RESOLUTION NO. 1- 261
A RESOLUTION RECOMMENDING APPROVAL AND IMPLEMENTATION OF
THE DES PLAINES RIVER FLOODWATER MANAGEMENT PLAN AND THE
ACQUISITION BY THE STATE OF ILLINOIS OF PROPERTY
NECESSARY THEREFOR
WHEREAS, in August, 1972 and March, 1979 overbank flood-
ing of Salt Creek occurred causing extensive damage to commercial
and residential property in areas adjacent to Salt Creek; and
WHEREAS, this overbank flooding of Salt Creek causes
State Road 83, a vital North/South highway in Eastern DuPage
County, to be closed for extended periods following this overbank
flooding, at great inconvenience and cost to thousands of residents
and motorists; and
WHEREAS, a Memorandum of Understanding has previously
been executed by the State of Illinois and ten (10) other local
governmental agencies providing for a plan to manage floods on
the Des Plaines River and lower Salt Creek, a copy of which
Memorandum is attached hereto labelled Exhibit "A" and hereby
made a part hereof; and
WHEREAS, said plan provides that the State of Illinois
will acquire properties necessary to complete Structure 15 (the
site of the Elmhurst - Chicago Stone Company Quarries) in the City
of Elmhurst; and
WHEREAS, it is the consensus of the President and Board
of Trustees of the Village of Oak Brook that it deems this flood
control plan for Salt Creek as being a benefit to the Village of
Oak Brook by eliminating up-stream flooding, along Salt Creek and
the resultant effects upon property in the Village of Oak Brook;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, thaw it urges
Governor Thompson and the General Assembly of the State of Illinois
to take all necessary actions to acquire the property described in
the preamble hereto employing condemnation proceedings if necessary.
BE IT FURTHER RESOLVED, that a copy of this Resolution
be transmitted to Governor Thompson urging his support and immediate
action to implement the proposed plan.
Passed and approved this 11th day of September ,1979
by the President and Board of Trustees of the Village of Oak Brook,
DuPage and Cook Counties, Illinois according to a roll call vote
as follows:
