF THE VILLAGE OF OAK BROOK

1.CALL TO ORDER
The Regular Meeting of the Village Board of Trustees was called to order by President Laurence E.
Herman in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of
Allegiance was recited.
2.ROLL CALL

3.PRESIDENT’S OPENING COMMENTS
President Herman stated that his remote participation was due to a business commitment. He mentioned
the holy month of Ramadan and the start of Lent. He reminded everyone that early voting will take place
from March 17th to March 31st, weekdays from 8 a.m. to 7 p.m., and weekends from 9 a.m. to 5 p.m. in
the West Wing Conference Room. He noted that Daylight Saving Time begins on March 9th.

Development Services Director Von Drasek explained that Smile Partners USA requested a special
use permit per the Village's requirement and that a representative of the business was present and
available to answer any questions.

Development Services Director Von Drasek stated that the Midwest Club HOA requested lots for
development within the subdivision be rezoned and subdivided.

Zoning Map on an annual basis. She stated that the major change was the rezoning of the property

1. Resolution R-2273, A Resolution Authorizing and Approving the Second Amendment to the
2023 Civil Engineering Agreement with Civiltech Engineering, of Itasca, Illinois.
Public Works Director O'Malley presented the Resolution providing background information on
the review of proposals received from several Village-approved consultant engineering firms,
adding that Civiltech Engineering of Itasca has proven to be the best value for the Village.

2.Resolution R-2281, A Resolution Awarding a Professional Engineering Services Agreement to
Engineering Resource Associates, of Warrenville, Illinois, for the Ginger Creek Watermain and
Storm Sewer Improvement Project.
Public Works Director O'Malley stated that the Village requested and received proposals for 7 out
of 10 pre-qualified consultants and that Engineering Resource of Warrenville was the lowest
bidder.
Trustee Manzo confirmed that the contract is a "do not exceed" type of contract.

3.Resolution R-2283, A Resolution Authorizing and Approving a Purchase Order for the Purchase
and Installation of a New 2001-130 Federal Signal Outdoor Warning Siren
Fire Chief Fleege explained that the outdoor siren on 35th Street at the Midwest Club entrance has
reached the end of its useful life and needs to be replaced. In addition, he reminded the Board that
the siren on 31st will need to be replaced next year.
Trustee Martin thanked Fire Chief Fleege for being proactive in identifying the issue that will need
replacement in the future, thus saving the Village money in the long run.
President Pro Tem Manzo confirmed that the 30 to 35 year life cycle is a normal lifespan of this
equipment.

4.Resolution R-2284, A Resolution Approving and Authorizing the Execution of an Agreement By
and Between the Village of Oak Brook and BCI Entertainment, LLC
D/B/A Northern Lights Drone Shows
Village Manager Summers presented the Resolution explaining that the proposal was for an
increase of the number of drones from 150 to 300 for the 2025 Taste of Oak Brook festivities. He
confirmed that the Village will explore obtaining a longer term contract.
Trustee Martin asked about a possibility to extend the contract in the future.
President Pro Tem Manzo made statements regarding the success of last year's drone show.

Amended, Title 4, Section 8A to Increase the Number of Authorized Class A-1 Liquor Licenses

By One to Forty-Four for Fat Rosie's
Trustee Nagle recused himself due to a conflict of interest.
President Pro Tem Manzo welcomed Fat Rosie's to the Village of Oak Brook.

6.Ordinance G-1271, An Ordinance Amending Title 12 (Recreational Facilities) of the Village of
Oak Brook Code of Ordinances as it Pertains to the Fee Schedules for the Oak Brook Golf Club
and Oak Brook Bath and Tennis Club
Sports Core Director Segura explained that Staff recommended adding a new membership option
for residents only for individual lap swim.
Trustee Martin spoke about the outcome of resident feedback as presented and encouraged
residents to come forward so that issues or problems can be addressed and suggestions considered.
Trustee Jain expressed his content with the proposal, stating that the discount encourages an
increase in resident participation.

10.BOARD UPDATES
Trustee Reddy encouraged anyone interested in participating in the Oak Brook International Festival to
register on the Village website.
Trustee Jain spoke about the upcoming election and encouraged everyone to vote.
Trustee Tiesenga recognized the Police Department for apprehending offenders and confiscating weapons
and drugs.

Trustee Martin extended her best wishes for a happy Ramadan Mubarak to those celebrating and
promoted the Bath and Tennis Club, encouraging residents to sign up for membership. She urged
everyone to explore the library’s beacon for family-friendly activities, highlighting it as a valuable
community resource. She praised the Public Works Department for their quick response in fixing a
malfunctioning traffic light.
President Pro Tem Manzo thanked the Police Department for keeping the Village safe, expressed his
opinions toward Illinois leadership in handling of the illegal immigration cases.
