Estimated $25,000 to be realized in salvage for sale of four units. RECOMMENDED MOTION: I move that the Village Board approve Resolution R-1387 to waive further bidding since The Suburban Purchasing Cooperative (SPC) already conducted the bid process and issue a purchase order to Currie Motors Fleet for one Ford F-350 Pickup in the amount of$44,333.00 and a purchase order to Currie Motors Fleet for one Ford Utility Explorer in the amount of $30,176.00. An amount not to exceed $15,000.00 will be required for incidentals including emergency audio & visual warning systems, reflective markings, and complete communication packages for these vehicles. I further move that the Board approve Ordinance S-1405, authorizing staff to dispose of one Ford Econoline Van, two Ford Crown Victorias, and a Ford F-250 Pickup by electronic auction. Background/History: The vehicle mix to support the Fire Department is in need of adjustment. Vehicles supporting inspection services and transporting emergency rescue teams currently do not meet operational needs and are well past their service lives. To remedy this condition staff recommends that the following vehicles be declared surplus and be disposed of through 1-bid electronic auction: Model Year Vehicle Type Estimated Salvage Value 2007 Ford Crown Victoria Sedan $5,000 2007 Ford Crown Victoria Sedan $5,000 1999 Ford E-350 Econoline Van $5,000 2004 Ford F-250 Pickup $10,000 To replace these vehicles staff requests purchase of the following vehicles: Model Year Vehicle Type Price 2015 Ford Utility Explorer $30,176.00 2015 Ford F-350 Pickup $44,333.00 These vehicles will be supplemented with the transfer of one Police Tahoe Patrol Vehicle to the Fire Department. The Ford Explorer and the Ford Pickup will be marked as Fire Department Emergency Vehicles. This will allow Fire inspectors to be deployed directly to incident sites should the need arise. The Police Tahoe Patrol Vehicle will be unmarked (but be equipped with lights and siren) and will available for general administrative pool use. When looking for replacement vehicles, we first explore what vehicles have been bid through either the State of Illinois or Suburban Purchasing Cooperative (they have much more purchasing power than we do, and can usually get a better price). Pursuant to the provisions of Section 1-7-10 of the Code of Ordinances and Compiled Statutes, the Village is permitted to join with other governmental units in order to benefit from cooperative purchasing arrangements. This purchase will require reprogramming of $89,509.00. This will be possible due to the deferred purchase of a rescue engine which was budgeted at$725,000. Recommendation: That the above motion be presented to the board for approval. RESOLUTION 2014- FD-V-R-1387 A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING AND AUTHORIZING THE THE PURCHASE OF A PICK-UP TRUCK AND SPORTS UTILITY VEHICLE WHEREAS, the Village Fire Department is in need of a pick-up truck and a sports utility vehicle (collectively, "Vehicles"); and WHEREAS, Section 1-7-10 of the Village Code authorizes the Village to join with other units of government in cooperative purchasing plans when it is in the best interests of the Village; and WHEREAS, the Village participates in the State of Illinois iBid purchasing program ("iBid"), which permits local governments to purchase commodities and services according to contracts bid and negotiated by the State, resulting in significant savings for the Village; and WHEREAS, the State sought bids for the purchase of the Vehicles, and identified Currie Motors as the lowest responsible bidder to provide the Vehicles; and WHEREAS, Currie Motors bid to sell the Vehicles for a sum of$74,506 and to equip the Vehicles fora sum not to exceed $15,000 ("Equipment"); and WHEREAS the Village desires to purchase the Vehicles and Equipment from Currie Motors pursuant to Currie's bid with iBid; and WHEREAS, because iBid already conducted competitive bidding processes for the purchase of the Vehicles and Equipment, the Village staff has recommended that the Village waive competitive bidding and approve the purchase of the Vehicles and Equipment from Currie Motors; and WHEREAS, the President and Board of Trustees, being fully advised in the premises, have determined that it is in the best interests of the Village and its residents to so waive competitive bidding and to approve the purchase of the Vehicle and Equipment from Currie Motors; NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding requirements for the purchase of the Vehicles and Equipment are hereby waived in accordance with Section 1-7-4 of the Village Code. Section 3: Authorization of Purchase of the Vehicles and Equipment. The President and Board of Trustees hereby approve the purchase of the Vehicles and the Equipment from Currie Motors. Section 4: Execution of Required Documentation. The Village President and the Village Clerk shall be, and are hereby, authorized to execute and attest, on behalf of the Village all documents necessary to complete the purchase pursuant to Sections 3 of this Resolution. Section 5: Effective Date. This Resolution shall be in full force and effect from and after its passage by two-thirds of the Trustees and its approval in the manner provided by law. Pruss Village Clerk ORDINANCE 2014-PP-S-1405 AN ORDINANCE AUTHORIZING THE SALE THROUGH ELECTRONIC AUCTION OR BROKER, DONATION OR DISPOSAL OF CERTAIN ITEMS OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF OAK BROOK WHEREAS, in the opinion of a majority of the corporate authorities, it is no longer necessary or useful or in the best interests of the Village to retain the items of personal property listed below; and WHEREAS, the Village wishes to dispose of said property by sale through electronic auction or broker, donation or disposal; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: The foregoing recitals are incorporated herein as findings of the corporate authorities. Section 2: Pursuant to 65 ILCS 5/11-76-4, the President and Board of Trustees find that the items listed below, now owned by the Village, are surplus property and are no longer necessary or useful to the Village and the best interests of the Village will be served by their sale through electronic auction or broker.
