THE BOARD OF TRUSTEES
JANUARY 21, 2025
A regular meeting of the Oak Brook Police Pension Fund Board of Trustees was held on Tuesday,
January 21, 2025 at 2:00 p.m. in the Upper-Level Conference Room at the Butler Government Center
located at 1200 Oak Brook Road, Oak Brook, Illinois 60523, pursuant to notice.
CALL TO ORDER: Trustee Torlo called the meeting to order at 2:00 p.m.

PUBLIC COMMENT: There was no public comment.
APPROVAL OF MEETING MINUTES: December 19, 2024 Regular Meeting: The Board reviewed
the December 19, 2024 regular meeting minutes. A motion was made by Trustee Caspers and seconded
by Trustee Plinske to approve the December 19, 2024 regular meeting minutes as written. Motion
carried unanimously by voice vote.
Semi-Annual Review of Closed Session Meeting Minutes: The Board reviewed the closed session
meeting minutes. A motion was made by Trustee Caspers and seconded by Trustee Plinske to publish
the March 31, 2021 closed session meeting minutes as written . Motion carried unanimously by voice
vote.
ACCOUNTANT'S REPORT-LAUTERBACH & AMEN, LLP: Monthly Financial Report and
Presentation and Approval of Bills: The Board reviewed the Monthly Financial Report for the eleven-
month period ending November 30, 2024 prepared by L&A. As of November 30, 2024, the net position
held in trust for pension benefits was $48,518,386.59 for a change in position of $3,828,981.55. The
Board also reviewed the Cash Analysis Report, Revenue Report, Expense Report, Member
Contribution Report, Payroll Journal, Quarterly Deduction Report, Quarterly Transfer Report and the
Quarterly Disbursement Report for the period September 1, 2024 through November 30, 2024 for total
disbursements of$22,848.09. A motion was made by Trustee Caspers and seconded by Trustee Plinske
to accept the Monthly Financial Report as presented and to approve the disbursements shown on the
Quarterly Disbursement Report in the amount of $22,848.09. Motion carried by roll call vote.

Review/Update -Cash Management Policy: The Board discussed the Cash Management Policy and
determined no changes are needed at this time.
INVESTMENT REPORT: IPOPIF -Verus Advisory, Inc .: The Board reviewed the IPOPIF
Investment Performance Review prepared by Verus Advisory, Inc. for the period ending November
30, 2024. As of November 30, 2024, the one-month total net return was 2.4% and the year-to-date total
net return was 12.1% for an ending market value of$12,926,086,474.
State Street Statements : The Board reviewed the IPOPIF Market Value Summary and Statement of
Transaction Detail for the period ending November 30, 2024. As of November 30, 2024, the beginning
value was $47,059,022.96, the ending value was $47,750,304.09 and the month-to-date net return was
2.29%.
COMMUNICATIONS AND REPORTS: Affidavits of Continued Eligibility: The Board noted that
L&A mailed second request Affidavits of Continued Eligibility to all pensioners with a due date of
January 24, 2025. To date, four affidavits remain outstanding. L&A will mail third request affidavits
to the outstanding pensioners and status updates will be provided to the Board as they become
available.
Statements of Economic Interest: The Board noted that the List of Filers must be submitted to the
County by the Village by February I, 2025. Statements of Economic Interest will be sent to all
registered filers who will need to respond by the deadline of May 1, 2025.
APPLICATIONS FOR MEMBERSHIP/WITHDRAWALS FROM FUND: The Board reviewed
the Application for Membership submitted by Libu Mathew. A motion was made by Trustee Caspers
and seconded by Trustee Plinske to accept Libu Mathew into the Oak Brook Police Pension Fund
effective January 6, 2025, as a Tier II participant. Motion carried unanimously by voice vote.
APPLICATIONS FOR RETIREMENT/DISABILITY BENEFITS: There were no applications
for retirement of disability benefits.
OLD BUSINESS: Discussion/Possible Action -Board Rules and Regulations: The Board reviewed
the Rules and Regulations prepared by Reimer Dobrovolny & LaBardi PC. A motion was made by
Trustee Caspers and seconded by Trustee Plinske to accept the revised rules and regulations as prepared
by Reimer Dobrovolny & LaBardi PC. Motion carried unanimously by voice vote.
Portability Update -Patrick Scanlon: The Board noted Patrick Scanlon submitted a request to transfer
creditable service under portability and the calculation is in process. Further discussion will be held at
the next regular meeting.
NEW BUSINESS: Approve Annual Cost of Living Adjustments for Pensioners: The Board reviewed
the 2025 Cost of Living Adjustments calculated by L&A. A motion was made by Trustee Caspers and
seconded by Trustee Plinske to approve the 2025 Cost of Living Adjustments as required by statute
and calculated by L&A. Motion carried by roll call vote.

Review Trustee Term Expirations and Election Procedures: The Board noted that the active member
term currently held by Trustee Torlo is expiring in May 13, 2025. L&A will conduct an election on
behalf of the Pension Fund for one of the two active member Trustee positions.
TRUSTEE TRAINING UPDATES: The Board discussed upcoming training opportunities. Trustees
were reminded to submit any certificates of completion to L&A for recordkeeping.
Approval of Trustee Training Registration Fees and Reimbursable Expenses: There were no trustee
training registration fees or reimbursable expenses presented for approval.
ATTORNEY'S REPORT -REIMER DOBROVOLNY & LABARDI PC: QJLDRO Update -
Mark Kozlowski: The Board acknowledged receipt of the QILDRO Order, Consent to Issuance, and
the $50 processing fee for Mark Kozlowski, which have been reviewed by the Board Attorney and
approved by the Board. Additionally, the Board noted that the Calculation Order and an additional $5 0
processing fee have not yet been received. Further discussion is scheduled for the next regular meeting.
Legal Updates: The Board was provided with the Reimer Dobrovolny & LaBardi PC Legal and
Legislative Update quarterly newsletter for their review.
CLOSED SESSION, IF NEEDED: There was no need for closed session.
The Board noted that the next regular meeting will be held Thursday, April 17, 2025 at 2:00 p.m. in
the Upper-Level Conference Room at the Butler Government Center located at 1200 Oak Brook Road,
Oak Brook, Illinois 60523 .
ADJOURNMENT: A motion was made by Trustee Caspers and seconded by Trustee Plinske to
adjourn the meeting at 2:34 p.m. Motion carried unanimously by voice vote.
