The Meeting of the Planning & Zoning Commission was called to order by Chairman
Wayne Ziemer at 6:30 p.m.

Rama Raman called the roll with the following persons:
PRESENT: Chairman Wayne Ziemer, Vice Chainnan Kenneth Wilczak (arrived
6:32), Members Jeff Bulin, Richard DiBernardo, Ramma Hasan, Baker Nimry,
and Marc Simon

Drasek and Village Planner Rama Raman
APPROVAL OF MINUTES MINUTES
REGULAR PLANNING & ZONING COMMISSION MEETING OF JUNE 3 2026 JUNE 3, 2026
Motion by Member Nimry, seconded by Member Hasan to approve the minutes of the
June 3, 2026 Regular Planning & Zoning Commission meeting as amended. VOICE
VOTE: Motion Carried.

Chairman Ziemer announced the commencement of the public meeting for the petition.
Planner Raman gave an overview of the petition.

Katie Jahnke Dale, DLA Piper, 444 W Lake St., Chicago, attorney for Amazon
reviewed a PowerPoint including the location, site plan and engineering plans. She
reiterated that they were seeking a final plat of consolidation to create one lot. No out -
lot was requested.
Several residents spoke (see list in Public Comment below) and handouts were
provided to commissioners.
Member DiBernardo was opposed to recommending a final plat prior to the planned
development project being approved by the Board of Trustees.
Member Bulin questioned the inconsistency with the final plat and the survey.
Ms. Janke Dale explained the 4 parcels that were not included in the final plat are
easement parcels.
Members discussed adding conditions.
Motioned by Member Hasan, seconded by Vice Chairman Wilczak to recommend
approval of the final plat of consolidation, subject to the following conditions:
1. Final engineering review and approval.
2. The addition of easements listed within the Engineering review, including
the cross -access easement.
3. Recording of the document by Village Staff
4. Addressing the EZA Village of Oak Brook Subdivision review dated June
22, 2026

Vice Chairman Ziemer announced that the public meeting for this matter was
concluded.

Chairman Ziemer announced the commencement of the public hearing for the petition
and swore in everyone that was presenting for the petition.
Planner Raman summarized the request seeking certificates of appropriateness for two
single-family homes.
Mark Daniel, Daniel Law Office, PC, Oakbrook Terrace, attorney for the applicant
explained that a similar petition was presented to the Village which ended with a
positive recommendation from the Plan Commission and an ultimate denial from the
Board of Trustees. A lawsuit was filed in 2022 regarding the subdivision lot sizes
and property lines.
He mentioned comments from the staff report regarding additional setbacks in the
desire for open space. He disagreed with the suggestions and felt the proposed
setbacks were appropriate. He reviewed PowerPoint slides showing neighborhood
setbacks and asserted they did not meet village code.
Jon Green, Civil Engineer, Engineering Resource Associates, reviewed a PowerPoint
showing existing and proposed contours and grading design. He said there would be
no stormwater impact on neighboring properties.
Mr. Daniel reviewed landscaping slides and the architecture/elevations of the
proposed residences, mentioning the proposed homes were specifically taken from
the Mill with brick and stone. A recessed entrance and lantern above the front
entrance of the Mill was incorporated into the house. The chimney, the windows
width and height design are also consistent with the Mill. The roof, gutters, and fascia
were designed based upon the Mill and the Faith Fellowship Church.
Mike Sahli, owner of the properties at 3715 Spring Road, was seeking approval in
order for him to build two single-family homes. He said the homes were designed
consistently with the Historic Graue Mill Gateway area characteristics and that they
were not seeking any variations.
Member Simon asked how they were able to decide on their architectural style.
Mr. Sahli and Mr. Daniel mentioned there were no definite guidelines.
Members questioned the past petition. They suggested further code review to clarify
for future applicants
Motioned by Member Hasan, seconded by Member Nimry to recommend approval of
Certificate of Appropriateness for Lot 1- 3715 Spring Road.

Ayes: 7 — Chairman Ziemer, Vice Chairman Wilczak, Members Bulin,
DiBernardo, Hasan, Nimry and Simon. Motion carried.
