OF Alr o c o 00 WTI,�� AGENDA ITEM Regular Board of Trustees Meeting of May 27, 2014 SUBJECT: 2014 Bridge Rehabilitation Project Engineering Services Agreement for Design Engineering with Crawford, Murphy and Tilly, Inc. —York Road (over I-88) —York Road(over I-294 ramp) —Windsor Drive (over I-294 ramp) FROM: Jim Bosma, P.E., Project Engineer �s BUDGET SOURCE/BUDGET IMPACT: $39,113 from Infrastructure Funds for Roadway Improvements Account 451-76200 RECOMMENDED MOTION: I move that the Village Board approve the attached Engineering Services Agreement with Crawford, Murphy and Tilly, Inc. for the design of the 2014 Bridge Rehabilitation Project in the not-to-exceed amount of $39,113 and approve Resolution R-1371. Background/History: Included within the 2014 Budget are funds for the design of this project. The attached proposal describes the specifics involved for this project. Basically, the Village has three bridges over Tollways that connect adjacent Village-owned streets. It is the Village's responsibility to maintain/repair the surface of the decks of these bridges and everything else that is above the decks like the side parapet walls and guard rails. Two of these bridges, along York Road, have significant potholes along with damage to the side parapet walls. Per a formal request by the Village, nine engineering firms had submitted their qualifications for Tollway bridge deck surfaces repair. These were reviewed and ranked by the Engineering Department. Crawford, Murphy and Tilly, Inc. (CMT) was then selected to begin with the design services. CMT is a large national firm but will be working from their Aurora office on this project. CMT works significantly for/with the Tollway and has recently been responsible for repairs to underneath the bridges in this project for the Tollway. The 2014 project is anticipated to cost approximately $260,000 (not including engineering costs). The CMT not-to-exceed design fee of$39,113 equals 15.0% of the anticipated construction cost which is reasonable since CMT will be majorly inspecting the Tollway bridges for all possible concerns which will require significant traffic controls and coordination with the Tollway. Recommendation: I recommend approving the attached engineering services agreement with Crawford, Murphy and Tilly, Inc. for design engineering for the 2014 Bridge Rehabilitation Project. Last saved by J:\0 Tollway Bridge Deck Surfaces Repair(14-1112)\2014-Bridge-Rehabilitation-Project-design-engineering-memo.docx Last printed 5/21/2014 12:53 PM RESOLUTION 2014-ENG-BRIDGE-AG-R-1371 A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT FOR THE BRIDGE REHABILITATION PROJECT WHEREAS, the Village is responsible for the maintenance and repair of the surface of the York Road bridge that passes over Interstate 88, the York Road bridge that passes of the Interstate 294 ramp, and the Windsor Drive bridge that passes over the Interstate 294 ramp (collectively "Bridge Surfaces'l; and WHEREAS, the Bridge Surfaces are scheduled to be repaired ("Bridge Project'j; and WHEREAS, the Village desires to retain an engineering firm to provide engineering design services to the Village for the Bridge Project("Design Services'; and WHEREAS, pursuant to Section 1-7-6 of the Village Code, contracts for the services of architects, engineers, and land surveyors shall not be subject to the competitive bidding/proposal requirements of Chapter 1 of the Village Code, and shall be awarded in accordance with the provisions of the Local Government Professional Services Selection Act, 50 ILCS 510/1 et seq.; and WHEREAS, in compliance with the Local Government Professional Services Selection Act, 9 firms submitted qualifications to the Village to provide Design Services and the firms were ranked; and WHEREAS, as a result of the selection process, the Village desires to retain and enter into an agreement with Crawford, Murphy and Tilly, Inc. ("Crawford") for Crawford to provide the Village Design Services in an amount not to exceed $39,113.00, which agreement is attached hereto as Exhibit A ("Agreement"); and WHEREAS, the President and Board of Trustees have determined that it is in the best interests of the Village to award a contract to Thomas and enter into the Agreement in a final form approved by the Village Manager; NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Approval of the Agreement. The President and Board of Trustees hereby approve the Agreement by and between the Village and Crawford. Section 3: Authorization and Execution of the Agreement. The Village President and Village Clerk shall be, and hereby are, authorized to execute the final Agreement on behalf of the Village after review and approval of the final form of the Agreement by the Village Manager and after receipt of the final Agreement fully executed by Crawford. Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and approval in the manner provided by law.
