RECOMMENDED MOTION: I move that the Village Board award a contract to the
lowest responsive and responsible bidder, R.W. Dunteman, Co., Addison, Il., subject to
staff review, for the 2014 Street Improvement Project based on the unit prices on the
attached bid tabulation, for an estimated total project price of $827,338.68, and that the
Village Board adopts Resolution 2014-CNSTRCTN-ST-CNTRCT-R-1365, A Resolution
Approving and Authorizing the Execution of a Construction Contract Relating to Street
Improvement Work By and Between the Village of Oak Brook and R.W. Dunteman Co.
Background/History:
A solicitation for bids for the 2014 Street Improvement Project was published in the Daily
Herald and on the Village website on Wednesday, April 16, 2014. Bid packages were picked up
by eight (8) companies. Three (3) sealed bids were received and opened on Monday, May 5,
2014. Christopher B. Burke (our consulting engineer) recommends that we award the contract to
the lowest responsive and responsible bidder, R.W. Dunteman, Co. (see attached letter). The bid
submitted by R.W. Dunteman, Co. in the amount of$827,338.68 is 13% less than the Engineer's
estimate of$948,543.60.
Staff received and reviewed references and is satisfied. Also, R.W. Dunteman, Co. completed
the 2001, 2002, and 2007 Oak Brook Paving Projects satisfactorily.
The project locations include significant areas of reconstruction along with areas of simple
resurfacing. Regarding Coolidge Street, we will also be addressing significant drainage
concerns. Regarding 35th Street (east of Route 83), we will also be widening a couple feet (to a

twenty foot width) along with improving parkway grading concerns that cause the erosion of the
stone shoulder. Regarding Golf Drive, we will also be reconstructing the existing north/south
segment asphalt vehicle path, which is very old and deteriorated, creating a much better means of
access. Regarding the Village Hall parking lot, we will be repaving the east quarter of the
parking lot which, when combined with the similar work in 2012, completes the repaving of the
east half of the Village Hall parking lot (with likely the remaining west half completed in 2015
or 2016). Finally, some of the Portland cement concrete drive/parking areas of Fire Station #2
will be reconstructed and the asphalt access area for one of the Village's drinking water reservoir
areas will be repaved.
Work should begin in June and be completed by mid-September.
Recommendation:
That the Village Board award a contract to the lowest responsive and responsible bidder, R.W.

Christopher B. Burke Engineering, Ltd. (CBBEL) has reviewed the three (3) bids that were
opened and read publicly at 10:00 a.m. on Monday, May 05, 2014 at the Village Hall (bid
tabulation attached). The apparent low bidder is R.W. Dunteman Co. with an as read bid
amount of$827,338.68.
CBBEL has reviewed the proposal documents and verified that R.W. Dunteman Co. is
indeed the low bidder. CBBEL recommends award of the 2014 Street Improvement Project

RESOLUTION 2014-CNSTRCTN-ST-CNTRCT-R-1365
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A CONSTRUCTION
CONTRACT RELATING TO STREET IMPROVEMENT WORK BY AND BETWEEN
THE VILLAGE OF OAK BROOK AND R.W. DUNTEMAN CO.
WHEREAS, the Village desires to make certain street and infrastructure improvements to
Coolidge Street, 35th Street east of Route 83, Golf Drive, the Village Hall parking lot, and Fire Station #2
(collectively, the "Project"); and
WHEREAS, the Village solicited bids for the completion of the Project ("Construction
Services"); and
WHEREAS, the Village received three bids for the Construction Services; and
WHEREAS, R.W. Dunteman Co. of Addison, Illinois ("Dunteman") was the lowest responsive
and responsible bidder for the Construction Services; and
WHEREAS, the Village and Dunteman desire to enter into and execute an agreement for
Dunteman to provide the Construction Services and complete the Project consistent with Dunteman's bid,
as provided in the bid tabulation attached hereto as Exhibit A, which agreement shall be in a final form
acceptable to the Village Manager("Construction Contract'); and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to award the Construction Contract to Dunteman and enter into the Construction Contract;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Purchase. The purchase of Construction Services and materials
necessary to complete the Project from Dunteman in a total amount not to exceed $827,338.68 shall be,
and is hereby, approved.
Section 3: Approval of the Construction Contract. The President and Board of Trustees
hereby approve the Construction Contract by and between the Village and Dunteman, which Construction
Contract shall be completed in a final form acceptable to the Village Manager.
Section 4: Authorization and Execution of the Construction Contract. The Village President
and Village Clerk shall be, and hereby are, authorized to execute the Construction Contract, as approved
by the Village Manager, on behalf of the Village.
Section 5: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
