Enclosed is a copy of the Revenue Summary that will I'
be used to calculate the contribution to the Risk Manage-
ment pool for your municipality for 1980. These figures
are based on your 1978 audit and are divided into seven
(7) categories as defined in the Intergovernmental Agree-
meat, The committee's intent was to keep within the areas
defined, and some clarification was necessary in order to
complete the task of reviewing all the audits. I:
Major items that have not been included are: Inter-
fund transfers, since this would be a duplication of reve-
nue; one-time grants from any_ agency, because these. would
not be ongoing revenues; employee contributions to the
Police and Fire Pension funds and interest earned by these
funds, since they are not village but employee owned.
In addition, we found it necessary to define the seven
calsses of revenue a little better, to allow for all
revenues that should be included. The definitions that we
used are listed below:
1. Taxation of all kinds --- We took this to mean
only direct taxation by the numicipality, i.e.
Real Estate Taxes, Utility Taxes, Etc.
2. License and Franchise rev-enues.-a--- All. Receipts;, .
from business licenses, vehicle licenses, liquor
licenses, etc.
3. Fines --- All fines received whether local or
otherwise.

of such tuility services .-- Included in ether
utilities were: refuse collection. parking sys-

MEMO TO: President & Board of Trustees
SUBJECT: Resolution adopting Formal Policy Statement for the development
of a Loss Prevention Program.
•
The Intergovernmental Risk Management Agency board has requested that each
municipality who is participating in the Intergovernmental Risk Management
Agency pass a resolution which is broad in general language but expressing
their commitment toward the development, implementation.and administration
of a comprehensive loss prevention program.
• The resolution which is attached was drafted by the attorney for the Inter-
governmental Risk Management Agency and submitted to municipalities for their
review and adoption.
John Brechin has reviewed the resolution and finds it to be acceptable.
IRMA has asked that these resolutions be passed prior to their ,November
meeting which is scheduled for November 28th.
In addition, attached please find is the quarterly Risk Management Report for
the third quarter of 1979 which includes the expected cost for 1980, a com-
parison of the conventional versus pool costs for 1980, and the individual
community cost projections based on expected losses and also assuming the lost
fund is exhausted.

In addition, you will find the Loss and Claim Experience Report through the
month of August, 1979 both for the entire IRMA organization and also,specifically,
for the Village of Oak Brook. The projected pool contribution for year 1980 is
based on maintaining the contribution rate of $1.84 per $100 of revenue. The
Village of Oak Brook's revenue, based on the 1977/78 audit, has increased to
$6,024,000 which is a 42% increase in revenue, predominantly due to the ac-
quisition of the Sports Core, and the revenues related to the Sports Core
operation itself. The insurance coverage under IRMA has been expanded so that
the Sports Core operation is totally covered under the IRMA operation.
