THE BOARD OF TRUSTEES
OCTOBER 16, 2025
A regular meeting of the Oak Brook Police Pension Fund Board of Trustees was held on Thursday,
October 16, 2025 at 2:00 p.m. in the Upper -Level Conference Room at the Butler Government Center
located at 1200 Oak Brook Road, Oak Brook, Illinois 60523, pursuant to notice.

Trustee Torlo called the meeting to order at 2:07 p.m.

PUBLIC COMMENT: There was no public comment.
APPROVAL OF MEETING MINUTES: July 15, 2025 Regular Meeting: The Board reviewed the July 15,
2025 regular meeting minutes. A motion was made by Trustee Plinske and seconded by Trustee
Church to approve the July 15, 2025 regular meeting minutes as written. Motion carried unanimously
by voice vote.
ACCOUNTANT'S REPORT -LAUTERBACH & AMEN: Monthly Financial Report and Presentation and
Approval of Bills: The Board reviewed the Monthly Financial Report for the nine-month period ending
September 30, 2025 prepared by L&A. As of September 30, 2025, the net position held in trust for
pension benefits was $54,258,268.52 for a change in position of $5,783,361.83. The Board also
reviewed the Cash Analysis Report, Revenue Report, Municipal Revenue Report, Expense Report,
Member Contribution Report, Payroll J oumal, Quarterly Deduction Report, Quarterly Transfer Report
and the Quarterly Disbursement Report for the period July 1, 2025 through September 30, 2025 for
total disbursements of $26,928.74.
Additional Bills, if any: The Board reviewed the IPPFA invoice #78-2856 in the amount of $825 for
2026 IPPF A Membership Dues.
A motion was made by Trustee Plinske and seconded by Trustee Church to accept the Monthly
Financial Report as presented, to approve the disbursements shown on the Quarterly Disbursement
Report in the amount of $26,928.74 and to approve the additional bill as presented. Motion carried
by roll call vote.

Discussion/Possible Action -Cash Management Policy: The Board discussed the Cash Management
Policy and determined no changes are needed at this time.

Repeat Withdrawal Instructions for 2026: The Board reviewed the Repeat Withdrawal Instructions for
2026. A motion was made by Trustee Plinske and seconded by Trustee Church to set the 2026 monthly
repeat deposits at $400,000 from IPOPIF. Motion carried by roll call vote.

INVESTMENT REPORT: IPOPIF -Verus Advisory, Inc.: The Board reviewed the IPOPIF Investment
Performance Review prepared by Verus Advisory, Inc. for the period ending August 31, 2025. As of
August 31, 2025, the one-month total net return was 2.6% and the year-to-date total net return was
12.1% for an ending market value of $14,157,575,825.
State Street Statements: The Board reviewed the IPOPIF Market Value Summary and Statement of
Transaction Detail for the period ending September 30, 2025. As of September 30, 2025, the
beginning value was $52,421,975.45, the ending value was $53,286,164.82 and the month-to-date
net return was 2.04 %
COMMUNICATIONS AND REPORTS: Affidavits of Continued Eligibility: The Board noted that L&A will
mail Affidavits of Continued Eligibility to all pensioners in the fourth quarter. A status update will be
provided at the next regular meeting.
APPLICATIONS FOR MEMBERSHIP/WITHDRAWALS FROM FUND: Application for Membership -
Robert Dumitru: The Board reviewed the Application for Membership submitted by Robert Dumitru. A
motion was made by Trustee Plinske and seconded by Trustee Church to accept Robert Dumitru into
the Oak Brook Police Pension Fund effective July 28, 2025, as a Tier II participant. Motion carried
unanimously by voice vote.
APPLICATIONS FOR RETIREMENT/DISABILITY BENEFITS: There were no applications for
retirement or disability benefits.
OLD BUSINESS: Review/Approve -Actuarial Valuation and Tax Levy Request: The Board reviewed the
finalized Actuarial Valuation as prepared by L&A. Based on data and assumptions, the recommended
contribution amount is $3,501,309 which is a $390,874 increase from the prior year contribution. A
motion was made by Trustee Plinske and seconded by Trustee Church to accept the Actuarial
Valuation as prepared and request a tax levy in the amount of $3,501,309 from the Village of Oak
Brook, based on the recommended amount stated on the Actuarial Valuation prepared by L&A. Motion
carried by roll call vote.

Review/Adopt -Municipal Compliance Report: The Board reviewed the Municipal Compliance Report
prepared by L&A. A motion was made by Trustee Plinske and seconded by Trustee Church to adopt
the MCR as prepared and to authorize signatures by the Board President and Secretary. Motion
carried unanimously by voice vote.

NEW BUSINESS: Military Service Purchase -Nicholas Hatler: The Board noted that L&A mailed
correspondence to Nicholas Hatler regarding his request to calculate the amount of money due to the
Oak Brook Police Pension Fund to purchase 12 months and 15 days of military service time, but no
response has been received to date. Further discussion will be held at the next regular meeting.
BMO Bank Signature Cards and Resolution Update: L&A provided the Board with the necessary forms to
update the signers on the BMO Bank account with the current Board members and municipal
representative. A motion was made by Trustee Plinske and seconded by Trustee Church to designate
Trustees Velia, Plinske and Church as signers on the BMO Bank account. Motion carried by roll call
vote.

TRUSTEE TRAINING UPDATES: The Board discussed upcoming training opportunities. Trustees
were reminded to submit any certificates of completion to L&A for recordkeeping.
Approval of Trustee Training Registration Fees and Reimbursable Expenses: There were no trustee
training registration fees or reimbursable expenses presented for approval.
ATTORNEY'S REPORT -REIMER DOBROVOLNY & LABARDI PC: Legal Updates: The Board was
provided with the Reimer Dobrovolny & LaBardi PC Legal and Legislative Update quarterly newsletter
for their review.
CLOSED SESSION, IF NEEDED: There was no need for closed session.
The Board noted that the next regular meeting will be held January 15, 2026 at 2: oo p.m. in the Upper-
Level Conference Room at the Butler Government Center located at 1200 Oak Brook Road, Oak Brook,
Illinois 60523.
ADJOURNMENT: A motion was made by Trustee Plinske and seconded by Trustee Church to adjourn
the meeting at 2:42 p.m. Motion carried unanimously by voice vote.
