MEETING OF THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF OAK BROOK

1.CALL TO ORDER
The Regular Meeting of the Village Board of Trustees was called to order by President Laurence E.
Herman in the Samuel E. Dean Boardroom of the Butler Government Center at 7:00 p.m. The Pledge of
Allegiance was recited.

3.PRESIDENT’S OPENING COMMENTS
President Herman opened the meeting by honoring the memory of retired Fire Captain Charles DeWitt.
President Herman shared personal stories from their time together at the Fire Department. President
Herman recognized National Women’s Day on March 8th. He invited everyone to support the Oak Brook
Police Department as they participate in the Polar Plunge on March 22nd to raise funds and awareness for
the Special Olympics, highlighting the event link available on the Village website. President Herman
discussed the Bath & Tennis Club membership registrations and new amenities for the upcoming season.
President Herman reminded everyone that early voting starts Monday, March 17th, at the Oak Brook
Village Hall.

1. Resolution R-2282, A Resolution Approving and Authorizing the Execution of an Agreement
with Johnson Controls Security Solutions for Alarm Monitoring Services
Fire Chief Fleege explained that the Resolution is for renewal of a contract with Johnson
Controls Security Solutions for Alarm Monitoring Services and detailed some of the terms of the
contract, including locked-in pricing for the duration of the contract and the anticipated annual
revenue to the Village by collecting restoration fees.
President Herman and Trustee Tiesenga commended Fire Chief Fleege for negotiating better
contract terms for the Village.

2. Resolution R-2288, A Resolution Authorizing the Purchase of Golf Commodities for the Oak
Brook Golf Course
Sports Core Director Segura presented the Resolution, adding that purchasing the commodities
takes place on an as-needed basis.
Trustee Martin commended Sports Core Director Segura for going out to bid on all the listed items
and providing background information on each item she requested. She stated that the funds used
per round decreased since Sports Core Director Segura took over operations.
President Herman inquired about the Golf Course opening date, and Sports Core Director Segura
responded that it is expected to open the last week of March.

3. Resolution R-2289, A Resolution Approving and Authorizing a Contract to Era Valdivia
Contractors, Inc. of Chicago, Illinois for the Water Reservoirs A & B Mixing Systems Repaint and
Miscellaneous Repairs Project
Public Works Superintendent Temes presented the Resolution, mentioning the scope of work
involved in the project following the recent inspection of the Village reservoirs.
Trustee Martin clarified that although part of the project involved minor repairs to the reservoirs,
the more significant portion consisted of installing mixers in the reservoirs, thereby improving the
water quality for the Village.
President Herman asked if the taste of the water and water quality variations depend on the
municipality's water distribution systems. Public Works Superintendent Temes confirmed that the
chlorine evaporates as it moves through the system, resulting in lower chlorine levels, which can
impact both the taste and overall quality of the water.
Trustee Tiesenga stated that the Village of Oak Brook has not had a chlorine level violation since
2005 and that anyone interested can look up the information on the water quality of every town in
the United States at www.statisnostics.com by inputting the zip code and navigating to the climate
tab.

4. Ordinance S-1718, An Ordinance Authorizing Amendments and Transfers Among Budget Line
Items the Village of Oak Brook, Illinois (FY2024)
Finance Director Fumero presented the Ordinance stating that the Ordinance shows the
modification to the budget by providing final actuals, resulting in a net effect of increasing the
Village's revenues by over five million dollars and reducing expenditures by about ten million.
Trustee Martin appreciated including documentation explaining how the Village arrived at the
zero-base budgeting.

Trustee Tiesenga spoke about the refreshing information outlining the year-end budget, his review
of the DMMC Legislative report and the pending bills in Springfield, and the Fire and Police
Pension obligations to the Village.
Trustee Manzo thanked Finance Director Fumero for being conservative with the budget and
commented on pension obligations.
Finance Director Fumero commented on the significant contribution to the savings from the Public
Works Department by going out to bid and performing the work in-house.

9. BOARD UPDATES
Trustee Reddy spoke about statistics surrounding people not exercising their right to vote and encouraged
everyone to come out and make their voices heard. He shared information on HOLI, the Indian Festival of
Colors on March 14th, St. Patrick's Day on March 17th, and the Sacred Month of Ramadan Mubarak.
Trustee Martin encouraged everyone to come out and vote in person or by mail if that is a more feasible
option, especially for those leaving on spring break.
Trustee Manzo spoke about early voting at the Village Hall, thanked the Village Manager and the
Department Heads for all the work done over the last few years, and commended Sports Core Director
Segura for turning the Sports Core operations around.
Trustee Tiesenga made an observation regarding the accountability and responsibility of the government's
efficiency and touched on the manager's memo that pointed to the progress of specific departments. He
also talked about the Village exceeding a low minimum standard set by the federal government and how
the Village revolutionizes this municipal setting.
Trustee Nagle praised the exceptional work accomplished by the Village Attorneys and highlighted the
various legal services provided by the law firm.
