SUBJECT: Contract Award-2014 Oak Brook Heritage Center Exterior Painting and Door
Restoration/Replacement Project

RECOMMENDED MOTION: I move that the Village Board award a contract to the sole
bidder, Restoric, LLC, Chicago, Illinois, subject to staff and attorney review, for the 2014
Oak Brook Heritage Center Exterior Painting and Door Restoration/Replacement Project
in the amount of $98,719 and approve Resolution 2014-BSLMUSEUM-CNTRCT-EX-R-
1381, A Resolution Authorizing the Award of Contract to Restoric, LLC for the 2014
Heritage Center Exterior Painting and Door Restoration/Replacement Project.
Background/History:
A notice for Request for Bids was placed on the Village website on June 25, 2014 and bid
packages were sent to four companies. One company, Restoric, LLC, attended the mandatory
pre-bid meeting on Wednesday, June 25, 2014, and submitted a bid on Wednesday, July 2, 2014.
Restoric, LLC, has completed many projects at the Oak Brook Heritage Center and staff is
satisfied with their work, Staff has also received and reviewed reference.
The Oak Brook Heritage Center was constructed in 1922. It is listed on the National Register of
Historic Buildings. The Village has been pursuing several projects in order to restore the Oak
Brook Heritage Center. This project consists of reconstruction of the entrance doors, removal of
several layers of paint from the exterior wood trim, restoration of wooden architectural features,
and painting with historically accurate paint.

Restoric LLC. is requesting that the Village waive the contract bond requirement as it has done
for past projects, however, we will notify Restoric, LLC that contract bonds will be required for
any future projects awarded. In the process of reviewing this agenda item, our Village Attorney
has advised us that requiring a bond offer needed protections to the Village. Please keep in mind
that requiring a contract bond might slightly increase the dollar amount of future bids.
The work is expected to be completed ninety days after the Village issues a notice to proceed.
Recommendation:
That the Village Board award a contract to the sole bidder, Restoric, LLC, Chicago, Illinois,

and Door Restoration/Replacement Project in the amount of $98,719 and approve Resolution

RESOLUTION 2014-BSLMUSEUM-CNTRCT-R-1381
A RESOLUTION AUTHORIZING THE AWARD OF CONTRACT TO RESTORIC, LLC
FOR THE 2014 HERITAGE CENTER EXTERIOR PAINTING AND DOOR
RESTORATION/REPLACEMENT PROJECT
WHEREAS, the Village owns the Oak Brook Heritage Center("Heritage Center"); and
WHEREAS, the entrance doors of the Heritage Center are in need of replacement, the Heritage
Center's wood trim is in need of repainting, and several wooden architectural features on the Heritage
Center are in need of replacement(collectively, "Restoration Work"); and
WHEREAS, on June 18, 2014, the Village sought bids for the Restoration work ("Request for
Bids"); and
WHEREAS, Restoric, LLC of Chicago, Illinois ("Restoric") was the only entity to submit a bid to
perform the Restoration Work in response to the Request for Bids; and
WHEREAS, the Village has determined that Restoric is the only responsible and responsive
bidder to the Request for Bids;
WHEREAS, Restoric has previously provided the Village satisfactory services for similar types of
projects; and
WHEREAS, the Village President and the Village Board of Trustees has determined it is in the
best interests of the Village to award a contract to Restoric to perform the Restoration Work in an amount
not to exceed $98,719.00 ("Agreement");
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Purchase. The President and Board of Trustees shall, and do
hereby, approve the award of contract to perform the Restoration Work to Restoric in a total amount not
to exceed $98,719.00.
Section 3: Authorization and Execution of Agreements. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the Agreement between the Village and Restoric
after receipt of the final Agreement fully executed by Restoric.
Section 4: Effective Date. This Resolution shall be in full force upon passage and approval
in the manner provided by law.
